The art of 21st century political protests - and preparing for when it is turned on government agencies and companies

The right for citizens to express political views and to protest (within limits) against specific acts, or inaction, by politicians is one of the fundamental and defining principles of democratic government and has been in place for, well, as long as there's been democracies.

In fact this principle is one which democracies frequently use to differentiate themselves from other governance systems.

However the methods by which this principle is expressed is constantly changing - driven by the creativeness of individuals, changes in social values and the advances of technology.

Why is this so interesting?

Political protests are a fertile ground for innovations that are later applied to other protest movements, against industries, companies, social groups and directly against government agencies.

Protests directed against politicians and their ideologies are often a 'canary in the coalmine' that can be used to inform senior management, communications specialists and social media professionals what they may expect to be directed against their own organisations in the future and give them an opportunity to proactively take steps to mitigate any emerging issues.

This is why it is fascinating to watch the internet become one of the primary channels for political protests, with a range of new twists on old approaches.

We've seen significant use of older forms of protest adapted to the web. Platforms like Change.org have taken petitions and supercharged them by removing the need for collectors to travel widely to collect signatures and becoming the platform not only for the fast and simple act of signing, but for ongoing organisation and communication across issue-based groups to 'maintain the rage'.

Some governments have even adopted online petitions approaches for their own purposes - taking back some influence and control, with the UK and US the best examples.

We've seen a virtual transformation of the physical blockade approach, favoured by activists and unions to deny companies labour, supplies or customers, and also used to prevent or add difficulty to staff and politicians entering political offices.

Online blockades, termed denial of service attacks, are however treated as criminal offenses rather than civil protests in many nations. This position reflects the importance of online commerce and the blurring of lines between activities which could be legitimate protests or criminally motivated activities by individuals or coordinated groups.

The old chestnut of ridicule is, of course, used widely, from parody tweets and videos to reusing the actual words, photos and videos of some politicians against themselves.

Politicians have even used parody as a tool to show their sense of humour and stand up to detractors - my favourite being the deliberate self-parody video of George W Bush at the 2006 White House Correspondents Dinner, an approach repeated, but not equalled (in my view) by his successors.

We've also seen new forms of parody emerge that could not easily be replicated in the physical world. From sites that allow people to virtually throw a shoe, water bomb or even punch a politician, to browser plugins that transform the words or photos of a politician.

The most recent of these is the Stop Tony Meow plug-in, which automatically replaces photos of the Australian Prime Minister with cats and kittens.

As most communications professionals understand, unless these protests go far 'beyond the pale', make criminal accusations, are relentlessly negative and defamatory, are provably untrue or extend beyond common standards of social decency, often the best approach is to deny them oxygen. They can be ignored or laughed off while respecting the rights of others to hold differing views.

In many cases this 'higher ground' approach will blunt the impact, or even turn the protest in favour of the politician or issue.

In some cases acknowledging or taking actions in response to a protest might be counterproductive - leading to an escalation of protest actions, greater and more organised opposition to an agenda, or leaving a politician looking ridiculous and weak for 'overreacting'.

Of course there are also many times when politicians should take note of these protests - where there is a clear groundswell of views on a particular matter, or the politician can satisfy the wishes of a group without compromising their agenda or other interests. Protests are legitimate and are a valid way to influence policy in a democracy after all.


So why should government agencies, companies and other groups take note of these protest activities?

Because, inevitably, some or most of these techniques will be turned on them and their interests.

It is important for all organisations to keep a watching brief on the evolving art of 21st century political protests and how politicians respond (or do not respond) to different techniques.

Being aware of the forms that protests can now take helps senior managers and communications professionals to proactively prepare their systems and processes to mitigate or blunt the potential impact of new approaches.

It helps them to prepare and select appropriate responses and thereby mitigate much of the risk and cost their organisations might face when these protest techniques are turned against them.

So keep an eye on how political protests evolve in the next few years, it may help you reduce stress, reputational or economic damage or even help preserve your organisation intact, should your organisation face similar forms of protest in the future.

It's all about recovery - tech disruption and government

My post yesterday on Has Gov 2.0 in Australia got too boring too fast? (thanks @sandihlogan for the title correction) attracted some good debate on Twitter and in comments, including from @chieftech who said:
Disruption, or the 'throwing into confusion', is a common occurrence in times of major social or technological change.

The discovery of agriculture disrupted man's nomadic lifestyle around 22,000 years ago - dramatically changing the shape of human society, how we lived, worshipped and organised ourselves.

When humans learnt to smelt iron, roughly 3,500 years ago society was again disrupted, with more advanced civilisations able to outfight and outproduce their bronze-dependent neighbours, causing larger cities and states to form and leading to greater productivity and more time for creative thought.

Gunpowder and then handguns changed society again in fundamental ways, ushering in the end of castle fortresses, making warfare far more bloody and deadly. Incidentally Genghis Khan, known for his horse archers, may have used gunpowder bombs fired from Chinese catapults in his wars.

Further disruptions occurred with the printing press, oil drilling, tanks, computers, television, nuclear weapons, satellites, and the internet - amongst thousands of other technologies. Each time societies had to adapt how they operated, governments rose and fell, the balance of power between states shifted.

In other words disruption is normal. Society is constantly adapting to new technologies, rejecting some, embracing some and tolerating the others.

Governments have never been immune to this disruption. They also have had to constantly adapt their approach as technologies changed. We've seen time and time again how more technologically advanced civilisations have colonised, absorbed or destroyed less technologically advanced ones - and, on a few occasions, have seen civilisations falter when they advanced their technology too far too fast and it became out-of-step with social values, or caused unintentional harmful side-effects.

So has the Australian government been disrupted by technology - yes, many times even in our short 113 years as a nation.

Is there anything special about how technology is disrupting government right now? Anything that makes it different to how major technologies disrupted our government in the past?

Well yes and no. Certainly the speed of technological change has increased, which means that government has less time to understand the impacts and consequences of new technologies before deciding how and when to adopt them.

Also 'now' is the time when we are alive. Watching change occur is very different to reading about how changed occurred in the past. It's always more visceral to live through change then to observe it remotely through another person's eyes.

But also no - disruption is disruption. While the type of disruption may change or the speed increase, the potential range of responses remains limited.

In my view societies and governments only have four options when facing disruptive change - embrace, accept, absorb or oppose.

They can embrace the change, adopting it enthusiastically and quickly, throwing out old ways for the new.

They can accept it, adopting it in a more piecemeal 'as needed' way, without any resistance or dissent.

They can ignore the changes, passively rejecting them by clinging to 'traditional' ways, but gradually absorbing them over time into their traditions and making subtle adjustments to maintain the semblance of the status quo.

Or they can actively oppose the changes, actively seeking to suppress them through laws and actions - successfully or otherwise.

This leads to what I feel is a far more interesting question. How will our governments cope with, or recover, from the present round of disruptive change?

Answering this question will also answer the question of which nations will dominate the 21st Century. Governments that embrace new media and Gov 2.0, adapting themselves into the new forms necessary to thrive within empowered societies, will have a strategic advantage over governments who lag or refuse to use them.

We're already seeing this in the adopting of broadband around the world. Nations with faster broadband will have a significant economic edge over their slower and less connected neighbours. Similarly governments that are more connected and able to tap more brains for ideas, more citizens to undertake small civic acts, will be far more economically and socially acceptable than nations that restrict use of these channels to small elite, or stifle discussion through laws and censorship.

Of course there are risks with embracing disruptive changes - moving too far too fast can uncover new issues that societies don't yet have the experience to solve. However in many cases the governments that uncover these issues first may also resolve them first, sometimes putting them even further ahead of other nations.

So the really interesting question for me is how are Australia's governments doing at coping with the disruptiveness of Government 2.0, the impact of social media on public debate, of open data on accountability and economics, of citizen activism on state leadership?

Which of our governments are embracing these changes, which are accepting them and which are resisting, or actively legislating against them?

The answer to this question will tell Australians which states will be the most successful in the next twenty years and whether Australia as a nation will remain one of the wealthiest, safest and most successful in the world, or be overtaken by more nimble peers.

The decline of national sovereignty and impacts on society

The concept of national sovereignty has evolved over the centuries however has retained at its core the notion that nations, defined by geography, have the right to manage their own affairs and movements across their borders as they see fit, as well as to interact as recognised state entities with other states and other legal entities (individuals, corporations and not-for-profits).

The modern concept of national sovereignty was agreed to in the Peace of Westphalia in 1648, following the thirty-year war, where the economically exhausted states of Europe agreed to establish the notion of territorial sovereignty as a norm of noninterference in the affairs of other nations, a principle that, more or less, holds to this day globally.

This was the point in time when modern nation-states, based on geographic boundaries, started to take a dominant position in how human society was organised, leading to today's situation where every square inch of land is claimed by at least one nation.

National sovereignty was, and remains, and extremely important and defining characteristic of modern civilisation. It not only grants powers to national governments, to the exclusion of external bodies, but also places responsibilities on them to provide some level of security, education and support for the people born and living within their sovereign borders. It creates the notion of citizenship, laws and taxes over property, income and commerce - measures that provide the security and public infrastructure that underpin society today.

However national sovereignty was developed at a time when the fastest form of transport was a horse, when messages were sent between locations by courier, smoke signals or carrier pigeons, when money only existed in your wallet and every business was tied to a geographic location, or an itinerant wandering tinker or merchant who could be physically tracked down.

There was little understanding of lightening, let alone electricity and even the invention of the Leyden jar, the first primitive capacitor (the word 'battery' hadn't been coined) was almost a hundred years in the future.

National sovereignty on the basis of geography made sense in 1648. The majority of people did not travel more than 100 miles from their birthplace, except during war, and it was possible to calculate a nation's wealth by adding up all the physical 'stuff' which in its borders (as the English had began doing in 1086 with the Domesday book - primarily for taxation purposes).

Today the majority of communication is electronic, as is the bulk of the money supply. While we still make lots of physical 'stuff', more and more of our services are delivered online and more and more physical stuff is imported and exported across national borders enable by electronic transactions.

While our garbage, roads, electricity and water are still delivered locally to where we live, more and more of our interactions with governments and companies, with welfare payments, education and even significant portions of health care able to be delivered remotely from any location on the planet - to peoples' homes directly or via virtual operators in physical offices (which Centrelink is already experimenting with).

This means that governments could theoretically outsource much of their service delivery to low cost areas within their jurisdiction - or to low-cost jurisdictions elsewhere in the world.

Beyond service delivery, a great deal of policy development could similarly be outsourced. There's really no need to employ locals to develop local policy - it is simply important to employ the best qualified staff and provide them with the best quality information and access to locals to understand their needs and concerns. Theoretically policy could already be developed anywhere in the world, using specialists with the experience to understand a jurisdiction's citizens and conditions in order to provide the best recommendations.

We see this on a small scale already - public officials at councils may live in neighbouring council regions. State and territory officials may live across a border in another state or territory. National governments tap foreign specialists and consultancy companies for expertise they cannot find in their own jurisdiction.

This outsourcing approach can even impact on geographically specific services - from emergency management to road maintenance. When digital networks can be used to supply information and cheap transport can be used to relocate assets to where they are needed on a timely basis, why should individual councils, or even state departments run road crews or location-specific emergency services?

Services can be delivered from wherever is reasonable and cost-effective - regardless of artificially imposed borders, with emergency services, road maintenance. We already see this in effect in emergency scenarios when specialist teams are moved around countries, or between countries, to assist in major disasters or provide expertise in unusual incidents.

With all of this sharing between jurisdictions, the notion that any geographic territory is sovereign unto itself is rapidly becoming a convenient fiction. Certainly when we shuffle public workers between jurisdictions we also expect them to abide by local laws - however why should those laws differ measurably anyway? It may simply leads to inefficiencies, productivity loss, even unnecessary injuries or loss of lives.

This gets even worse when services are delivered remotely - a surgeon in one country remotely operates on a patient in another, or a citizen calls a government help desk located in another jurisdiction and a staff member behaves in a manner that is inappropriate in the citizen's jurisdiction but legal in the jurisdiction they work in. Which jurisdiction takes legal precedent?

Add to this the continuing rise of transnational corporations - who may be domiciled in a particular state, but that deliver services globally - and we see further erosion of national sovereignty as a concept.

Recent free trade agreements, particularly those involving the United States of America, have begun pushing the notion that foreign companies may sue a national or state government should they change their laws in ways which may reduce the company's profit potential. This type of litigation has already begun in Canada and Mexico under the North American Free Trade Agreement (NAFTA) and looks to be extended to many more countries under the Trans-Pacific Partnership (TPP), which involves Australia and New Zealand. 

While the draft treaty remains secret and in negotiations, leaked sections of the TPP suggest it proposes the same conditions on signatory governments across the Pacific region. This would allow non-state entities to sue states, as we are already beginning to see occur in North America.

While this may be supported by large corporate interests (who naturally wish to insulate their interests and shareholders from unfavourable legal changes), this is a further limit on the sovereignty of states. If a foreign domiciled company can sue a government for changing the law then there is far more pressure on states to step cautiously around large corporations, weighing their interests more closely than that of citizens who may be denied the same opportunity to sue states.

There's also increasing cross-border environmental impacts becoming apparent from our still rapidly industrialising global civilisation. Huge fires in Indonesia cause live-threatening smog in Singapore. Electricity generation in China using coal leads to pollution which could affect neighbouring countries - and certainly contributes to atmospheric carbon levels and climate change. What value is the sovereignty of small South Pacific islands if the actions of other nations could see them regularly innundated by rising sea levels. Sovereignty doesn't help nations manage environmental impacts due to activities in other sovereign states.

On top of this trend is the rise of mass spying on the citizens of other nations - best exemplified by the practices of the NSA uncovered through Edward Snowden's leaks. These have brought to light the enormity of the US programs for monitoring foreign interests via literally scooping up all of the data travelling between Google, Microsoft and Yahoo data centres (amongst others), tapping into mobile apps and integrating intelligence provided by friendly governments (such as Australia's under the Five Eyes program).

In the past spying was limited to known 'persons of interest' who were usually already suspected of wrongdoing or held sensitive positions. 

With the rise of the internet and mobile devices it has now become easier and more cost-effective for nations to suck down as much data as possible and then attempt to identify patterns which indicate people they should watch - apologising for any information they shouldn't have touch later (if indeed they even let people know they have it). 

In theory any specific individual is unlikely to have their profile flagged for examination by foreign intelligence analysts - the technology simply isn't able to store and build profiles on everyone as yet (as far as I know).  However intelligence agencies are in the business of collecting and interpreting intelligence and have an ongoing interest in improving their systems. They want the ability to tell which 18 year old is likely to become a senior corporate executive, political leader, cutting-edge scientist or a terrorist so they can take appropriate steps to head off the threat or cultivate their national interests as early as possible.

The data is there - the software is rapidly improving - meaning that we all now live under the gaze of foreign interests who may choose to watch our every comment online.

While the NSA is getting the current attention regarding this mass spying, other governments have been taking similar steps, for national and commercial advantage. China and Russia are both sophisticated users of online systems, with Russia suspected of having engaged in state-sanctioned cyberwars against its neighbours.

Where nations are taking a copy of all data passing through their jurisdiction, this technically fits within their sovereignty - however with the way the internet operates data simply follows the fastest path. Unless you are using a VPN, it is quite possible that data distributed online may pass through several jurisdictions its way to its final destination.

Governments around the world have been tightening their own criteria around online hosting, encouraging (but usually not forcing) agencies to use locally hosted online services and favouring locally domiciled services, however citizens are in a completely different boat.

Anyone who uses Facebook, Twitter, Gmail, Microsoft Office365, plays games via Xbox or Playstation, has their data travel through a range of jurisdictions and governments have little ability to enforce or even legislate for the rights of citizens who choose to use online services - particularly where there is limited cooperation between the hosting nation and the end user's jurisdiction.

Which nation's sovereignty takes precedent when using an overseas hosted service, how can Australia enforce privacy, security or other legal requirements that it mandates local services meet for the safety of citizens?

The answer is that without global agreements and treaties, no nation can effectively enforce their sovereign position or laws - with the fallback being that citizens use these services 'at their own risk'.

So what does this mean for sovereignty in the 21st century, if a digitalised world and changes in power between governments, corporations and citizens mean that nations can no longer enforce their sovereignty in the ways envisaged in centuries past?

It is likely that most nations will continue to attempt to preserve the illusion of sovereignty - while it may not exist in fact, or to the extent it existed when geographic borders were 'solid', it is a convenient fiction that allows legal systems and state-based services to continue to perform their functions for the majority of systems.

However there will be increasing pressure on this illusion as transnational and stateless entities gain strength - whether through trade agreements (such as the TPP), remotely delivered services (either privately or publicly delivered) or through digital services that exist 'in the cloud' for real - not on a set of servers in a given jurisdiction but software that actually runs across the internet, with fractions of it operating on mobile devices, home and work computers all over the world.

At some point sovereignty will simply snap, probably due to technological advancement, but potentially also due to the constant demand for increasing profits and the need to minimise cross-border barriers to its generation.

What happens next is the question. Will states attempt to renegotiate the concept of sovereignty in a more limited form within broad global guidelines - a global government with local variations and customs?

Or might we see a division of services between geographic and non-geographic states - where geographically relevant services are delivered by geographic governments, or contracted commercial providers, while we reorganise ourselves into digital states for the provision of non-digital services - with the ability to easily change digital nationality, voting with our feet for the best offer as we do for commercial products.

We could even see the contracting of government to professional (commercial) providers, with citizens become shareholders and able to 'vote out' an entire public service and replace it with another. Like a body corporate approach, people would retain the right to vote for their representatives, however their role would be to manage the various commercial services that develop policy and deliver services for their constituents.

I wouldn't like to predict any specific outcome - we're still too early in our digital revolution to really know where things are likely to go.

However I do expect that people being people, no matter how we organise ourselves for governance and public service delivery some things will remain the same. People will identify with 'tribes' or communities, both those based on geography and those based on common interests (which might be non-geographic). These tribes will form the basis for our social organisation even if they don't form the basis of our public service delivery.

The young adult of 2090 will still identify as an Australian and a Victorian - even if his education was provided electronically through a Indian education provider, the local roads maintained by a corporation based out of the US, his 'local doctor' accessed virtually from a Brazilian medical centre (who also provides the nearby medical clinic's remote surgeon) and his student support payments organised and paid via a Phillippino service desk. He will still follow his favourite football team - Real Madrid - attending their games remotely via his 3D headset, and socialise with friends from around the world in virtual nightclubs (with no closing hour).

He will attend university online and work virtually, using office software hosted in the cloud that is designed by a stateless entity, charging for time used and paying for the use of his devices' processing cycles (where it is virtually hosted across millions of devices).

He will even vote digitally - not just every three years but on every major topic for which he is interested and has met the qualifying conditions (based on his knowledge of the subject and its impact on his life), with government services divided by tier into a local geographic council and a digital non-geographic state.

He will still be an Australian - even if (or when) his government, and many public services, are delivered via the cloud.

Rethinking government IT to support the changing needs of government

We recently saw a change in the federal government in Australia, with a corresponding reorganisation of agency priorities and structures.

Some departments ceased to exist (such as Department of Regional Australia), others split (DEEWR into two departments, Education and Employment) and still others had parts 'broken off' and moved elsewhere (Health and Ageing, which lost Ageing to the (renamed) Department of Social Services).

This isn't a new phenomenon, nor is it limited to changes in government - departments and agencies are often reorganised and reconfigured to serve the priorities of the government of the day and, where possible, create efficiencies - saving money and time.

These adjustments can result in the movement of tens, hundreds or even thousands of staff between agencies and regular restructures inside agencies that result in changing reporting lines and processes.

While these reorganisations and restructures - Machinery of Government changes (or MOGs) as they are known - often look good on paper, in reality it can take time for efficiencies to be realised (if they are actually being measured).

Firstly there's the human factor - changing the priorities and allegiances of staff takes time and empathy, particularly when public servants are committed and passionate about their jobs. They may need to change their location, workplace behaviours and/or learn a new set of processes (if changing agency) while dealing with new personalities and IT systems.

There's the structural factor - when restructured, merged or demerged public sector organisations need to revisit their priorities and reallocate their resources appropriately. This can extend to creating, closing down or handing over functions, dealing with legal requirements or documenting procedures that an agency now has to follow or another agency has taken over.

Finally there's the IT factor - bringing together or separating the IT systems used by staff to enable them to do their work.

In my view the IT component has become the hardest to resolve smoothly and cost-effectively due to how government agencies have structured their systems.

Every agency and department has made different IT choices - Lotus Notes here, Microsoft Outlet there, different desktop environments, back-end systems (HR and Finance for example), different web management systems, different security frameworks, programming environments and outsourced IT partners.

This means that moving even a small group of people from one department to another can be a major IT undertaking. Their personal records, information and archival records about the programs they work on, their desktop systems, emails, files and more must be moved from one secure environment to another, not to mention decoupling any websites they manage from one department's web content management system and mirroring or recreating the environment for another agency.

On top of this are the many IT services people are now using - from social media accounts in Facebook and Twitter, to their email list subscriptions (which break when their emails change) and more.

On top of this are the impacts of IT service changes on individuals. Anyone who has worked in a Lotus Notes environment for email, compared to, for example, Microsoft Outlook, appreciates how different these email clients are and how profoundly the differences impact on workplace behaviour and communication. Switching between systems can be enormously difficult for an individual, let alone an organisation, risking the loss of substantial corporate knowledge - historical conversations and contacts - alongside the frustrations of adapting to how different systems work.

Similarly websites aren't websites. While the quaint notion persists that 'a website' is a discreet entity which can easily be moved from server to server, organisation to organisation, most 'websites' today are better described as interactive front-ends for sophisticated web content management systems. These web content management systems may be used to manage dozens or even hundreds of 'websites' in the same system, storing content and data in integrated tables at the back-end.

This makes it tricky to identify where one website ends and another begins (particularly when content, templates and functionality is shared). Moving a website between agencies isn't as simple as moving some HTML pages from one server to another (or reallocating a server to a new department) - it isn't even as easy as copying some data tables and files out of a content management system. There's enormous complexity involved in identifying what is shared (and so must be cloned) and ensuring that the website retains all the content and functionality required as it moves.

Changing IT systems can be enormously complex when an organisation is left unchanged, let alone when when teams are changing agencies or where agencies merge. In fact I've seen it take three or more years to bring people onto an email system or delink a website from a previous agency.

As government increasingly digitalises - and reflecting on the current government's goal to have all government services delivered online by 2017 - the cost, complexity and time involved to complete  these MOG changes will only increase.

This risks crippling some areas of government or restricting the ability of the government of the day to adjust departments to meet their policy objectives - in other words allowing the (IT) tail to wag the (efficient and effective government) dog.

This isn't a far future issue either - I am aware of instances over the past five years where government policy has had to be modified to fit the limitations of agency IT systems - or where services have been delivered by agencies other than the ones responsible, or simply not delivered due to agency IT restrictions, costs or issues.

Note that this isn't an issue with agency IT teams. These groups are doing their best to meet government requirements within the resources they have, however they are trapped between the cost of maintaining ageing legacy systems - which cannot be switched off and they don't have the budget to substantially replace them - and keeping up with new technological developments, the increasing thirst for IT-enabled services and gadgets.

They're doing this in an environment where IT spending in government is flat or declining and agencies are attempting to save money around the edges, without being granted the capital amounts they need to invest in 'root and branch' efficiencies by rebuilding systems from the ground up.

So what needs to be done to rethink government IT to support the changing needs of government?

It needs to start with the recognition at political levels that without IT we would not have a functioning government. That IT is fundamental to enabling government to manage a nation as large and complex as Australia - our tax system, health system, social security and defence would all cease to function without the sophisticated IT systems we have in place.

Australia's Prime Minister is also Australia's Chief Technology Officer - almost every decision he makes has an impact on how the government designs, operates or modifies the IT systems that allow Australia to function as a nation.

While IT considerations shouldn't drive national decisions, they need to be considered and adequately resourced in order for the Australia government to achieve its potential, realise efficiencies and deliver the services it provides to citizens.

Beyond this realisation, the importance of IT needs to be top-of-mind for Secretaries, or their equivalents, and their 'C' level team. They need to be sufficiently IT-savvy to understand the consequences of decisions that affect IT systems and appreciate the cost and complexity of meeting the priorities of government.

Once IT's importance is clearly recognised at a political and public sector leadership level, government needs to be clear on what it requires from IT and CIOs need to be clear on the consequences and trade-offs in those decisions.

Government systems could be redesigned from the ground-up to make it easy to reorganise, merge and demerge departments - either using common IT platforms and services for staff (such as an APS-wide email system, standard web content management platform, single HR of financial systems), or by only selecting vendors whose systems allow easy and standard ways to export and import data - so that a person's email system can be rapidly and easily moved from one agency to another, or the HR information of two departments can be consolidated in a merger at low cost. User Interfaces should be largely standardised - so that email works the same way from any computer in any agency in government - and as much code as possible should be reused between agencies to minimise the customisation that results in even similar systems drifting apart over time.

The use of these approaches would significantly cut the cost of MOGs, as well as free up departmental IT to focus on improvements, rather than meeting the minimum requirements, a major efficiency saving over time.

Unfortunately I don't think we're, as yet, in a position for this type of significant rethink of whole of government IT to take place.

For the most part government still functions, is reasonably efficient and is managing to keep all the lights on (even if juggling the balls is getting progressively harder).

It took the complete collapse of the Queensland Health payroll project to get the government there to act to rethink their systems, and it is likely to take a similar collapse - of our Medicare, Centrelink or tax system - for similar rethinking to occur federally.

However I would not like to be a member of the government in power when (not if) this occurs.

Partial participation for partial residents?

A challenge for governments today (particularly local ones) is how to consider the views of non-residents, people who travel into their jurisdictions for work, entertainment or other reasons.

While consulting them within formal processes is possible, it can be hard to engage them beyond the most cursory involvent in local issues, even when many of the decisions in a town, city or state significantly affect their livelihood or welfare.

This is already a topic amongst many of the local governments I speak to, who must weigh the interests of people who travel from nearby council areas to work in their jurisdictions. These people may be spending from a quarter to half their time within the jurisdiction they work in, accessing local services such as roads and parking, libraries, public toilets, parks and civic offices.

Equally local residents may do nothing more than physically live in a jurisdiction - accessing many or most of the services they need from a neighboring jurisdiction. With border towns in Victoria, New South Wales ACT and Queensland residents may be accessing most services from another state.

Society has evolved methods for accounting for the cost of these services, through user-pays schemes and border agreements, however methods for recognising a non-resident, or rather a partial-resident's stake in decision making processes are still limited, possibly because it required significant technology to accurately estimate how much time a person spent within a jurisdiction and account for this in decision making.

So as society moves towards a 24/7 awareness of where individuals spend their time, via GPS in mobile devices, should governments reconsider the basis of the decision on who gets a say in elections,? Considering time spent in a jurisdiction rather than, or in addition to, land-ownership, residency or citizenship.

Let's consider how this might work.

If a resident of one jurisdiction works in another, they could use their mobile device to record their location over a period of time like a log book or diary - which many drivers keep for tax purposes.

After a significant time period (mayb a month or two) they would register their location with the councils where they spent most of their time, so they can be assessed as a  'partial-resident, entitled to vote in council elections with a fractional vote representing the time they spend in the region.

With the right ICT systems this would not be excessively hard to track - perhaps to offset costs people who wish to be considered partial residents would be required to cross a time spent threshold (maybe 10%) and be charged a fee based on this percentage, which offsets the cost of the services they use (unless they can prove they should get a waiver based on appropriate grounds).

On being registered, partial-residents would be entitled to vote in local elections, however their vote will only count proportionate to the registered amount of time they spend in the jurisdiction.

Full-time residents will get full votes, meaning that an issue would need to be particularly large for partial-residents to change the outcome of an election.

This might be an unworkable system - I can think of several ways it could be gamed that would need careful thought. However the question is a valid one - with people increasingly travelling to work and play, how do governments ensure they have an appropriate say in local decisions?

90% of Australian federal politicians now use Facebook and/or Twitter

I've been tracking the number of Australian federal politicians using social media channels for some time, with the proportion using these channels (principally Facebook and Twitter) sitting at the low-mid 70% level for several years (see my last post on this from June 2012).

However I've just finished updating the figures based on the September 2013 election and have found a large jump - just over 90% of federal politicians now use social media to engage with Australians.

I'll give a breakdown below, however I thought it worth comparing Australia to the US government. Twitter recently blogged that 100% of their Senate and 97% of their House of Representatives used Twitter.

That compares to 71.62% of Australia's Senate and 72.67% of our House of Representatives - still some way to go to catch up.

In fact our politicians appear to favour Facebook, with 72.97% of Senators and 90.67% of MPs using the service.

From my analysis there's three key features that distinguish Australian federal politicians that use social media from those that do not - age, gender and House.

Firstly age - older politicians are far less likely to use social media than their younger colleagues.

The average age of this parliament is several years less (at about 50 years) than the previous parliament (at about 52 years), with a number of older politicians having retired or lost their seats.

The largest increase was in politicians born since 1980, who increased from two to seven in the latest parliament. Those born in the 1970s also saw a significant increase from 36 to 50, while those born in the 1960s increased slightly from 76 to 82 parliamentarians. In contrast, politicians born in the 1950s or earlier declined from a total of 112 to only 85 parliamentarians - with no-one born before 1940 remaining, down from one in the last parliament.


(Note there's fewer politicians (224) counted in the latest parliament because there's a Senate vacancy to be filled and an extra was counted in the previous parliament (226) due to a member resigning and being replaced. This does not statistically alter my findings.)

The large number of younger politicians significantly impacted the level of social media use. While politicians born in the 1980s or 1990s all used social media (100%), and those in the 70s were almost as prolific at 98%, this declined to 93.9% of politicians born in the 1960s, 83.56% of those born in the 1950s and only 66.67% of those born in the 1940s.

 

This reflects the adoption we see in the wider population and there's been a similar experience in other countries - people aged 50 and over are far less likely to engage via social media. This takes generational change to alter (within organisations as well as within politics).

I haven't looked into the average age of residents in electorates with older representatives, however I would be surprised to find a difference to other electorates - my conclusion is that older politicians are less likely to use social channels due to their own media preferences, not due to the preferences of the people they represent - leaving them increasingly vulnerable to younger and more social media savvy would-be politicians.

The second major factor impacting on social media use by politicians is their gender. Women are generally more likely to use social media channels than men and this shows through in our politicians as it does in the broader community.

While women represent 30.8% of our elected representatives, they represent 32.7% of politicians using social media - with 91.3% of female politicians using Facebook and 76.8% using Twitter, compared to only 81.9% of male politicians using Facebook and 70.3% using Twitter.

Overall 95.6% of our elected female politicians use social media, compared to only 87.7% of male politicians.

The uses the genders put social media to also varies significantly, with female politicians far more likely to interact actively with their constituents than males, who spend more time broadcasting political messages, engaging in political slanging matches or interacting with a small circle of journalists - more on this another time.

The final significant factor was which House of parliament that politicians had been elected to. While one might think that Senators, who represent an entire state or territory, might find greater utility in social media to reach the larger number of, and more spread out, constituents they represent than members of the House of Representatives, whose electorates are usually much smaller than our states, the situation is exactly the reverse.

While 92.7% of the Members of the House of Representatives use social media, 90.7% on Facebook and 72.7% on Twitter, only 85.1% of Senators do, 73% on Facebook and 71.6% on Twitter.

The particular discrepancy is in Facebook use - which suggests to me that politicians see Facebook more for connecting with their constituents (which Senators tend to find less important) while they see Twitter more for connecting with journalists and scoring political points (which is as important for Senators as for Reps).

Factors that didn't impact significantly on whether a politician used social media were their party and the remoteness of their electorate. While regional areas of Australia tend to have lower internet and social media penetration than the cities, the representatives of these electorates actually could find more value in social media as it helps transcend large distances between settlements - there was no significant difference between social media use by metro and regional representatives except in respect the age of the politician.

All of Australia's parties (and independents) are relatively consistent in their level of social media use by politicians - with the Greens and Independents (including KAP & PUP) the most likely to use social channels (100% of politicians), as social media can help them overcome any limitations on their ability to attract traditional media attention - helping to level the playing field for communication and fund raising.

The two major parties (Labor and Liberal) were neck and neck in their use, each with about 90% of their elected politicians using social media. At the tail were the Nationals, where only 84% of their politicians use social media - though this isn't really that low as it only meant 3 of their 19 parliamentarians aren't using social channels, and these are three of their oldest politicians, aged 70, 63 and 54.

Government as a Social Machine featuring Professor Dame Wendy Hall

I blogged today from the Government as a Social Machine forum hosted by ANZSOG and featuring Professor Dame Wendy Hall from the University of Southampton in the UK.

The discussion involved a diverse group of stakeholders from public and private sector organisations and covered the history of the internet and the challenges organisations, particularly governments, and citizens face in adapting to the new knowledge-rich, engagement-rich worked enabled by global real-time distributed communication systems.

Wendy also presented at a NICTA/OKFN event this afternoon, and is presenting at the Semantic Web Conference in Sydney later this week and in Victoria next week at the first Digital Literacy event being held by the Victorian public service (details of most of these events are in my Gov 2.0 calendar to the left).

Wendy opened with a story from before the web, on how no-one predicted the Internet, despite some earlier thinkers, such as Vannevar Bush, who foresaw a memory device (memex) in his brilliant work 'As we may think' in 1945, which contained many of the elements of modern computing systems.

She also discussed Ted Nelson, who coined the terms hypertext and hyperlinks back in the 1960s and Doug Engelbart, who invented the mouse, windows and much of the user interface that we find familiar today. In fact Doug gave the 'mother of all demos' which foresaw modern computers and the web.

Wendy recalled that when she met Tim Berners-Lee at the Hypertext conference in 1991 (which rejected Tim's paper on the web), she thought it was presumptuous that he had named the hypertext system he had invented the 'World-Wide Web', presuming that people around the world would use it.

At the time she didn't think the web was original or breakthrough - "how wrong you can be", she said.

Wendy said that Tim's strategy was to give away the web, making it an open protocol and standard - universally free to use and not controlled by any organisation. She said that otherwise Tim felt that the web would not grow or thrive, but be locked down by political, academic or commercial interests.

She also said that Tim believed that to make the web scale, it had to be able to fail. While many at the time believed that a system which could dead-end, linking to a non-existent page, would turn away users, Tim strategically introduced the '404 error' (which appears when a web page isn't found) to encourage individuals and organisations to build out the web, rather than limit it.

Wendy asked whether we could have built the web another way. She believes that we may have to at some point as the web is only 23 years old, "barely out of nappies".

Wendy also believes that there's many ways to kill or corrupt the web, such as having specific organisations or governments control it - however we don't really know the outcome of these scenarios as we haven't had those experiences yet.

She did ask about what if the Internet disappeared overnight - how would it impact on individuals, organisations, societies, even countries?

The impact of a one-day shutdown of Wikipedia was immense (she said) during the SOPA protest, and there is an increasing risk in some developed nations that blackouts, caused by inadequate electricity supplies, could cause a blackout of information, with people unable to access the information they need to cope with the situation.

Wendy also said that when Tim created the web he understood that it had to include an easy way to write, as well as read, web pages - leading to the development of his first web browser, which was also an editor.

Wendy said that in 1996-8 while the web was growing, the Internet wasn't sufficiently mature for broader use, due to difficulties with slow modems, finding information (pre-Google) and the cost of computers - making categories such as online shopping inconvenient.

However now the technologies have matured Wendy believes that High Streets will disappear. She said that the UK government's decision to sell off the Royal Mail, which was instituted in the Victorian era, is a sign of this change flowing through the system.

Wendy said that years ago she consulted to the Royal Mail, highlighting to them that the new business they needed to dominate was parcel delivery, based on online sales "however they didn't get it".

Wendy also said that "it is very hard to convince the big juggernauts of industry, including government, to change".

She said that, for example, large organisations seem to believe that people will always read books - Wendy believes that yes they will read, but not necessarily books.

She recalled telling biologists years ago that they would be reading papers online. They retorted that the Internet was so slow and computers so heavy that they would never be able to read their papers on the train. Wendy said, "Now, ten years on, biologists are reading their papers on the train using iPads."

Wendy said that Google was inconceivable before the web, and engineers had 'proven' it wasn't possible to quickly index huge amounts of information.

However she said that since Google, the world has changed - and Google is also no longer just a search engine, they are incredibly diverse, "there are at least 2,000 driverless Google cars driving around San Francisco".

Wendy believes that once an organisation has a majority of people using it on a network it becomes very difficult to dislodge. Google, eBay, Facebook and now Twitter are giants, at least in the English-speaking world - different titans exist in China.

Wendy opined that Google may be the James Bond villain of the future - because it knows what you search for, "everyone has searched for something they would not want to be made public". She believes that if Blofeld took over Google they would have something over every politicians.

However, Wendy said, when used benignly or even for commercial profit, Google is fine. She also believes many other industries are in a similar position of potential control over society.

Wendy also believes that even before the arrival of social networking "we should have known how much people would want to write about themselves, take photos, videos and share, based on what we knew about human psychology and behaviour".

Wendy said there is now an expectation that people can find anything, any knowledge online and if an organisation, product, place or individual doesn't have an online presence "they don't exist." As a result, Wendy believes that the web should be the first way any new entity is introduced or promoted.

Wendy said that while Tim Berners-Lee invented the technology and helps set the standards, we (globally) have created the web. We write the websites, blogs and micro blogs. We make the links and the apps. "The web doesn't have shareholders or owners - we are collectively the creators and custodians of the web."

She said that the web exists because we want it to be there, and it will keep existing as long as we want it to exist, so we all have a responsibility to ensure it is a place we wish to frequent.

When people ask her about issues online, she tells them that we didn't make the streets safer by imposing curfews - similarly we need to create the right culture on the web, not create legal restrictions.

Wendy said that Wikipedia was started as an experiment - even Jimmy Wales didn't believe it would work - however it is now equivalent to 1,900 volumes of an encyclopedia, most of which is very accurate. It has grown its own governance, it wasn't invented ahead of time, a lesson for organisations today.

Wendy also said that YouTube is another giant attractor to the web, the place for storing and sharing videos - now owned by Google.

Wendy believes that if an alien had came to earth a hundred years ago and then returned today they would find everything had changed - except possibly education, which is now being transformed by MOOCs. The first platform for MOOCs has also been bought by Google, which is developing it as an open source platform. She asked "who will be the university of the future? Google."

After the break Wendy took questions, giving a view that while cybersecurity is a risk to society, it is not a risk to the web. She commented that it was an area of high expenditure for the UK government.

She also said, in response to comments at morning tea about people being advised not to trust Wikipedia as a reference, that Wikipedia is at least as trustworthy and accurate as printed encyclopedias, plus it has a faster error correction rate. Plus, she said, we create Wikipedia, so it is what we wish to make it.

Wendy also believes that privacy won't kill the web, young people are growing up with different concepts of privacy and will adapt their approach and the web to suit their values.

However she believes that blackouts, siloisation and/or the end of a level playing field for creating and publishing content would end the web. Wendy said that net neutrality is also important. Without it we would lose the level playing field and commercial or ideological interests could control publishing and access to the web.

One of the crowd has commented that probably government is the biggest risk to the Internet, and Wendy says that she has concerns over legislators making decisions about an ecosystem they do not understand, which can lead to all kinds of unforeseen and undesirable consequences.

Wendy said it is hard to dictate in the web, to get people to use something they don't want to use. To get the network effect requires co-creation, meaning that government must work with communities collaboratively to develop platforms which benefit both.

An ABS representative said that they are now opening up a lot of data through APIs and unleashing developers through GovHacks to co-create new tools and services, however it is still a not insignificant challenge to get people within government to just agree on a common definition for Australia or Sydney, to allow datasets to correlate across agency.

Wendy next talked about Twitter, and how its real-time nature can support, even drive, community movements, "the way bad news spreads now is via Twitter. It is a mechanism for warning people to get out."

She said the interesting thing about Twitter is that it is being co-created, with functions like RT, MT and hashtags invented by the community.

Wendy believes co-creation is critical for the web, not only codesigning systems, but using systems which allow people to add value as they go about their daily interactions, such as via ReCAPTCH and Duolingo.

Wendy then talked about the semantic web, a web of data, saying it was in Tim Berners-Lee's original vision for the Web. However without sufficient data online (she said) we cannot experiment to find out what this will become or create the network effect, where people share and reshape data and create services or new visualisations with it.

She wrote a paper with Tim in 1996 which identified four principles for the Semantic Web, however says that the commercial sector still didn't get open data, hugging it tight.

Then governments began opening data based on discussions with Tim and others, leading to President Obama's declaration and a cascade of open data releases by governments around the world and initiatives like the Open Data Institute.

Wendy used an example of UK prescribing data, how open data allowed the NHS to identify 200 million pounds in savings each year.

Wendy said that while engineers and scientists often think of the web as a technological byproduct of a set of simple standards, it is a socio-technical construct, effectively a 'social machine' co-created through interactions between technology and millions of humans.

The technologies that underpin the web didn't create the web - people did, providing the content, linkages and developing, sharing and using the apps and websites that sit on it. However without the technology the web could also not exist.

Wendy said that social machines start with an incomplete specification that evolves and grows to cover more of the problem via interactions. They achieve participation through local incentives and the network effect, eventually succeeding through a process of rapid trial and error involving subsets of participants.

Wendy is working on understanding social machines through a 'web observatory' at Southhampton University that observes, monitors and classifies social machines as they evolve. She said this will also become an early warning system for detecting new disruptive social machines and identifying the 'tipping points' where they become ubiquitous.

Her group is studying Twitter networks, as well as Wikipedia and YouTube, amongst other services, to understand 'activity pulses' and how they help explain social movements and trends. For example, Wikipedia was a better indicator of a trend around 'Gangnam style' than Google with the trend occurring a month earlier on Wikipedia.

She asked how does Government, potentially the original social machine (as one audience member commented), transform itself to take advantage of digital channels to be a better social machine?

How do governments employ gamification, the network effect and web observatories to develop and deliver better policies and services?

How do we address the challenges of the 24-hr news cycle, election cycles and other factors which make developing and maintaining social machines difficult?

Wendy said she can't help reflecting back on governments from Victorian times, the 19th century, that created amazing long-lasting infrastructure in Britain that still serves the population today. She believes they were amazing social machines and still have lessons to teach us today on how to transform government to address the challenges of the 21st century.

Where's Australia's back-up for governments shutting down access to open data?

On a regular basis, around the world, governments rise and fall.

We see this most commonly at local levels - with councils merging and demerging, however it also occurs at a slower rate at state and national levels, with new nations created out of the ruins of older states on a regular basis.

I've been thinking a great deal about this over the last week. Ever since the US Government, the richest and most powerful state in history, told 800,000 staff - about a third of their public service - to stay at home until further notice.

The result of this shutdown hasn't been limited to the shuttering of national parks and monuments, or a reduction in services to the public.

Significant online data sources have also been shutdown, including data.gov and even Census.gov, which can have a major flow-on impact to businesses and the public.

In Australia, where it has been difficult for a hostile opposition to block the Australian Government's budget supply since the events of 1975, we're not really familiar with the notion of governments abruptly shutting down - although we do see frequent mergers and demergers at council level and the appearance and disappearance of agencies at state and federal levels on a regular basis (we lost at least four Australian Government agencies following the last election).

Some of these decisions are taken very quickly, and can have major impacts on businesses reliant on government programs or data.


As the open data revolution progresses more and more companies will come to rely on government data to power their activities with the public. At the same time the public will also come to rely on this data, and the hackers and companies that make use of it, for the services that they use in their normal lives.

So where's the back-up to government if it suddenly shuts down access to its data?

This view appears to be shared by the Sunlight Foundation, whose Eric Mills recently wrote a great post on the topic, Government APIs Aren't A Backup Plan.

In the US not-for-profit civic groups are beginning to replicate data released by government as a risk-mitigation step - such as this great list of non-government government data sources compiled by Code for America: http://forever.codeforamerica.org/Census-API/shutdown-2013.html

In Australia this hasn't happened as yet - but it could, relatively easily.

All it would require is a couple of different cloud-based data storage environments (for redundancy), a good front-end data catalogue and appropriate crawlers and volunteers who source and update data as it is released.

We're already part-way there with the creation of GovPond during the last GovHack. Developed in Perth, originally as a way to locate open data for state-level GovHack participants (from the dark and dusty corners of the internet), GovPond has become a fantastic resource for finding data across the plethora of Australian government data catalogues, without the incredibly messy business of checking each site.

GovPond provides the front-end data catalogue for Australian government - without all the messy politics between and within jurisdictions who each feel the need to have their own 'central' data catalogues and then undermine them by storing open data on agency sites and not listing it centrally.

The second part, cloud-based storage, is already cheaply available and is already used by some government open data sites. For example Data.gov.au made the sensible step of storing data on Amazon's system - overcoming all the security concerns with the simple fact that the data is designed to be publicly accessible.

Other agencies and states have employed a range of approaches - with much of their data still stored on servers they pay significant amounts of money to own (now that's a real waste of government funds where the data is supposed to be publicly available) - however the ability to access low-cost and high resilience cloud storage is definitely there.

The final step is the tough one - coordinating the volunteers and designing the scrapers that find, copy, file and maintain government data from the thousands of government websites across Australia.

Some of this work has been done. Volunteers compiled GovPond and adding tools that check currency is very possible within the context of the site. Many government open data sites have moved to standard platforms like CKAN, which simplify copying and maintenance of data (although the vast bulk of available government data still sits outside these platforms).

Much remains to be done. There needs to be some structure or organisation that commits itself to recruiting, supporting and empowering these volunteers, sourcing the funds necessary to pay for data storage and some technical tools to maintain data.

There needs to be leadership from within the open data community - beyond the leadership that already exists (and is largely committed to other goals).

Finally there needs to be the interest and willingness within the broader Australian public and business community to support this approach. This interest will grow as government data becomes more mission-critical for certain businesses and for the public, making it logical for them to invest in ensuring that the data remains available to them when they need it.

When it comes to open data, the public, companies and even government agencies need access to the data - they don't need the data to necessarily be held in government hands.

As we move through the process of releasing more data and it becomes more valuable to the community, the ability for a single public servant, politician or party to suddenly cut-off access to a dataset, series or service, becomes more of a risk for the community.

As a result there will be a rising interest in having an Australian back-up to government holding open data - possibly many back-ups, stored in a peer-based approach across many servers redundantly to prevent its destruction or loss of access.

In the US they're there now - seeking to build alternatives to government data storage, as governments are no longer stable and reliable custodians of data. In Australia it's unlikely to be far away.

Appropriate use of LinkedIn in politics? Should there be a social media electioneering blackout prior to elections?

I wondered whether people felt this was an appropriate use of LinkedIn - and what the consequences would be as more politicians began using LinkedIn in this fashion, and marshalling their network of supporters to make similar appeals to their networks.

I do recall receiving a similar message prior to the federal election campaign - however at federal level it would be a small and fairly targeted impost on people every three or so years.

Piling state and local elections on top of that, given the non-geographic nature of LinkedIn, could result in people receiving multiple copies of this type of appeal on a weekly basis.

So it raises a question for me - there's often an election advertising blackout period imposed on candidates in the week prior to an election, maybe this type of approach needs to be extended to social media as well.

Or perhaps we need a way to choose whether to opt-in to (or out of) political messaging on social channels, or even a total blackout on political campaigning via social networks.

Of course there's a position that people opt-in by friending or following certain accounts or people. If you follow a politician you can expect to receive political messages.

However what if you simply follow professional peers and friends - people who are not already politicians - who then take up politics, or become major supporters of a particular political cause?

You may have personal and professional reasons to remain connected, but simply not want to receive the political messages they start sending.

Can there be some way on social networks to temporarily screen out the unwanted material?

Should councils run their mayor's social accounts or agencies their Minister's?

It is rare but not unheard off for Mayors (or other Councillors) to ask council officials to run their Facebook, Twitter or other social media accounts - or for State or Federal Ministers to ask agencies to run their social accounts for them.

This can raise challenges for council staff and public servants - where may this cross the line from apolitically to political?

From my perspective this is a matter where a council or agency needs to draw a clear line between the position and person of an elected official.

There's no issue with a council running social media accounts for the Office of the Mayor, or for an agency running the social media account for a Prime Minister or Minister where that account is the respective property of the council or government and is used to post factual and non-partisan information.

However if these accounts are to be held in the name of a particular office holder - an individual politician - or are to be used for political or electoral posts,  there's no way a council or agency can run these accounts without damaging its reputation for being apolitical.

In these cases, where a Mayor or Minister asks for social media accounts that they intend to use in a personal and/or political manner, councils and agencies have to be prepared to step up and say no.

I know of a few cases across Australia where this hasn't happened - the area is still too new, and some public officials do not yet fully comprehend the difference between apolitical and political social media accounts.

The media has also been slow to grasp the distinction and hasn't yet called many public organisations to account for inappropriate operation of Councillor or Ministerial social media accounts, although I have begun getting calls from journalists who are interested in learning which are the right questions to ask.

This is another good reason why senior public officials need to be across the risks and opportunities that arise from social media. Knowing when to say no to a Mayor or Minister to protect the reputation and apolitical standing of their council or agency is part of their job.

What does the election of a Coalition government in Australia mean for federal Government 2.0 and open data efforts?

As I've blogged previously, when state governments in Australia have changed ruling parties there's often been a temporary hiatus in Government 2.0 and open data activity, if not a series of backsteps - however in almost every case the trend towards greater digitalisation, engagement and openness has resumes.

With the transition from a Labor to Coalition Australian Government the question social media and Government 2.0 practitioners in Commonwealth agencies will be asking is what is their likely future under the new government?

The new Prime Minister has made it very clear that his infrastructure focus is on roads and that he has a very limited understanding of the value and importance of digital channels. The Coalition was also extremely sparing in its use of social media throughout the campaign, preferring to slip under the radar and avoid risk rather than engage with it (and their lesson in winning the election is that this approach wasn't a negative).

I'm also yet to receive any response from Malcolm Turnbull or other Coalition parliamentarians in relation to my questions about their policy position on Government 2.0, open data or membership in the Open Government Partnership - even when Peter Timmins from Open and Shut personally contacted a number of members also seeking a response.

Fortunately there's at least some light at the end of this tunnel.

The Coalition released its egovernment and the digital economy policy platform on Monday 2 September. Amongst a range of topics from NBN to cloud computing, the platform states that the Coalition will release a policy to 'accelerate Government 2.0 efforts to engage online, make agencies transparent and provide expanded access to useful public sector data'

The platform indicates that the Coalition will be taking a 'digital by default' approach, similar to the 'digital first' approach that was beginning to be adopted by the last Labor Government,
Designate the Internet as the default way to interact with users, other than for defined exceptions. We will look to establish a Digital Service Standard and Digital Design Guide, modelled on the UK equivalents, to ensure consistent design of current and future services.
Also modelled on part of the UK approach, the Coalition also outlined an aim to "Seek to ensure every Government interaction that occurs more than 50,000 times per year can be achieved online by 2017."

While slightly less ambitious that Labor's goals, this is a pragmatic approach to prioritising high-frequency transactions for digitalisation - although it is worth noting that there's no evidence this would provide significant cost-efficiencies. Sometimes it is better to prioritise lower frequency, but higher transactional cost services for digitalisation to gain experience in the process, realise cost-savings and as 'quick wins' as they can often be digitalised much faster.

The Coalition has also flagged an interest in mobile service delivery. While no specific goals for making services mobile-ready were outlined in the policy platform, it did go so far as to require agencies to report what proportion of their digital services are not mobile accessible from 2015.

This is encouraging, but potentially misleading. An agency with hundreds of low-use services may find it far more difficult and expensive than an agency with a few high-use services to deliver and report a high proportion of mobile accessible services.

Equally 'mobile accessible' can easily manipulated to mean different things - I can access many services via the web browser on my tablet and smartphone which are still essentially unusable on these devices due to factors including poor design, form complexity, or the requirement for a human conversation to explain specific requirements (hard to call a service desk while using a smartphone to complete the online form).

The 'digital inbox' concept sounds like a great idea in theory, however its practical value depends on how well it is implemented. In fact this is the perfect project to have a start-up develop, free of the bureaucratic constraints of government.

Having previously worked on CSAOnline, which allowed Child Support clients to access their letters from the agency online indefinitely via a secure logon, I recognise that some government approaches to developing digital services can be poorly tuned to delivering on customer needs - costing far more and taking far longer than comparative start-up development cycles.

The Coalition policy section on 'Government 2.0 and Big Data' seems oddly named and reflects a very narrow view of Gov 2.0 as meaning open data and 'tech stuff', whereas most of the international Gov 2.0 community takes the broader view of Government 2.0 being about transforming how governments and citizens interact with the aid of new tools and techniques enabled by digital channels.

The section essentially focuses on having AGIMO ask communities and businesses which data should be made open - something they already do (albeit in a low-key way) and advocating support for public-private partnership proposals from industry and researchers to use big data for public benefit. There doesn't appear to be a budget attached to this latter approach, so what the statement "The highest return proposals will be supported to proof-of-concept and beyond" means is anyone's guess.

The Coalition policy doesn't discuss how the government will or should use social and other digital channels to develop policy, shape services, engage and empower citizens, or provide any guidance as to whether events and approaches to encourage and support civic use of open data will continue to be supported.

Overall it has a very transactional 'government as vending machine' view - which is good as far as it goes (creating efficiencies is valuable) - but doesn't consider the participatory democracy aspects of Government 2.0, where digital channels can be used to support and build democratic engagement, reduce the risks of government getting policies and services wrong and introduce more ideas and analysis to 'black-box' agency processes.

We live in a world where the experts don't all live within the walls of an agency - or an ideological group - and this hasn't been reflected in either the construction or policy instruments outlines in the Coalition policy.

For all these flaws and concerns, at least the Coalition has policies in this area, and overall it isn't worse (if not much better) than Labor's policies.

As the policy platform hits the 'road' of practical governance I am sure there will be a rising interest in how digital channels can support the Coalition's goals in government, and agencies will continue using social channels for communication, customer service, engagement and other purposes.

On that basis I don't expect much slowdown in Government 2.0 progress under the Coalition, although we are unlikely to see an acceleration (as the US did under Obama and the UK under Cameron).

Ultimately Government 2.0 is not an ideological topic - it is about effective governance - there's enormous opportunities in Australia for both conservative and progressive politicians to use the bandwagon to improve government in this country, if they are willing to step onboard.

How Australia compares on the basis of voter participation and invalid (donkey) votes

We hear a great deal about the number of people in Australia that are of voting age, but haven't registered to vote, however we don't hear a lot about how Australia compares to the rest of the world in this regard.

I sought out some data from the International Institute for Democracy and Electoral Assistance (IDEA) to compare Australia with the rest of the world, to see how well we had been doing in electoral participation - which provides some indication of how engaged citizens are with government.

IDEA has data on national elections since 1945 for about 235 countries. This is available online as tables (such as this one) as well as downloadable custom files (through this interface) and great quick snapshots - though there's no datafeeds or APIs available.

As such it took only a short time for me to download the data, plug it into a Google Fusion table and produce the below map and charts.

This shows that Australia is amongst the roughly 18% of nations which have compulsory voting for their parliaments.



Australia also compares well in terms of voter turnout, sitting close to the top of the list (6th as below - mouseover the graph for details) based on the latest election results (looking at the period from 2009-2013), despite being one of our lowest turnouts since World War II.



Our invalid voting rate has been creeping up, particularly since 1984, and is now amongst the top 30 in the world in their last election (looking at the period from 2009-2013) - see close to far right on the chart below. This indicates a growing disillusionment with existing political parties, but hardly one which is fatal to our system.

Based on this data Australia remains a highly politically engaged state, although we've been in decline for around 30 years.

It would be nice to see Australian governments turn around this trend, reversing the decline in engaged voters and improving civic participation at all levels.

Certainly there's lots of good effort underway to engage citizens more actively in government, although this may be being undermined by increasing disillusionment with the way politics is being played.

The answer might be a rethink of politics, rather than a rethink of government - although this would need to be driven by some very courageous politicians.
