Is the Australian government equipped to provide collective public goods online?

Google, Facebook, Twitter, Wikipedia, Google Maps, Wordpress.

What do all these online services have in common?

They are all part of the world's virtual infrastructure, providing collective public goods that many people, including many Australians, use on a daily basis - whether for the storage, organisation, distribution or discovery of information.

They are also all privately owned and operated (for profit or not). There are few if any similar virtual collective public goods provided by governments.

Finally, from a national security and self-sufficiency standpoint, none of them is Australian owned or operated. If a foreign jurisdiction decided to close down or block any of these services, Australia would suffer at least a temporary economic loss.

On Friday, at the Public Sphere Q&A session with Gov 2.0 Task Force members, the Taskforce's Chairman Dr Nicholas Gruen stated that,

I think it was the government’s job to build Google, Facebook, Twitter. I’m quite serious about that.

While, for some, this statement might appear unusual - or even absurd - Dr Gruen is stating that one of the core purposes of government is to develop and provide infrastructure for its citizens, public goods that benefit nations and states but are often too expensive, unprofitable or may be a national security risk if left in the hands of private or foreign entities.

Traditionally public infrastructure has focused on physical systems - rail and road networks, hospitals, libraries and schools, sewage, water and electricity networks, telegraph and phone systems, buses and trains. Or on communications and informational systems such as newspapers, television and radio stations.

However it is time to consider whether that definition should be extended to include virtual public infrastructure. This includes the public goods used to store, discover and distribute information and communication online, just as physical public infrastructure has distributed water, words and people.

This thinking is in its infancy. Few governments globally are providing any of the virtual public infrastructure citizens will need through the 21st century - other than having their national broadcasters go online, as have all other broadcasters.

Of course there are digital initiatives such as the National Broadband Network in Australia and similar schemes being discussed in the UK, US and other countries. However these are examples of physical infrastructure required to support digital communications. Consider this similar to building the roads and railways of the past.

The next step is for governments to consider whether and what they need to provide as the virtual infrastructure that sits on top of these networks - the digital equivalent of buses and trains that will be required on our digital transport network.

So should governments have developed these online services (as Dr Gruen suggested)?

Should they be developing other virtual public goods? The online tools and services that commercial entities will never develop?

Or should they leave it up to the market?

To answer these questions I think we need to go a little deeper and consider whether governments are the most appropriate bodies to develop virtual collective public goods.

In most countries governments limit their online participation to information and service provision - consumer to government to consumer and business to government to business.

While there's no shortage of ability, there is little public sector fostering of direct citizen to citizen or business to business connections or even more complex arrangements such as citizens to government to business and vice versa.

This is often because of the tight restrictions many governments apply regarding what material can be stored and expressed via government-operated websites.

The risk of breaching individual privacy, allowing political commentary (as the public sector is apolitical) and breaching copyright is far more restrictive than were regulations on the use of the (previously government-owned) telephony system, or on public discussions in government-owned public spaces (parks, parliaments, sidewalks and government offices).

These restrictions makes it legally risky for a government department to directly support many online citizen-to-citizen engagements, and even places a significant burden on the governance oversight of citizen-to-government-to-citizen discussions.

So, besides reforming government regulations, or having citizens agree to blanket waivers when entering certain government-run spaces, how can government best provide public goods online?

One alternative is outsourcing. Funding private and not-for-profit organisations to deliver these services on behalf of government.

This has precedents in Australia, for example the jobs network and aid agencies receive government support in the form of grants and contracts to provide certain services on behalf of government.

There are also examples of government supporting (partially funding) private competition to public services - including private schools, child care and bus companies.

Perhaps governments will need to adopt one of these two models online, at least in the short-term while complex legislative and cultural changes take place.

Or is there another way government should meet citizens' needs for virtual public goods?

UK Prime Minister driving government 2.0 to address global issues

Prime Minister Gordon Brown has given an astounding presentation, Gordon Brown: Wiring a web for global good, in opening TED Oxford. It firmly establishes his interest and commitment to the use of new technologies by government to aid in the solution of global and national issues.

To quote from the synopsis,

We're at a unique moment in history, says UK Prime Minister Gordon Brown: we can use today's interconnectedness to develop our shared global ethic -- and work together to confront the challenges of poverty, security, climate change and the economy.
Despite being highly inspiring, the video (embedded below) is worth watching to gain an understanding of how seriously Government 2.0 and the benefits of new technologies are being taken in leading countries around the world.

Does Australia need Safer Social Networking Principles?

Around the world governments are struggling to understand and address some of the age-old issues that have been accelerated by the intranet.

One attracting particularly high attention is the protection of young people from illegal and inappropriate material, cyberstalking, cyberbullying and, sometimes, themselves.

Various governments are attempting different approaches to address these issues, with the European Union using a balance of approaches including new law enforcement initiatives, legislative change, parent and carer education, young people education and industry self-regulation in consultation with government.

I have been reviewing the Safer Social Networking Principles for the EU (PDF), released in February this year, which clearly defines the unacceptable range of practices,

As with many products and services, the misuse of these technologies can present an element of potential risk to children and young people. SNS [CT: Social Network Service] providers must assess if and how these potential risks apply to their own services. Potential online risks to children and young people fall into four categories:
  • ‘Illegal content’, such as images of child abuse and unlawful hate speech
  • ‘Age-inappropriate content’, such as pornography or sexual content, violence, or other content with adult themes which may be inappropriate for young people.
  • ‘Contact’, which relates to inappropriate contact from adults with a sexual interest in children or by young people who solicit other young people.
  • ‘Conduct’, which relates to how young people behave online. This includes bullying or victimisation (behaviours such as spreading rumours, excluding peers from one’s social group, and withdrawing friendship or acceptance) and potentially risky behaviours (which may include for example, divulging personal information, posting sexually provocative photographs, lying about real age or arranging to meet face-to-face with people only ever previously met online).
With the interactivity that web 2.0 technologies enable, it is also important to remember that in addition to being victims young people can also initiate or participate in anti-social or criminal activities.
The principles make acceptable and unacceptable conduct very clear and have become a benchmark for parents, educators and governments to judge companies against.

A number of Social Network Service providers have signed these principles and taken steps to make their services compliant and supportive of the principles.

I wonder whether Australia should look at a similar approach.

Us Now released free online - film about government, citizens and mass collaboration online

Earlier this week Us Now film Ltd announced that Us Now, its documentary on how the Internet is changing how citizens engage with and what they expect of government, was available online for free viewing, download and distribution.

What is the film about? In the words of its creators in the UK,

In a world in which information is like air, what happens to power?

New technologies and a closely related culture of collaboration present radical new models of social organisation. This project brings together leading practitioners and thinkers in this field and asks them to determine the opportunity for government.
The movie has already taken the public sector in the UK and the US by storm as it provides a close look at what is occurring online, busting many of the myths and uncovering some simple, but profound, truths.

I recommend this movie to public servants engaged in, or developing policy including, the online sector.

It is also vital viewing for politicians seeking to understand the shifts occurring in the community and how they will affect future campaigns, political processes, policy development, citizen engagement and service delivery.

The power of raw government data

In the US President Obama's newly appointed (and first) Federal Government CIO Vivek Kundra has committed to finding new ways to make government data open and accessible.

The Computer World article, First federal CIO wants to 'democratize' U.S. government data, discusses how,

In a conference call with reporters, Kundra said he plans to create a Web site called Data.gov that would "democratize" the federal government's vast information resources, making them accessible in open formats and in feeds for developers.

He also said he hopes to use emerging technologies like cloud computing to cut the need for expensive contractors who often end up "on the payroll indefinitely."
These are not idle words from a political appointee - Kundra, who I have mentioned previously, is well-known amongst egovernment practitioners around the world for his innovative work in pushing the boundaries of egovernment as the District of Columbia's CTO.

Politicians often have reservations about releasing raw data, despite being collected using public funds, due to perceived concerns that the data might be used to politically damage their reputations.

Similarly government departments often restrict the release of raw data due to concerns over how it may be reused or misused.

In Australia we even go to the extent of copyrighting government data. In the US most data, publications and other tools created by their Federal government are copyright free.

However with the US's moves the debate will soon shift to the disadvantages of not allowing free access to most raw government data.

As history has recorded, countries that remove barriers to the free flow of ideas and information develop faster, are economically more successful and their people enjoy higher standards of living.

Fostering innovation directly leads to national success.

So in a world where some countries make data freely available, how do other nations continue to compete?

To draw an analogy from the publishing world, Wikipedia disrupted the business model for Encyclopedia Britannica. By providing free 'crowd-sourced' information of greater depth and about the same accuracy as a highly expensive product, Britannica has been struggling to survive for years.

After trialing a number of different protective business models to sustain its existence, but protect its data, Encyclopedia Britannica has finally adopted one that might work - it has opened its articles up to 'crowd-sourcing', accepting suggestions which are then reviewed and acted on by its professional editors - a step towards openness. Visit the Britannica blog to learn how to suggest changes to the encyclopedia.

In other words, you cannot beat openness with secrecy - the only way to remain successful is to step towards openness yourself.

This really isn't news. Many have talked about the need for greater openness of government data before. I've even mentioned it myself once or twice.

To finish, I thought I'd flag this recent talk given by Tim Berners-Lee (the father of the world wide web) at TED on the need for open data. It has some points worth reflecting on.

How well does government serve our children?

Being a parent with school-aged children, their education and future prospects are of significant interest and concern to me.

I want to ensure that my children are prepared for the world as it will exist in ten, twenty and thirty or more years.

The government should be at least as concerned. The impacts of effective or ineffective education have long-term ramifications for a nation, which can be experienced as a shortage of skilled workers, falling innovation and company/job creation, slower economic growth, inadequate leadership and even, in extreme cases, the disintegration of a nation's fabric.

I am acutely conscious that the majority of WHAT I learnt at school 30 years ago has not provided significant benefit in the areas I have worked in. The majority of my practical knowledge came from outside official learning channels.

Even at university in the late 80s, though the subject matter was more useful, the teaching techniques (large lecture halls and crowded tutorials), were not an effective environment for many people to learn.

The jobs I have worked in since the mid-1990s did not exist ten years before - in most cases the organisations and their business models did not exist either.

So how do we prepare our children to be effective, successful and happy contributors to a future economy?

This is one of those big hairy audacious problems for which I don't see simple solutions - predicting five years into the future is hard, let alone 30 or 40 years.

Two things I experienced at school did prepare me for the future world (of today). A passion for learning and an understanding of how to seek out information and process it.

These two skills are in my view the most important that can be taught to any children. They lead to flexibility and adaptiveness, skills that our current and future economy will need in abundance. They also lead to individuals that are confident, able to effectively assess risks and willing to build new things, not simply propogate the old.

So the question for me becomes - does our current schooling system still foster these two skills amongst our children?

Or does the system we have today focus on subject matter (curriculum) rather than individual learning capacity and outcomes?

I believe that the biggest learning factor in any education are the teachers. The second biggest factor are the other students. Third is accessibility to information and the actual material or curriculum is a distant fourth.

In my view if adequately trained teachers are not available, or if students are not encouraged and supported to work together collaboratively it does not matter how good the curriculum is - the learning outcomes will be poor.

So are we paying enough attention to education in government, even with the 'education revolution'?

I'm not sure yet - however the following video from Professor Michael Wesch, brought to my attention by Stephen Collins of Acidlabs in his post, Connect.Ed - The story of a girl, raises real questions in my mind.

And so does Mark Pesce's post, Those Wacky Kids, on his blog the human network and the post by Harriet Wakelam, Connect.ed or Once upon a time there was a boy... at her blog Technology Twitter.

How do others feel about the adequacy of our education systems?

And is the current debate over 'Gen Y' workers at least partially related to the education they were given?

588 nominations received in the UK e-Government National Awards 2008

Considering the 30-40 nominations received in Australia's annual egovernment awards, it's staggering to consider than in the UK there were over 588 initiatives to be nominated in 2008.

Judging is underway and finalists in 11 categories will be published on 7 November.

If you're seeking a source of inspiration regarding egovernment initiatives, the e-Government National Awards 2008 finalists will be certainly worth reviewing.

Should all public housing come with cheap broadband internet access?

ScobleizerTV ( by Robert Scoble) has released a very interesting video interview with David Kralik, Newt Gingrich's internet strategist on egovernment improvement in the US.

It discusses areas such as,

  • the provision of cheap broadband access in public housing to help reduce the digital divide and provide lower income people with an economic window
  • the practical difficulties in introducing laptops into schools due to the poor ratio in education of IT workers to computers and the limited PC skills of teachers, and
  • government transparency via internet tools,

It's very thought provoking, if a little grainy.

Using social networks to support youth education

Digizen have conducted a project and produced a report looking at how young people use, and could use social networking services to support their learning experience.

It's a fascinating read with some very practical examples of how to utilise these networks to engage young people and enrich and extend the learning experience.
