We can use a similar (or same) mechanism and CHANGE THE SETTINGS to an appropriate level. Btw ANY mechanism the government adopts will have settings - so look at those separately from the mechanism. <br /><br />2) Look at the petitions that have been responded to by the US government and a number had NO commercial media support at all, until after they received huge grassroots support. <br /><br />BTW the setting of 100,000 in a country of 300 million (240m potential voters aged 18+) isn't that high when you weight it up, it's only about 0.04% of voters. I am personally very dubious of the breakthrough approach in government. Public servants have well honed skills at 'waiting out wankers'. Smile and wave boys, smile and wave ... <br /><br />The art of it is to help people genuinely find better, faster, less costly and less risky ways to achieve outcomes. If these ways can be found then there is no problem enrolling sustainable support from people who matter (i.e. people who actually 'do stuff' in government agencies). Most people actually want to be good at their jobs and many are frustrated by moribund processes and leadership. <br /><br />Creating a better path forward using modern digital technologies does not have to be a 'win-lose' adversarial game. My experience is that "come in, shake the place up and leave" style is actually just pandering to the whims of a naïve leadership that doesn't understand the operational realities of their organisation. It is usually just a waste of everyone's time because little of sustainable value is achieved. <br /><br />The underlying reason, of course, is that most agencies are darned complicated and real solutions need to be properly thought through and implemented well. Who is going to do this diligent work? People who have experience and a detailed knowledge of their agency and its processes, systems and operating constraints. Do these people step forward to participate in a 'probably doomed' breakthrough project lead by somebody with little credibility and damaged relationships? That's why I talk about 'design thinking' if necessary but more usually about 'human-centred problem-solving' or 'creative problem-solving disciplined through a user focus'. But a lot of organisations, public or private, are instead solutions looking for a problem. So I can see the advantage of calling it out, too.<br /><br />Perhaps some of the issue here is that everyone is now obsessed with 'disruptive innovation'. Before digital went gangbusters there was a distinction between improvement (doing what we do now better) and innovation (getting better at doing new things) . Now everything has to be 'innovative' and the conceptual rigour and clarity is missing.<br /><br />Be that as it may - do you not think it is better that an organisation has innovation in the c-suite in some way if the aim is to foster a culture of problem-solving? Whether its Chief Design Officer or whatever it may be. I do feel that the ABS has had the problem of a lack of funding, but there is also a lack of understanding on how IT systems fail, that you don't create scenarios that can stimulate negative behaviour and that you keep people on the journey through the change.
