The role of social media during the Arab Spring

John Sheridan posted a link on Twitter to a very interesting analysis of the impact of social media on the revolutions across the Arab world over the last year.

The paper provides strong evidence that social media was one of the key causes of these revolutions due to its ability to place a human face on political oppression and had a critical role in mobilising dissidents to organise protests, criticise their governments, and spread ideas about democracy.

The report claims that social media had a central role in shaping political debates, for example,
Our evidence shows that social media was used heavily to conduct political conversations by a key demographic group in the revolution – young, urban, relatively well educated individuals, many of whom were women.
Both before and during the revolutions, these individuals used Facebook, Twitter, and YouTube to put pressure on their governments. In some cases, they used new technologies in creative ways such as in Tunisia where democracy advocates embarrassed President Zine El Abidine Ben Ali by streaming video of his wife using a government jet to make expensive shopping trips to Europe.
The report also provides evidence that online conversations about liberty, democracy and revolution on Twitter often immediately preceded large protests. This supports the use of social media as a civic organising tool.

Governments that attempted to shut down the internet, or specific social media services, were clearly also of the view that these were key channels for public dissidence outside their direct control, unlike  government-run or influenced newspapers, radio stations and television channels.

Finally, the paper demonstrates how social media was used to open up internal discussions to the world, helping spread democratic ideas across borders, providing global support networks for local dissidents and informing the media, which then fuelled awareness, interest, engagement and support for the Arab Spring through media reports.

The paper is an excellent read and quantifies a number of the effects of social media during the Arab Spring, which could be used by political 'dissidents' in other countries to help influence local debate.

Note that like all research, it is a little of a two-edged sword, as the paper could also be used by governments seeking to minimise debate to pre-empt online dissidence by establishing frameworks that can be extended to allow strict control of online discussion.

These frameworks  include national firewalls, broad-based and readily expandable online censorship regimes, internet kill switches and approaches that place the control of national internet infrastructure into government-controlled monopolies.

Often justified as beneficial initiatives designed to protect people from international cyberattacks, online fraud or inappropriate online content (which they may also do), these frameworks, if implemented without appropriate legal and privacy checks and balances, can be repurposed to restrict citizen access and quash undesired public debate, exclude certain individuals or organisations from participating online or even identify specific troublemakers for incarceration or worse.

Who controls what online?

In the run-up to the Web 2.0 Summit in San Francisco, the organisers have developed an animated infographic showing the points of control within the digital economy.


It provides an interesting perspective on which major companies provide which services and collect various types of data.

Governments remain a long way away from citizen-centricity

Queensland's Office of the Information Commissioner recently released a new guideline, Accessing Government Information. A step-by-step guide for the general public (PDF).

This is a commendable publication, providing a plain English guide to the rights of consumers and explaining to citizens how to go about framing and asking for government information.

However...

Having guides for citizens on accessing government information, while useful, represents the old world rather than the new.

Employing Government 2.0 approaches we should reverse this approach. Rather than government telling citizens how to navigate agency processes to access public information, the public should be telling government how information should be presented to them.

The community should write the guidelines and have agencies follow them, rather than the current position where agencies act as the authoritative bodies and citizens the applicants.

Unfortunately I think governments remain a long way away from the goal of being citizen-centric. Particularly where it relates to public data.

Should the government be leading on computing energy-efficiency?

As government increasingly digitalises, one of the hidden costs is the increase in electricity use by government computers and servers.

More computers equals more power use, more cost and, ultimately, more strain on electrical generation across Australia.

So a practical way for the government to prompt energy-efficiency, not only for the government itself but across the country, may be to mandate the electrical use of the computing devices and data centres it is willing to buy.

We've been seeing some companies with a large data footprint looking to reduce their power use per device for a number of years now.

Google has led a massive program to reduce power use across the hundreds of thousands of servers it needs to deliver the most popular website in the world. While search is the company's main business, their main cost is power, so it makes good economic sense, as well as good environmental sense, to minimise the power they need. Google unveiled their work several years ago and releases data quarterly on their data centre performance through its Google Data Centers website.

Facebook, which has begun competing with Google for the top global site position, has now come out and made its data centre design open source, freely available for other organisations to use. As discussed in this article from ZDNet, Facebook open sources its server, data center designs: Hardware fallout to follow, the strategy is designed to reduce costs for Facebook, as well as prompt large hardware manufacturers to focus on improving the energy efficiency of their servers.

More information is available at Facebook's new Building Efficient Data Centers with the Open Compute Project page and at OpenCompute. We're not talking small savings here - Facebook reports a 38% reduction in energy use coupled with a 24% reduction in costs in one data centre.

Imagine if government took a leading position on energy-efficiency for computers and data centres. With over 162,000 staff in the Commonwealth public service and around 5,000 websites, there's massive scope to encourage positive structural change in the computing field.

Like Google and Facebook, government's job is not to design the most cost and energy efficient data centres.

However there's potentially massive cost savings and economy-wide efficiencies if we introduce policies which encourage data centres to continually reduce their energy costs.

How much would you pay for government transparency?

After a fanfare opening around two years ago, the US government's proposed budget cuts may force data.gov and seven other Gov 2.0 and data sharing websites to close down or dramatically curtail their activities.

When first launched data.gov was the first national website for providing centralised access to government data in reusable formats.

The website was lauded globally for its role in supporting the US government to become more transparent, and allow citizens to analyse and repurpose public data.

However in March the first rumblings appeared. Apparently the site's visitor levels had plateaued, and Congressional budget cuts threatened the ongoing survival of the website as well as a range of others including USASpending.gov, Apps.gov/now, IT Dashboard and paymentaccuracy.gov (as well as a number of internal government sites including Performance.gov and FedSpace) dedicated to making government policies, processes and information more accessible to citizens.

When I first read about the closures in ReadWriteWeb's article, Data.gov & 7 Other Sites to Shut Down After Budgets Cut on 31 March, my first thought was that this was a clever April Fools prank designed to wind up open government advocates.

This was followed by the GovFresh post on 1 April, Congress weighs deep cuts to funding for federal open government data platforms and assorted coverage across a range of government IT and news websites.

However over the last week it has become clear that this is a legitimate issue, due to budget cuts the US Congress is proposing.

In response the Sunlight Foundation has launched a campaign to Save the data and a range of influential open government advocates have weighed in, such as Tom Steinberg, the founder of the MySociety charity in the UK who is now working in the UK Cabinet Office to support the UK Government's open data initiatives.

Apparently the collective cost of all the websites is around US$32 million (just over a dollar a year per US citizen) - representing 0.09% of the US budget and only 7.7% of the US government's Freedom of Information Act costs. Some commentators have pointed out that other methods of releasing government data are far more expensive and less inclusive or effective.

With parts of the Government 2.0 program (particularly the IT Dashboard and TechStat process) credited with saving the US Government billions in IT costs, the cuts of US transparency initiatives may cost the US enormously.

The proposed cuts raise several very important questions.

How much are nations - and citizens - prepared to pay for government transparency?
And how much transparency are we prepared to trade off for short-term tax saving?

How should the value of transparency be measured?
By the number of people accessing government data, or by the flow-through impact on harder to measure government cost savings and economic benefits?

How can transparency become embedded in government for the long-term?
Particularly when it may be elements of the political or administrative system who wish to constrain transparency for various legitimate, or otherwise, reasons.


It will be a fascinating, and perhaps deeply troubling, process to see how the US answers these questions - and how Australia answers them as well.

The coming open data battle - government versus commercial interests

I'm a big fan of opening up as much public sector information as possible in easily discoverable and reusable ways (taking into account privacy, security and commercial-in-confidence considerations).

The data allows citizens and organisations to build a more informed view of their government's activities, a good accountability measure.

It also allows the development of useful applications and services at low cost and even lower (frequently free) prices. Sure they may not be as polished as multi-million dollar services developed by governments or big business, however they allow citizens to choose the tools that work best for them. Government or big business can always use these learnings to build on.

Open data also allows government agencies to see what data other agencies have, and lets them use it to improve their models, understanding and policy. While often overlooked in the rush to provide data to citizens, often agencies have as much trouble discovering and accessing data from other agencies as citizens do.

However as more public sector data gets released, losers are also emerging, some with deep pockets and effective lobbyists.

Who loses when government data is released for free? Several groups spring to mind.

First are companies that make their living from licensing public information and selling it on (often with value-adds) at a mark-up. These companies allow agencies to extract a market price for their data without having to contend with the complexities of the open market. They often have a monopoly position, controlling access to a source of public data, and can be very resistant to losing their monopoly or seeing the data 'devalued' through free release.

Second are companies that rely on getting data first to build their edge. This includes stock market traders, where having information a few hours earlier than the market may be worth millions. It can also include the media, who thrive on 'exclusives'. Where data is released to specific journalists under Freedom of Information or through other channels ahead of others they have an informational edge over their rivals.

Next are organisations who prefer to obscure the true cost of goods and services in favour of complexity. Where customers can't compare prices effectively they can't make the best price decision, therefore they may choose expensive services based on brand and never realise they are paying more than they should. Sound like any industry you know?

Finally there's groups within government who prefer to keep citizens at arms length. Those who do not want too much scrutiny of their decisions or who believe the public won't understand the broad context under which they were made. This group believes in only telling the public what they think the public needs to know.

We're starting to see some of these groups flex their muscles in jurisdictions that are releasing a great deal of public sector information, or who are legislating for organisations to become more transparent.

One group currently resisting openness in the US are airlines. In the New York Times article, This Data Isn’t Dull. It Improves Lives, the journalist reports that,

...the Department of Transportation is considering a new rule requiring airlines to make all of their prices public and immediately available online. The postings would include both ticket prices and the fees for “extras” like baggage, movies, food and beverages. The data would then be accessible to travel Web sites, and thus to all shoppers.

The airlines would retain the right to decide how and where to sell their products and services. ...
The approach would make markets more transparent and efficient - allowing consumers to make a decision on flights based on complete knowledge.

So do airlines support this approach? Well, not completely. They wish the right to choose when and how they display their fees - choosing to control the flow of information and force consumers to continue to make sub-optimal decisions on partial information.

This reflects the situation in Australia with the Rudd Government's attempt to launch Fuelwatch and GroceryWatch websites. Petrol and grocery companies weren't particularly supportive of having the true cost of their products visible to consumers before they were at the service station or in the store. Once consumers were there it was far less likely they'd leave and shop elsewhere because of price. Of course the reason given was the complexity of exposing the prices publicly, although they don't seem to have this issue at the checkout.


Another example I have been watching is in Canada, where there's been an active discussion of the decision of BC Ferries to release FOI requests online at the same time they are released to the requester (where the request doesn't involve personal information).

Journalists have complained that the approach means they won't get an exclusive, removing their financial incentive for requesting government information in the first place. One journalist in particular, Chad Skelton, has written a series of pieces detailing why it is so important that governments allow media to profit off FOI requests, as otherwise they are unlikely to ask for this information and it won't be exposed for the public good. One of his articles worth reading is Why David Eaves is wrong about BC Ferries' Freedom of Info policies.

It is an interesting point, however I tend to sympathise with David's view - government information laws should not be designed to support the financial goals of media outlets, or any other organisations, over the goals of public openness and transparency. These laws should be designed to ensure that public information gains public scrutiny, not so that journalists can 'make' their careers with exclusives.


As we see more public sector information released by governments I expect we'll see more battles over its release. Some forms of opposition will be passive, providing information in the least usable formats possible or hidden away in websites; other forms will be active, direct refusals to release information (because it is incomplete, the context wouldn't be understood, or it isn't useful), court cases from commercial interests asking for information to be suppressed, or even active information sabotage where data is destroyed rather than published.

Reputations and fortunes can be made and lost over access to information. It is unlikely that entrenched interests will support changes to the playing field without putting up an ongoing fight.

Australian Government launches data.gov.au

Joining the US, Canada, the UK, New Zealand and a host of other jurisdictions already leading the way around the world, the Australian Government has now launched its official government data sharing website, www.data.gov.au

Announced by Special Minister of State, Gary Gray, in the post Release of data.gov.au on AGIMO's blog, Minister Gray said that,
...The release of public sector information in the form of datasets allows the commercial, research and community sectors to add value to government data in new, innovative and exciting ways.

Data.gov.au plays a crucial role in realising the Australian Government’s commitment to informing, engaging and participating with the public, as expressed in its Declaration of Open Government and Freedom of Information (FoI) reforms.

The new site currently lists around 200 datasets and links to other Government data catalogues such as the Australian Bureau of Statistics, Australian Spatial Data Directory and the Queensland Government Information Service plus many other government data sites.

It includes tools to allow the public to suggest datasets they'd like released, to rate and comment on all datasets within the site, provide feedback and improvement suggestions and submit mashups or other data-based initiatives.

There's also a showcase of mashups and prominent Australian Government data-based initiatives.

Government agencies may submit datasets online and AGIMO has provided support for hosting datasets in a cloud-based storage solution if they're unable to host them effectively in their own sites.

It is quite an impressive site. AGIMO has clearly been listening to the community and building on the experiences of other government data sites around the world.

It will be interesting to see how rapidly the number of datasets grows and the innovative uses people put them to, developing services and new insights to support citizens, create value and drive public policy initiatives.

NSW electoral commission asking citizens to geolocate their own addresses

In a initiative to improve electoral records, the NSW electoral commission is asking citizens to geocode their own location.

The initiative relies on the prevalence of GPS units in peoples' smartphones and other devices, coupled with an online system which allows people to locate their homes online and confirm that they have been mapped correctly in the electoral database.

Details on the initiative are available at the Elector Geo-Location System pages of the NSW electoral commission's site.

I hope this initiative won't remain limited to NSW, there's application for this approach across all Australian electorates.

What will be interesting after the collection of this data is how it will be used, beyond mapping electorates.

For instance the geomapped locations of Australian addresses, appropriately de-identified, could be used to supplement other geolocational records, improving the ability for emergency services to reach addresses in a crisis.

They could also be released freely as open data - after all the government isn't paying citizens for the data.

That would certainly be a better outcome than locking up public data in an organisation such as PSMA Australia Limited, a government-owned corporation, which collects public data and then resells it back to Australians.

Getting creative with visualisations in Government sites and documents

Government is the master of the written word. Across Australian governments we probably produce billions of them each year, carefully organised into documents designed to impart knowledge and influence decisions.

If you were to consider a medium-size agency producing, let's estimate, twenty 100 page reports each year, fifty 2-page media releases and 200 4-page minutes, with 200 words per page, that's 580,000 words already - not to mention emails, websites, internal documents, procurements, recruitment processes, forms presentations and all the draft versions produced.

Many of these words are important and necessary - however some might be better communicated graphically. Do we use visualisations as much as we could to represent choices and data?

I have rarely seen information presented in a visually exciting and impactful way in government documents or website.

Why? It can't be due to accessibility - it is simple to display the same information in text or tabular form and to provide alt text.

This is where the web can provide support.

I'm a big fan of infographics and the Information is beautiful and Cool Infographics blogs are two of my favourite sites. They provides some stunning examples of how information can be presented pictorially to convey meaning.

They can be as simple as this comparison of the amount of time US citizens spend each year sitting in front of the idiot box television passively watching, versus the estimated amount of time it took to create all of Wikipedia - over 1 billion english words alone (begging the question, what would happen if we could redirect all that wasted energy).


Or as complex as this explanation of the Left vs Right US political world (click to view it larger).

Thanks to the growth of Web 2.0, there are now an array of online services and tools designed to assist you visualise data in creative and useful ways.

These can help agencies revitalise their data, see it in new ways and generate new realisations and understandings.

It is even possible, with open data approaches, to integrate data from other agencies with your own information and present it in visually effective ways, updating it live.

To help you get started, here's a set of online services that can be used to generate interesting visualisations. Most are free.

Online tools

Creately
Particularly useful for flow diagrams, Creately is a highly collaborative and flexible tool, allowing the creation of very professional infographics solo or in a collaborative way. The tool is also useful for project planning and other visually focused activities.

Gapminder
As used by Hans Rosling in brilliant TED talks, GapMinder provides the ability to automate time series to look at data changes over time. You can choose from existing data or add your own to create brilliant mash-ups.

Google Public Data
Google Public Data is more of a simple charting tool that you can use to display your information as bar, line and pie charts, however it also allows you to add bubbles over Google Maps and provide time series data, where you can map one or two variables and manually jump around in time, or hit a play button to watch changes unfold step by step.

Hohli Charts
A simple, yet elegant tool for creating simple charts, scatter plots, radar charts and venn diagrams based on Google's charting tools, Hohli makes it very easy to make distinctive graphs.

Many Eyes
This is a beta service provided by IBM,  but don't let that scare you - the tool works fines. Many Eyes lets you upload your own data or use data in the site to generate a wide range of visualisations including a good range of world maps, word clouds bubble charts, scattergrams and treemaps. There's a good chance you'll find some of your publicly released data already visualised here.

New York Times Viz Lab
This can be used to visualise New York Times data using an embedded version of IBM's ManyEyes technology. You can also look through visualisations created by others. While not a separate service, it should make you consider whether you could integrate a visualisation tool into your own website to allow your own visitors to visualise your data and create their own views.

Statplanet
Visualise the planet using existing data, or create your own charts, scatter plots and world maps by adding your own. StatPlanet's flash-based mapping tool is used by a number of public sector organisations at a global scale to plot development data across the world.

TagCrowd
A functional word mapping tool, TagCrowd isn't as versatile as Wordle (below), however is very good for some uses, such as creating an even block of text, mapping frequency by size - such as for the backdrop of a document cover.

Wordle
If you need word maps, Wordle creates the most elegant and flexible ones on the web. Use it to look at your documents or speeches in a visual form (you might be surprised at which words occur most frequently) and tweak settings such as font, direction and colours. It can also be useful for mapping open answers in survey data to visually represent the top concerns.

Benefits and risks of online collaboration with citizens (Workshop 1 CEBIT Gov 2.0 Conference)

Following on from our last exercise, Reasons for not releasing data in government, we've been discussing the benefits and risks of increasing (online) collaboration and consultation with citizens.

Below is what the room came up with (and discussed). Please add your own in the comments.

Note this is a raw dump - I've not sorted or categorised them.

Benefits

Reasons for not releasing data in government (Workshop 1 CEBIT Gov 2.0 Conference)

We're in the first workshop of the day at the CEBIT Gov 2.0 conference.

It is led by Andrew Stott, the Director for Digital Engagement for the UK government.

The first exercise of the day has been to come up with reasons that government may give for not releasing data online. I don't know if I'm happy or disappointed that our table did the best - coming up with 36 reasons (second was a table with 27).

I've listed them below - and added an additional set that Andrew says that he has also encountered in his role.

Note there are no value-judgements implied as to the validity of these reasons in specific cases.

Reasons for not releasing government data

  1. Costs too much
  2. No business case
  3. Has commercial value
  4. It could breach privacy
  5. It's classified
  6. It's not ours and we don't know whose it is
  7. Unsure about quality
  8. We don't know where it is

GovHack returns - as part of Amped

Last year Australia's Gov 2.0 Taskforce initiated the GovHack event, produced by Web Directions, to showcase what could be done with open government data.

This year I'm glad to see that GovHack is returning - as part of Amped, a free 10 hour hack day, in Sydney's PowerHouse Museum on Sat 16th of October.

US launches Challenge.gov

The US government recently launched Challenge.gov, a site allowing US agencies to manage and promote challenges, prizes and competitions where the community is asked to help solve a wide range of public governance issues - all in one central location.

The challenge concept is a simple one. By tapping into the wisdom of crowds governments and other organisations are able to provide better and more cost-effective solutions to problems, large or small.

It's hard to see the downside of this approach. Government pays a small amount to incentivise participation in the challenge (a prize). If none of the challenge entries provide a better solution, or are not approaches that a government cannot adopt, the time and money cost is negligible. If a better solution - or multiple better solutions - are entered, then government has made a significant gain at little cost.

The US has taken this a step further by embedding the challenge 'DNA' into a low cost technique available to public servants with the support of the political arm of US government.

Already there are over 40 challenges on the site, with many, many more to come.

Business.gov.au launches social media section and iPhone app

Business.gov.au has introduced a social media section to its website.

While this type of approach has become quite widespread overseas, providing a central hub to access all of an agency's social media engagement tools, business.gov.au is one of the first Australian government websites to provide this type of hub.

At the same time business.gov.au has released its first iPhone application. Aimed primarily at business people, the app allows someone to look up ABNs and a variety of information about business from the website.

I've personally found the application a very convenient tool for looking up ABNs while on the go, being much faster and easier than using a website to do it.

What does it cost to build and run a government website?

The Guardian reported in July that the UK government has released details on the costs of developing, staffing and hosting their major government websites.

The data includes web traffic, accessibility and user opinions on the websites.

This type of data is very useful when modeling the costs of developing and operating government sites, allowing agencies to more accurately forecast costs and staffing needs. It allows agencies to compare their web operations with other agencies, providing a view on who is most - and least - efficient.

The approach also allows hard-working, poorly resourced and funded web teams to more effectively argue for a greater share of the agency pie.

I would love to have such data available here in Austraia - down to being able to derive a total cost per visit (which for UK sites ranges from 1 pence up to 9.78 pounds - see the Google spreadsheet below). It would significantly assist web teams and agencies in their planning and activities.

Targeting Gov 2.0 apps development - US government combating child obesity with Apps for Healthy Kids

The mash-up (or Apps) competitions we've seen in Australia thus far have been broad and largely untargeted. Governments have released a bunch of public sector datasets and invited developers to create a bunch of applications related to that data for their jurisdiction, but without a highly specific goal or purpose in mind, other than creating applications that add value to the data.

The US, which leads Australia in this area of Gov 2.0, initially took a similar approach. However it has now moved to a new level - Apps competitions focused on individual campaigns, themes and issues.

One such example is the Apps for Healthy Kids competition which, quoting from its website is,

part of First Lady Michelle Obama’s Let’s Move! campaign to end childhood obesity within a generation. Apps for Healthy Kids challenges software developers, game designers, students, and other innovators to develop fun and engaging software tools and games that drive children, especially “tweens” (ages 9-12) – directly or through their parents – to eat better and be more physically active.

The competition, which has received over 90 entries, requires developers to use a specific government dataset of information to develop a game or activity focused on a specific audience and campaign goal.

The prize money, $60,000, is a fraction of what it could cost a government Department to develop this many concepts to production level.

The winning entry will be used by the government for 12 months at no license cost and then reverts to the entrant's control - perhaps to become a saleable product or even be licensed by the government for ongoing use.

Besides the value of the winning application, there is substantial public relations value in holding the competition in the first place. It raises awareness of the issue, engaging people in either creating and voting for entries, or simply supporting the initiative through the 'challenge supporters' mechanism.

This type of targeted crowd sourcing approach has many different potential applications for governments from local through to federal levels. Many different issues and campaigns could provide fertile ground for these types of apps competitions.

Note that despite our current lack of targeted apps competitions, Australia isn't that far behind the US in crowd sourcing. There have been examples of online video competitions, design competitions and other approaches designed to encourage the community to engage with and produce content that can be used for the public good.

Australian Government makes Open Government Declaration

In one of his final acts before retirement, Minister Lindsay Tanner has released the Open Government Declaration - one of the recommendations of the Gov 2.0 Taskforce's Final Report.

Released at the AGIMO blog, the Declaration states that the Australian Government is:

committed to open government based on a culture of engagement, built on better access to and use of government held information, and sustained by the innovative use of technology.

Three key principles were outlined,
  • Informing: strengthening citizen’s rights of access to information, establishing a pro-disclosure culture across Australian Government agencies including through online innovation, and making government information more accessible and usable;
  • Engaging: collaborating with citizens on policy and service delivery to enhance the processes of government and improve the outcomes sought; and
  • Participating: making government more consultative and participative.

I'm very pleased to see this step, albeit released by a senior cabinet Minister rather than the Prime Minister.

However I am disappointed that Minister Tanner is leaving politics and will not be able to lead the ongoing implementation of the Open Government agenda.

With Minister Faulkner, who spearheaded the recent Freedom of Information reforms, also stepping down from a Ministerial role, there is a great deal of interest in understanding who will be advocating for and leading the Gov 2.0 agenda in the Australian Government.

While Senator Kate Lundy is a leader in the Gov 2.0 space, she does not currently hold a Ministerial position and it is unclear whether she would in a future Labor government.

If the Liberals win the upcoming election it is very unclear who would take the lead on Government 2.0

Significant cultural change is required across the public sector to embed Government 2.0 in standard practice and to carry out many of the other recommended reforms in the Australian Public Service.

Given it is very early days as yet, senior political leadership is required to drive the necessary reforms.

My question is who, after this Federal election, will provide the political leadership and support for these reforms (particularly those related to Gov 2.0)?

Or will they be placed on the backburner ahead of more immediate political issues, leaving the Australian Public Service progressively unable to deliver community services or factual, frank and fearless advice to its government masters?

App My State a major Victorian Gov 2.0 success

Victoria's App My State competition has now closed to entries, and has already been an enormous success for the Gov 2.0 efforts in that state.

The competition attracted 171 entries, 75 applications and 96 ideas, over 12 weeks.

Judging has now commenced - with the public able to vote for the 'popular choice' award and other awards now being considered by judges, with winners announced on 7 June.

The Premier has personally tweeted his thanks, showing a level of high-level engagement with the competition,

Regardless who wins the competition, the event has already proven to be a highly cost-effective method to gather useful ideas and generate meaningful approaches to using public sector data.

Is this a once-off success? The evidence argues otherwise.

NSW is in the process of holding a similar competition with a similar level of prizes. While the competition didn't include an ideas category (EDIT 24/5/10: the competition did include an ideas category, which received 64 submissions) and occurred during a changeover in Premiers and with significantly less online promotional support, it still attracted 55 app entries over a 14 week period.

App competitions in the UK and US have also generated significant returns for governments - in particular the first Apps for Democracy competition in Washington D.C. estimated that the value of the apps produced was over US$2.2 million, for less than US$100,000 in prize value.

There is even a set of guidelines on how to run an apps competition to support agencies and states produced by Apps for Democracy.

UK Government switching Crown Copyright to be Creative Commons friendly

The UK government has announced that the UK will be phasing out the 'Click-Use' online licenses for the reuse of Crown and Parliamentary Copyrights by May this year with a new license modelled on Creative Commons 3.0.

A review by the UK Office of Public Sector Information in 2009, reported in an article in CreativeCommons.org, Public (UK) perception of copyright, public sector information, and CC, found that,

Among the general (UK) public, 71% agree that government should encourage re-use of content it provides, and only 4% disagree.

Developed by the Office of Public Sector Information (OPSI) for use in data.gov.uk, the revised Click-Use license will allow the public to reuse and mash-up government data in a more active way.

Australian public servants told three times - open (reusable) government data is important.

The Australian Public Service (APS) has now been told three times by three different reports in the last year about the importance of releasing much of its information openly to the community.

This began with reforms to Freedom of Information which, once passed, will encourage a pro-disclosure environment within the APS and make it easier and cheaper for people to request information from government.

Second was the Gov 2.0 Taskforce Final Report: Engage, which recommended managing public sector information as a national resource, releasing most of it for free and in ways that promoted reuse in innovative ways.

Third is the report released yesterday by the Department of Prime Minister and Cabinet, Ahead of the Game: Blueprint for the Reform of Australian Government Administration. The report recommended that Departments should create more open government, with one of the detailed sub-recommendations being,

Greater disclosure of public sector data and mechanisms to access the data so that citizens can use the data to create helpful information for all, in line with privacy and secrecy principles;
The last two reports are yet to be responded to by the Australian Government, however I hope that Australian public servants at all levels are taking note.

Once is chance, twice is coincidence, but three times is a strategy.
