Tom has invited input from those in government with experience in the Gov 2.0 field.

Whatever is determined to be included -- it can not be a static and set course from year to year. What Web 2.0 and Gov 2.0 'is' varies from month to month and will even more dramatically from year to year. High level principles can remain I guess, but specificity around channels/vehicles through which these efforts are undertaken will constantly change -- and this is why we like all this 2.0 stuff so much!!
