Coping with the challenges of two-speed government agencies

A couple of weeks ago I blogged about 21st Century society vs 19th Century laws and policing. My post discussed the interview and arrest of Ben Grubb, an Australian Technology Journalist, by Queensland Police in the context of the challenges for legislators and law enforcement in remaining current and relevant in a quickly digitalising world.

A second issue arose on Twitter related to a response by @QPSMedia to a question. The QLD Police Media Unit stated publicly that Grubb had been interviewed but not arrested.

Unfortunately this was untrue at the time. Grubb had been placed under arrest. @QLDMedia corrected their statement as soon as they were made aware of the changed situation (and took a little flak over their correction for "being too informal" - but that's the value of Twitter, short, fast and personable).

My understanding in this case is that the Queensland Police Media Unit had checked and obtained high level clearance for the original 'interview' tweet. As far as they had known the original information was correct at the time of tweeting.

I'm not about to criticise @QPSMedia for providing information they believe is correct at the time and then amend as soon as the error is recognised - that's actually very good practice. Frankly, considering the Queensland Police is a 24-hour organisation with 15,000 staff and over 5.2 million interactions with the public each year, it is unreasonable to assume that every interaction will be perfect.

Even if you could effect a communications accuracy rate of 99.999% (with humans mind you, not machines) this would still leave room for one mistake each week (52 per year).


What this particular situation does highlight for me is a major challenge for government agencies as they begin adopting social media. They are becoming two-speed organisations.

The small teams in agencies that manage online channels and engage via social media are developing the culture, systems and processes to support rapid, open and less formal communication. They have, or are becoming, attuned to how to communicate effectively online and often provide broader advice and support to other teams in using these channels.

However the areas that haven't embedded social media in their toolkit - the much larger 'rumps' of these agencies - are still operating on pre-internet systems and timeframes. Their focus isn't speed, but quality and diligence. They seek to ensure that information is triple checked before it is announced and that policies and communications are carefully deliberated and crafted to be precisely accurate in every particular.

This means that whenever there is a need to respond quickly to public needs in a crisis or event, the social media team is ready and able to rise to the challenge (as @QPSMedia did in the Brisbane floods). However they may still struggle to source relevant, accurate and timely information from the rest of their organisation (as did @QPSMedia in the example I first provided).

This may create communications and engagement breakdowns or slowdowns, leave agency social media teams looking ineffective or evasive and damage their ability to manage online relationships and incidents in effective ways.

These slowdowns may ultimately impact on the overall reputations of agencies, leaving them looking slow or ineffectual.

So how do we manage these two-speed government organisations?

In the long-term we might see agencies capable of operating at internet speeds, with systems and processes that allow them to manage their data flow and quality needs while also meeting the public's desire for fast information.

In the short-term, as our organisations evolve, it is critical to consider bridging tactics to allow agencies to operate at both speeds - deliberative and internet.

These tactics can include preformatting messages wherever possible. For Twitter a former staff member in my team termed these 'Tweetplates', which could be pre-approved by management and then reused without additional approval requirements.

Material or entire websites that aren't time sensitive can be prepared, reviewed and approved ahead of time, then used as needed in crisis (such as a list of hospital locations or standard emergency instructions). They should be reviewed periodically to keep them up-to-date.

It is also possible to use delaying tactics - to a point. Rather than answering a question immediately it is acceptable to acknowledge the question, indicate that you're working on an answer and that you will provide the answer as soon as possible. Of course it remains necessary to actually answer the question when you said you would.

AGIMO announces finalists for 2011 Gov 2.0 individual innovator award

On Monday AGIMO announced the finalists for the 2011 Gov 2.0 individual innovator award, building on the award originally issued by the Gov 2.0 Taskforce last year.

I'm very proud to see the three finalists have all made significant contributions to Government 2.0 practice in Australia.

It is interesting to note that all three finalists are from state governments (not having seen the full list of entrants), however two have had roles which took on significant national interest - both through disaster management (Victorian bushfires and QLD floods and cyclones).

I feel that in the last year there hasn't been the same stand-out performance from individuals at a Federal level. While there are some fantastic Gov 2.0 projects and innovators in Canberra, often projects are quite large, requiring teams all doing their part, have long timeframes, or can face significant approval and scrutiny hurdles that may dilute of defy individual innovative activities.

Local government also struggles with scale, being smaller and more resource limited innovators often have a broader range of duties and may struggle to find the time to innovate, plus many innovations impact on a local level and, while often very significant, often don't attract a broader level of attention.

In my view state government in Australia is in a 'sweet spot' for many innovative Government 2.0 activities - large enough to be resourced and focused on direct citizen engagement to a greater extent than Federal - though, as always, time will tell.

It's time to register for BarCamp Canberra - coming on 19 March

On Saturday 19 March Canberra is hosting the 4th BarCamp Canberra, a free one-day user-generated not-for-profit 'unconference' covering topics ranging from social innovation, Gov 2.0, web, technical development, science communication, critical thinking, sustainability and the environment.


If you've attended previous BarCamps you'll know how exciting and fun they can be, packed full of interesting and unique presentations and sessions and a great opportunity to network. It's well worth giving up a day of your weekend to attend.

New to BarCamps?
If you've not been to a BarCamp before and are a little concerned about the lack of an agenda, free attendance, or the expectations that attendees all participate - don't be.

There have been over 800 BarCamps run in more than 350 cities around the world over the last five years. The format is well-tested and delivers consistent outcomes - good speakers on interesting topics and a very engaged group of attendees who benefit from each others' knowledge.

BarCamp Canberra is now in its 4th year and regularly attracts 100-150 attendees.

This year will be even more exciting as the event is being held in the ANU's brand new College of Business and Economics, which allows for more attendees and more simultaneous presentations.

How are speakers 'selected'?
As an unconference, BarCamp Canberra doesn't have set speakers or an agenda. On the morning of the event attendees nominate to speak and, usually, write their presentation and name on notes and stick them to a schedule on butcher's paper.

Others attendees can choose which presentations they attend.

This bottom-up approach is what makes BarCamps unique, as anyone can speak on any topic, allowing for wide-ranging discussions and unique presentations.

You don't have to speak and you don't have to come all day - and both attendance and lunch is free.

Mobile internet trends - an online game changer

Mary Meeker, managing director for Morgan Stanley's global technology research unit recently gave an excellent presentation on mobile internet trends.

It highlights the incredible growth of tablets and apps, the rise of Android, the new uses that smartphones are being put to (only 32% of time is spent on phone calls) and the relative effectiveness of mobile and internet advertising compared to traditional media (internet matches television and mobile exceeds it).

Half-day information briefing on Google products in Canberra on 9 December

The Department of Health and Ageing is holding a free half-day information briefing for public servants on Google's products on Thursday 9 December in Canberra.

At the briefing Google representatives will demonstrate how Google's search service can provide insights into top searches, interesting trends and the use of search in behavioural analysis and prediction, such as how flu outbreaks may be predicted using search data.

Google will also discuss and demonstrate other tools that may be useful to government agencies, including:

What's the digital IQ of public sector organisations?

If organizations that used Facebook to disseminate their message were actual people, NASA would be the captain of the football team and the class president, the White House would be his cheerleader girlfriend and the the Department of Commerce would be the nerd they both pushed into a locker...

The George Washington University in the United States has released a report ranking the 'Digital IQ' of 100 government agencies, political and nonprofit organizations.

Based on the effectiveness of their websites, use of social media and other online tools, the ranking shows some stark differences in the performance of public sector groups seeking to understand, participate in and influence public discussions.

More than 80 percent of the organizations in the study had a presence on at least one social media platform, 63 percent hosted a blog and 20 percent had some presence on mobile platforms.

The report states that social media use is already demonstrably bearing fruit in politics, with 74 per cent of the US House of Representatives and 81 per cent of the US Senate candidates elected in November's midterm elections having more Facebook likes than their rivals.

The report also suggested that most public sector organisations have yet to unlock the power of digital platforms, with over 50 per cent of the organisations indexed registering Digital IQs in the 'Challenged' and 'Feeble' ranks.

Despite these low rankings, 85 per cent already had a Facebook presence, 87 per cent were on YouTube and 83 per cent used Twitter, with 73 per cent on all three. However many had not focused on building large audiences - with 46 per cent of public sector organisations having fewer than 10,000 Facebook 'Likes' (previously Fans) and the median Twitter audience being 5,000.

Only 25 per cent of organisations engaged in two-way dialogue on Facebook and only 35 per cent on Twitter.

President Obama's weekly YouTube videos have apparently 'taken off', with the White House YouTube channel having been viewed over 34 million times. The report states that,
Analysis of views of Obama’s speeches and public events reveals that the public is increasingly turning to the White House channel rather than to traditional news outlets, suggesting a key transformation in the media ecosystem.
Eight of the President's top officials have taken to the social media sphere as a channel to engage with citizens and amplify their message. In particular,
Secretary of Energy Steven Chu gets kudos from his fans for his personal approach on Facebook. In the midst of the obligatory energy-related news, Chu posted his review of the latest blockbuster, “The Social Network.” White House Press Secretary Robert Gibbs answers questions from his Twitter followers on the YouTube Series “First Question with Robert Gibbs.”
Mobile use still appears to be lagging, with only 28 per cent of the public sector organisations evaluated having a mobile site, smartphone app or iPad platform. The US Military led in all of these categories, with each of its six branches present on mobile.

The report showcases a number of US public sector social media successes, from NASA's 'golden ticket' lotteries, through the National Guard's 'show us your arms' recruiting strategy to the General Service Administration's real-time dashboard of all executive branch and Federal agency notifications, which citizens can sign-up to to receive alerts across a range of categories.

Innovation's Social Media in Government Seminar - presentations and videos

Last month I gave a presentation to around 100 people at the Department of Innovation regarding the use of social media in Australian government, alongside Todd Wright of Threesides.

With permission Innovation have published the presentations and video over at their Innovation Blog to share the seminar with others across the public service.

I'd love to see other Departments sharing material of this kind (on a variety of topics) on a regular basis, where there's no confidentiality or commercial concerns. It reduces duplication of effort, spreads knowledge and can lead to money savings for the government.

iPhones dominate Australian mobile internet access

Tiphereth Gloria has posted on Digital Tip a very interesting post regarding how iPhones dominate mobile internet access in Australia.

Quoting June 2010 figures, her post iPhones dominate Australian mobile internet says that iPhones account for 93% of mobile access, with Android, Blackberries, Symbian and other operating systems combined only accounting for 7% of the market.

Overseas iPhones account for 60% of mobile internet access - still a huge share, but significantly less than the Australian experience.

Of course these figures were provided by Apple - I've not seen independent statistics - but they are still striking.

If your agency websites are not customised for access via iPhones you're potentially less accessible to a large proportion of the mobile internet market.

CEBIT eGovernment Forum liveblog

I'm a little late starting, due to a late plane and sourcing power and wi-fi, but hope to liveblog the eGovernment Forum throughout today.

Here's the eGovernment Forum event program for today.

I am starting a little late - Minister Tanner has already provided his keynote via video, stating that there he will be giving a Gov 2.0 declaration, per the Gov 2.0 Taskforce recommendation in their final report, in the next few weeks.

Glenn Archer of DEEWR is giving a presentation on behalf of the Government CIO, Ann Stewart providing an introduction to Gov 2.0, the outcomes of the Gov 2.0 Taskforce, and the steps taken since.

This includes the Department of Finance and Deregulation's opening up of social media tools for staff, the Department of Immigration's social media policy and AGIMO's blog (which is post-moderated).

He has announced that the government plans to redevelop and relaunch the beta Australia.gov.au open data site into a fully fledged site.

He's also spoken about the Coordinated ICT Procurement plan, which will streamline ICT procurement across the Australian Government, and the ICT Workforce plan and career structure to help attract and retain skilled ICT staff.

After some interruptions I've now organised the next Gov 2.0 Canberra lunch, featuring two fantastic speakers, Senator Kate Lundy and Kate Carruthers.

Being held at the Parliament House Members' Guest Dining Room on 31 May, Senator Lundy will be speaking on the Gov 2.0 Expo she's attending in Washington - giving a round-up of the event, what is happening in the US Gov 2.0 scene and providing an international perspective on the Government 2.0 trend.

Open Gov Day - 30+ US Federal agencies release their Open Government strategic plans

In the last 24 hours, over 30 US Federal agencies have released their Open Government plans in a strategic outpouring that demonstrates some of the best whole-of-government Gove 2.0 leadership in the world.

Govloop has published a complete list of these Open Government plans via the free online public database service Socrata (a 3rd party provider of data.government sites), so you can review all the plans in a single location.

Reading through some of these plans I am very impressed at the level of strategic thought and time that has gone into their development. They are a fantastic reference for Governments around the world seeking ideas and structure in their own strategic planning for openness and transparency.

To me this release also brings home one of the major challenges that I see in Australian government - we don't consistently resource for online strategy.

In my experience Australian Government Departments are funded for the bare minimum level of effort on web - maintaining existing websites to some level of currency, accessibility and quality. Often online teams are fully occupied with content changes, and as 50% or more of the content of a Government website is likely to change each year this a big task in its own right.

Departments receive occasional bursts of funding for new technology, usability and content reviews or for the launch of new websites. However ongoing funding for strategic planning to craft and shape Departmental online channels over time or lead continual innovation is, to my knowledge, uncommon.

Many Departments employ ongoing IT Architects to lead the strategy and ongoing development of Departmental IT infrastructure (a critical task). Few Departments employ strategists for leading the strategy and ongoing development of their online channel from a business perspective.

In my opinion this is a business role, not a technical one as it is not about the 'plumbing' but about how the overall 'building' (online presence) is structured and presented.

Also it doesn't simply involve Communications-type areas for outbound messaging via the web or intranets. HR, Procurement, Legal, Policy, ICT and other business areas also have major stakes in online channels for a variety of business needs, both outbound and inbound. An online presence enables virtually everyone in an organisation.

Existing website maintenance remains a very important task and needs to continue to be appropriately funded and maintained.

Equally critical is funding strategic online planning. The ongoing development, implementation and adjustment of comprehensive Departmental online strategies, particularly for Departments with large families of purpose-driven websites that need to meet changing audience needs.

Canberra University moving towards Gov 2.0 post-graduate and under-graduate course

We've seen a boom in Gov 2.0 seminars and events over the last year and several prestigious US Universities already offer post-graduate courses on Gov 2.0 topics.

However, to my knowledge, Australia's formal educational institutions have largely been silent on when (if ever) they might begin offering courses that aid public servants, potential public servants and the many companies and professional individuals that are now working with Australian governments any formal qualifications on Gov 2.0 related matters.

I've long been an advocate for having more formal training options such as these available, particularly for more senior public service members, to help them fully consider the strategic consequences and accurately model risks for Gov 2.0 initiatives in light of emerging best practice.

While formal education isn't the only way to learn how to employ Gov 2.0 techniques, having university-scrutinised recognised courses provides a level of implied guarantee of quality of learning, which is useful when suggesting new and innovative approaches to conducting government business.

While it is entirely understandable that universities tend to lag workplace education needs - the drought in Gov 2.0 qualifications might be about to end. The University of Canberra (UC) is beginning to explore the opportunity to provide professional education in this area.

As a Canberra-based university which is already notable for its social media commentators such as Michael de Percy and Julie Posetti, I personally feel that UC is well-placed to lead in this space.

To be fair, the ANU also has at least one high-profile social media lecturer, Tom Worthington, who has also been running some notable courses.

Why not make your department's public presentations public?

Every years there are many conferences, forums and other publicly orientated events where public servants speak - providing views on their activities, successes and learnings across a wide-range of professional disciples.

The conference I have been at the last two days, FutureGov Hong Kong, is one example of these - where three Australian public servants spoke about our experiences and our presentations were distributed to delegates from approximately 10 countries.

Given that these events are public - anyone who registers (and pays a fee if one is charged) can attend, I have often wondered why more government departments do not make presentations given publicly by their staff - which do not contain sensitive or in confidence material - available online for the benefit of broader audiences.

Recently I found the State of Utah slideshare site, which does exactly this.

This is a great example of how to leverage government knowledge, sharing it across a department, a government, different governments and with the community.

Spreading this knowledge across the public sector increases its impact and value (and reduces the potential economic tax placed on its distribution by private sector conference organisers).

Heading to Hong Kong

I'm leaving for Hong Kong today (in fact I'm scheduled to board the plane 3 minutes after this post is scheduled to go live) to attend and speak at the FutureGov Hong Kong conference on behalf of my department.

Depending on the availability of internet connectivity I will either liveblog and tweet parts of the event or post about it later.

The rest of the week I am taking as a holiday - so don't expect me to post (though I still might as ideas strike me).

This is my first trip to the province, and I am looking forward to the food, the culture and the custom-made suits.

I am also looking forward to 10 uninterrupted hours with the Gov 2.0 Taskforce project reports on the plane....

Judging the quality of a Gov 2.0 / social media event

In the last week four separate Gov 2.0/social media conferences have crossed my desk. All claimed to provide a line-up of star speakers with important insights into these topics.

Clearly all events vary in quality, but when looking at relatively new areas, like social media and Government 2.0 how do you select those that will give you value for money. Teach you useful material and provide practical examples?

Here's how I judge them....

First I look at the topic covered throughout the event.

If there is emphasis on areas like 'Email marketing', 'Search Engine Optimisation (SEO)' or similar non-social media/Gov 2.0 topics it is likely that the organisers don't understand these topics or are pushing a different agenda.

Next I check the social media support

If the brochure doesn't specify whether there will be wi-fi available, if there's a Twitter tag, liveblog or a social media group for participants to discuss topics before, during and after the event, check with the organisers. If they don't understand what you mean, they probably don't have the knowledge to consistently select good speakers.

Finally I look at the speaker list.

I look for speakers who either practice Gov 2.0/social media in their day-to-day role, or who are active participants in social media - with their own blog, twitter account, profiles on Facebook, LinkedIn or other services or participate in forums. I also check for indicators that they regularly use these channels in effective ways, via looking at the frequency they publish, how long they've been publishing for and how interesting their comments are.

If a Google search doesn't turn up their name with a link to any social media site it is quite possible they don't 'do' social media - they simply talk about it. You wouldn't take your car to a mechanic with clean nails, don't expect to learn much about Gov 2.0 or social media from someone who doesn't practice what they preach.

I also look for speakers from social media companies themselves - but carefully. It pays to check that they are going to give practical examples and suggestions rather than simply advertise their service. This can be hard to judge from briefs in event brochures.

I am very cautious about speakers from management consultants, web developers and advertising agencies. All of these organisations have begun to step into social media and Gov 2.0 spaces, however from the evidence I've seen to-date, most approach it from the perspective of their other work ('creative messages', 'quality control processes' or 'building cool tools'). In my experience not that many of them really know what they are doing in social media and very few understand Gov 2.0 (though some are very very good).

So when you receive your next invite to a Gov 2.0 or social media event, take a good long look at whether the event organisers and the speakers walk the talk.

If they do you'll probably learn something valuable during the event - and you might even see me in the room :)

Dealing with video accessibility - automating captions and transcripts

I found out last week that Google had recently integrated YouTube with Google's speech-text technology, allowing videos displayed on YouTube to have their captions and transcripts automatically generated.

In addition, these captions and transcripts can then be translated, via Google's text translation system, and displayed on the video in any supported language.

The transcript can also be downloaded (and corrected if necessary) to be reused in other environments.

Whilst Google admits that neither the speech-to-text autocaptioning or the translation tool are perfect, these are measurable steps forward in using computing power to address accessibility in videos.

It also is a powerful tool for any organisation with video footage - even for internal use. They can simply upload video to YouTube in a private channel, have it auto-transcribed - correct this as required and then translate the material as necessary, then remove the video from YouTube and use the translated material internally.
