Letting the cat out of the bag - I've joined Delib Australia

I've finally been able to let the cat out of the bag today and publicly announce my primary post public sector project.

I have been officially appointed the Managing Director for Delib Australia (and are a shareholder too). So, effective immediately, I will be working full-time with Delib in the UK and with associates and partners in Australia and New Zealand to grow and support Delib's footprint in our region.

For those who don't know them, Delib is a digital democracy company that builts online tools to help governments and other organisations consult and engage their citizens, communities and stakeholders.

The UK company has been operating for over ten years and has worked closely with both the UK and US governments.

More information is available in our media release at the Delib blog.

Delib has a strong commitment to digital democracy and is committed to supporting the Gov 2.0 and open government community, which aligns neatly with my own goals in this area.

As such you can expect my blog to continue to be commercial free, focused on Gov 2.0, social media and open government musings from me and selected guest bloggers.

In fact, I'm about to start a project of redeveloping my blog to better expose some of the resources and tools it contains - with the support of Pia Waugh.

Hopefully this will improve my blog's usefulness and provide more opportunities for me to demonstrate how to walk the Gov 2.0 walk.

Who is watching the watchers? Civilian surveillance of government

With the widespread availability of phones in cameras and tablet devices - in fact it is hard to buy one today that doesn't include a camera - it is inevitable that people will take them out and take a snap of their most - or least favourite - public figures.

These photos and video get shared, usually online, and generally contain metadata detailing when and where they were taken.

So what is the outcome when citizens, concerned at the actions of politicians or public servant officials, begin photoing and filming their movements for accountability purposes?

David Eade (from Qld's Gov 2.0 community) has written a fabulous blog post on this topic in Govloop, Citizen Surveillance and the Coming Challenge for Public Institutions.

In this post David specifically highlights citizen surveillance of law enforcement officials and agencies - something of intense interest to anyone following cases such as the recent death of a Brazilian student after being tasered by Sydney police (by the way, for more on the rise of non-lethal law enforcement devices, watch this great TEDx Canberra video from Stephen Coleman).


What if a group of citizens, frustrated at the conduct or decisions by a government official (that is any public official - elected or appointed), took it upon themselves to organise round-the-clock surveillance of that person's movements and activities, using a group of people armed with phone-based cameras, filming only from public property (as is legal)?


What if they uploaded all these images, with commentary, to social networking sites for discussion and debate?

What if there was an organised movement, perhaps by someone like Get-Up, to release 'mug shots' of key government decision-makers in a controversial department or matter, and then invite people to photo them and report what they were doing wherever they went?

There could even be a new phenomenon known as 'public servant spotters' - people who take, publish and even trade photos of particularly rare breeds of public servants (such as Secretaries). Imagine the kudos in that community for photographing the entire SES!

This is an interesting new area for citizen power that we haven't yet seen explored very far.

In many places around the world law enforcement agents now have the legal right to detain or arrested people for photoing or videoing their activities - a course that may be increasingly hard for citizens in liberal democracies to swallow and, given the growing use of CCTV and difficulties in identifying bystanders filming a public occurance, very hard to control. Of course, in more restrictive nations people are routinely beaten or killed for filming police activities.


Is it justifiable or appropriate for governments to broaden these legal powers to all public servants?


Should these legal powers exist at all?


In a society where everyone is a journalist, able to to record and distribute video, photos, opinions and facts, how does a government and its citizens agree on what is appropriate surveillance of the activities of government officials - particularly when activities occur in public on public property at the public's expense?


I can see this becoming a growing issue for governments around the world. It is a small and simple step from reporting police activities, filming road workers or snapping photos of elected officials flirting with someone who is not their spouse to photoing and using public facial recognition tools to identify every person entering and leaving a public office.

It is then a simple matter to use social networks or Gold.gov.au to identify their responsibilities and activities. Another simple step to film or photo or text record their public activities wherever they go. Another simple step to publish their activities online, and another to use the pressure to influence their judgement and decisions.


Note this may not be the world we want, however it is the world we already have, it has just been slightly hidden behind private investigators and paparazzi.

When every citizen has a camera with them all the time, what will it mean to governments if they choose to use them?

US government launches state-based food alerts on Twitter

There's a lot of the work and lag involved in releasing emergency alerts using old fashioned approaches such as media releases.

Even when an agency's systems are tuned to fast-track emergency approval processes, when the media release gets distributed that may only be the beginning, not the end, of the process.

The release need to be brought to the attention of journalists and editors, they need to be convinced it is important to their readers and, once achieved, it must be re-written or edited, included in a news report and distributed.

For newspapers this can add a day or more lag, for radio and television (unless it is critical breaking news) it adds at least hours.


Mashable reports that the US government has cut through this by recently introducing its own direct to public food alerts via social media, using a custom Twitter account per state.

This means that the US government can get out the alerts it finds important more rapidly (even accounting for internal checking and approvals). It also gets them to the right audience - people interested enough to sign up for the alerts.

Alerts can (and should) still be distributed by media release into traditional media channels for breadth of reach, however the addition of Twitter-based announcements ensures that people can access the information when government releases it, rather than waiting for media distributors to deign to distribute it.

In this type of approach the government is using social media to bypass traditional media channels - effectively becoming its own media outlet. There's plenty of other activities where government can use this type of approach to great effect - regaining a level of control over messages and reducing the ability for traditional media to spin or obscure important information.

I hope we see the US extending this approach to other forms of emergency - and non-emergency uses.

And I hope Australia's governments will follow this lead - as some agencies already have.

Stop waiting for the messiah and do it yourself

While there's many organisations now actively beginning to experiment with social media channels and tools, just as many - if not more - are still cautious about even putting a toe in the water.

"It's not right for us", they say, "our audience isn't online" or "doesn't want to engage with us" or "we don't understand the risks" or "we're not ready yet" or "we're waiting for a critical need".

I'd like to say to all of these organisations - stop waiting for the messiah and do it yourself.

As has been shown through research, humans often make decisions first and justify their actions later - which means that most of these so-called reasons for not engaging online are justifications, not evidence.

How do you know whether a new tool will work for you if you don't experiment and pilot? How will you build the expertise you may need when there is a critical need for you to use these channels?

We've seen this behaviour in industries like retail, where a major retailer, Harvey Norman, is now pulling back from use of the internet because it didn't meet their projections on revenue. How did they work out those projections without experimenting online? Why did they not meet the projections and how will pulling back increase their success?

Given the internet has been a valid sales channel for fifteen or more years and some of the largest retailers in the world, such as Amazon, have built themselves online, how could any organisation in retail claim that online isn't viable, or delay entering the market - at least in an experimental way - for over ten years?

If you're not yet engaging actively online via social media just stop waiting for the messiah - that person or reason that makes it 'compelling' for you.

The compelling reasons are that 95% of Australians are online, that other businesses are building their expertise online, that online is the second biggest media today in Australia.

Online no-one cares that you're not there - but they are talking about you - truth and otherwise.

You wouldn't wait until an emergency occurred before building your emergency management systems. You wouldn't wait until you were in court before preparing your defence.

Organisations have case studies to learn from, examples of good practice and a range of resources and tools available to experiment with online, which allow you to learn the ropes without leaving you hanging.

If you're not building your experience now then how do you expect to build it in the future? Do you think your business will be able to afford the talent needed to leapfrog a ten-year or more advantage from your competitors, rivals and detractors?

Is delay really worth the risk?

What may geolocational services mean for your organisation's security?

The US Army has released a very interesting - and frightening - presentation looking at the risks of geolocational services on smartphones and some social media services in relation to national security.


Essentially it raises (and addresses) the issues of what can happen when people share photos or content tagged with their physical location (whether they realise they are sharing or not).

If someone knows where you live and work and has insights into your schedule, activities and home life there are risks that some of this information may be used against you, or your employer, for political or commercial gain.


I have embedded the presentation below, but wanted to flag that the risks - and mitigations - highlighted are not limited to armed forces.

They apply for anyone with a secure or sensitive role, that access commercially or politically important information or that may be at risk of blackmail - which covers a LOT of people, both in the public and private sectors.

The recommendations from the US army are to be alert, not alarmed, and to take appropriate steps to understand the devices and services that you use, ensuring that the only information you share is what you are choosing to share.

This, of course, doesn't even touch on the risks of facial recognition (for identifying undercover police officers or simply identifying staff for a particular agency) or of location recognition - recognising the location of a photo which has no geotagged information from other publicly available photos that do.

We are moving into a time where, even without widespread CCTV, it is becoming possible to track people's movements and activities through facial recognition in publicly available photos, with time and location (geotag) data providing a picture of what they do, when and with whom.

Does your organisation have a high level officer tasked with monitoring, understanding, educating staff (at all levels) and providing advice on mitigation of these types of risks?

Does your organisation have a policy on taking photos at the office, in your carpark or at office functions?

Does it advise you of the risks you might be taking when you become the public FourSquare 'Major' or equivalent of your local coffee shop - publicly highlighting the times and places you'll be and, potentially, your office's location (if secure) and what you look like?

Have you advised or educated your organisaton on risks they are unaware of?

Frankly I think that these risks - real risks - with digital and social media services often get neglected through lack of awareness and understanding. Often executives focus on popularised fears and myths reported in the media, which may be less damaging, more easily mitigated or simply not a risk at all, such as staff time wasting via social media, inappropriate behaviour online and negative citizen comments.

We need to stop talking about social media disasters and talk about management failures

I am beginning to get a little tired of all the headlines in the media about 'social media disasters'.

A social media disaster is when Facebook, Youtube, Twitter, Blogger or another social media service goes offline for an extended period of time, has user account information stolen or loses data.

These are all situations where millions of people are inconvenienced or worse due to a social media platform not 'just working' as we expect it to.

However what the media generally talks about when referring to a 'social media disaster' is when an organisation or individual behaves unwisely or inappropriately and is caught out by its customers.

Whether it is Vodafone, 2DayFM (Kyle Sandilands), Qantas, Woolworths, Westpac or the latest 'victim' Curtin University, the 'social media disasters' these organisations have all faced are management and communication issues.

Their issues are due to decisions or choices the organisations have made which have been communicated poorly and viewed unfavorably by customers and the public.

Certainly people are now using social media to express their outrage and concern, however this is because social media allows the public the ability to express their views in ways not previously possible.

Social media services do support light-speed dissemination, which can amplify issues. In particular social media has proven an excellent tool for connecting people together - including those with concerns that otherwise organisations could dismiss as 'isolated incidents'.

However social media is rarely creating legitimate concerns. Qantas grounding its fleet, Westpac sacking staff and raising interest rates, Vodafone having network issues, Kyle Sandilands abusing people on air and Curtin University giving an honourary degree to a hated figure all occurred regardless of the existence, or not, of social media.

If organisations wish to succeed in a world where the public has a louder voice than ever before they need to stop blaming Facebook and Twitter for their troubles and look at their own management and communication strategies.

They need to stop considering social media and their customers as 'the enemy' and instead treat them with respect. Listening to what they want and executing accordingly - or developing effective communication strategies to explain why they didn't execute in the way people wanted.

Organisations need to stop fearing the tools and embrace them. Join conversations, acknowledge their faults and move discussions into constructive areas - engage, engage, engage in multi-way dialogues.

So let's all stop talking about social media disasters and focus on the reasons organisations get into trouble (online or offline). Let's have a long hard look at who is making management decisions and the process used to inform them. Let's carefully consider how organisations communicate and the strategies and tactics that underpin them.

Focus on what is controllable and practical - an organisation's management and communications strategies - not the response of the public online AFTER the organisation has already made a decision.

The perils of legislating channels (and the issue of website filters)

The Australian Parliament House recently released their new website - a major step-up from the previous site.

However in reading an article about it on ZDNet I discovered that the APH had, in the process, decided to block an entire top-level domain (.info) from view by the Parliament and the thousands of people working at Parliament House in order to prevent access to potentially malicious websites.

I haven't been a fan of the internet filtering systems used in government. At varying times I have seen the websites of all the major Australian political parties blocked, preventing access to their media releases, blog posts and announcements - often vital information for public servants writing policy or briefs.

These filters can be quite indiscriminate and are often controlled by commercial parties outside government. That's right, commercial entities, often foreign owned, can be broadly controlling what is allowable for Australian public servants to view online. This could affect government information inputs and potentially influence policy decisions. This is a situation that leaves me vaguely uncomfortable.

Some of the individual categories of content blocked can be equally problematic. For example many filters block access to generally to 'blogs', which may include the Australian Public Service Commission's blog-based consultation of public servants last year, 'video sites', including, for Immigration, their own YouTube channel, social networks (including those used by citizens to discuss specific policies) and, in a range of other cases, 'political' content from citizens and stakeholder groups that could otherwise be influential in the development and implementation of good policy.

One of the biggest issues I have personally found is that you don't know what you don't know. Could a blocked site be vitally important for the decision you need to make? You cannot assess this if you can't look at it.

Some systems allow specific blocking by group of employee - which sounds useful and often is (for example when I worked at ActewAGL I was one of the few allowed to view adult (soft porn) sites, needed in my role of preparing website schedules and analysing the competition for the adult channel TransACT displayed). However when implemented poorly staff may not be able to access the information their managers direct them to use.

In certain cases public servants may be required to use their personal devices to rapidly access critical content blocked by these filters. This is one reason why, for the last four years, I have carried my own Internet-connected device with me while working in government agencies. It makes me more productive in meetings and in preparing business cases when I can access and refer to critical material immediately, rather than not being able to even see if a site may be valuable or not and then waiting for a site to be unblocked so I can access it on a work PC.

It can be time consuming and, in some cases, impossible to request opening sites up. In many cases public servants can ask for specific exceptions, however when you have 48 hours to finish a minute to your Minister in response to public stakeholder or citizen comments on an important piece of proposed legislation, it can be impossible to do the job properly. Identifying which sites you need to see, receiving senior approval, requesting and having IT teams or filtering companies make access available, can take weeks, or even months.

This damages the ability for departments to do their jobs for the government and the public and, quite frankly, delegitimizes those citizens and stakeholders who choose to use forums, blogs, Facebook, YouTube and similar social tools or sites to discuss their views.

Blocking an entire top level domain, as in the APH case, comes with additional risks.

A little known fact is that Australian legislation requires the use of info.au for the Quitnow website, an ongoing major component of the Australian Government's campaign to reduce the instance of smoking.

Quitnow.info.au is advertised on all material for the quit campaign, including on all cigarette packets in Australia.

Now in practice the Department operating this site automatically forwards anyone who types 'Quitnow.info.au' to 'Quitnow.gov.au', so it is not noticeable to citizens. However this is a technical translation (if x go to y) - the domain that citizens see on advertising material still says Quitnow.info.au

If .info.au domains, as well as .info domains, were automatically blocked by the APH (I don't know if this is the case), anyone who tried to go to Quitnow.info.au would arrive at a "you cannot access this site" page and not be forwarded to the Quitnow.gov.au site.

Fortunately the APH does allow staff to request access to specific sites (apparently at least 60 have been opened up to access) and I don't have specific information on whether the APH blocked .info.au sites alongside .info sites, so this specific problem may not exist. However it does demonstrate the risks of blocking entire top level domain groups.

Personally I don't think legislation should specify domains or specific communication channels, in most cases. Technology changes too fast and governments don't want to be caught spending exorbitant funds in supporting defunct channels after the community moves on.

For example, the tabling of documents in parliament should not specifically require a paper copy to be presented and there should be no legislation that requires that a citizen present their claims or complaints via a particular device - postal, phone, fax or web.

Equally governments should not be constrained by legislation to communicating with citizens via postal mail, email, fax or a specific form of written communication (as some legislation does now).

The information transmission and reception mechanisms should simply need to meet levels of modern usage and veracity.

This would prevent agencies from having to spend large amounts of money on preserving and using old technologies where communities have moved on and reduce the time and cost of updating legislation to meet community needs.

Is there a downside of not specifying channels (such as that Quitnow.info.au domain) in legislation? I don't think so. Specification, where required, can happen at the policy level, making it easier and more cost-effective to review and change when the environment changes.

This would remove any potential embarrassments, such as if a government agency does block staff access from an entire domain group (such as .info.au) and accidentally block access to its own legislated websites.

Don't forget the why of Gov 2.0

In any job it is easy to get caught up in the details - the what and how of what we need to do, day in and day out, to deliver the outputs demanded of us.

Whether it's writing a brief, building a website, managing a social media channel, responding to a crisis or some other activity driving our actions, the focus is on what we need to do and how we need to deliver.

However amongst all this activity it is important to take time out periodically to consider why we are doing what we do.

What is the purpose of our activities, what are the outcomes we want, not simply the outputs.

This is particularly important for Government 2.0, which is essentially a set of strategies, tools and techniques - not a goal in and of itself.

When, as an individual or an agency, we decide to use social media to communicate or collaborate with our stakeholders and citizens, or release data in machine-readable formats for reuse, we need to consider why we are taking these steps. What is the goal we're trying to accomplish, or the change we're trying to make.

We shouldn't be engaging in Gov 2.0 activities because of the 'bling' of working with cool technologies, the thrill of doing something new first or the kudos from peers, speaking engagements and awards.

The Gov 2.0 activities need to help us deliver on the why we are there. Helping the public to make better choices, helping government better understand its customers and what they need to live full and rich lives.

Government 2.0, just like government, is a tool to achieve a desired goal - a happy, healthy, fair society where everyone can live securely and with mutual respect and understanding under a transparent and accountable system.

So stop, take a breath and consider why you're doing what you're doing. Think about whether you've picked the right approach - the 'how'- and whether there's more, less, or different things which you could do to best achieve your why.

Put your why first - decide why you are going to do what you are going to do - before you decide what you will do and how.

Also consider the video below - the power of considering the why - it can do much more than assist aligning your Government 2.0 initiatives, it can reshape organisations or revolutionise the world.

New Inside Story policy: provide your full name for publication or your comment won't be published

I have had a great deal of respect for the Australian Policy Online (APO), produced by the Australian National University and University of Swinburne.

For several years the site has been a fantastic venue for serious discussions of public policy options, and a very useful source for policy resources and research. The site also, without prompting from me, republished several posts from this blog.

However, after commenting on an article in the Inside Story section of APO late last week, I received an email from the editor pointing out a change in their commenting policy.

Now anyone who submits a comment to Inside Story, as part of APO, must provide, and be prepared to have published, their full name. This new policy is detailed following their full articles using the text as below (highlight is mine):

Well-argued and clearly written comments are more likely to be published, and we’re now asking all contributors to provide their full name for publication. Because all comments are moderated, they will not appear immediately. Your email address is never published or shared. Required fields are marked *.
Now while I appreciate the sentiment of an editor who wishes to avoid spurious comments from people using pseudonyms or commenting anonymously, I found myself uncomfortable with the prospect of a website that forces anyone who comments to publicly reveal their real name in full.

I wrote a piece about this very topic a few months ago for Mumbrella, Toughen up - we need online anonymity, which discussed the various pitfalls involved in forcing people to reveal their real identity.

While I am sure it isn't the intent of this policy, one major risk - particularly relevant to a policy discussion site - is that of excluding certain groups from the conversation.

This includes people who, if their identity is published, may face physical or financial risk, those in witness protection programs, people who fear online attack if their views are taken the wrong way, those involved with policy making who have suggestions or questions, those under the age of 18 and more.

In many policy areas there are people who need to be cautious about revealing their real names publicly for legitimate reasons - whether the topic be health, law and order, immigration, development, gambling, climate change or something else.

While it is the right of each publication or website to define its own moderation and publication policies, the effect of this policy may be to silence people who have valid and important contributions to make, reducing the richness, robustness and usefulness of discussions.

If the primary concerns of Inside Story's editor and publisher are inappropriate comments, defamation, personal attacks and the like, these can be handled through pre-moderation (which they do already), backed up by a public moderation policy and community guidelines (which I cannot find in their site).

Alternatively Inside Story could require people to register and provide their real name in their account details, then publish comments under a name or pseudonym that the user selects. This would ensure they had real names if needed and allows regular contributors to maintain a consistent identity while still providing them with sufficient room to make valuable comments that otherwise they may not feel comfortable doing.

When Inside Story's editor, Peter Browne, (also credited as the Commentary Editor of Australian Policy Online) emailed me last week to ask if I was happy to have my comment published under my full name I thought about it for a few minutes and then decided that while I didn't mind my name being connected to my comments, it was time to take a stand, the damage to the public conversation could be too great. So I said no.

I won't be commenting further on Inside Story or Australian Policy Online while their current policy is in force, nor will I spend as much time reading the site. They remain welcome to republish my blog posts (which are licensed under Creative Commons, so I can't really stop them even if I had wanted to).

This decision may make me slightly poorer, however I believe Inside Story's decision significantly weakens their effectiveness and inclusiveness. The unintended consequence of forcing people to have their full name published alongside their comments is to make all of Australia poorer by stifling public policy discussion, particularly amongst those whose views most need to be heard.

I hope government agencies do not follow the same course on fulll names. It would severely restrict the value of the online channel to collect input on policy consultations and thereby make good policy harder to develop.

I didn't notice this policy change. I have now looked through your 'about' pages and see no mention of this - nor of your moderation policy. 
I would normally be happy for my full name to appear on my comment, and all my comments online are made on the basis that people can track down and find out who I am if they wanted to. 
However I'm not comfortable with a site that forces people to provide their full name publicly. This requirement prevents many people from commenting - those in witness protection programs, minors (such as 17yr olds), those concerned about stalkers, bullying, identity theft, privacy and so on. 
I see your policy as reducing the potential for open public dialogue without providing any safeguards. A backward step that only damages your reputation. 
It is also impossible to enforce anyway - people can use fake names and email accounts, thereby making your policy useless.
If your concern is around identity, have people register and use a unique username (which may or may not be their full name) - you still have their full name in the background, however they are not exposed publicly. 
If your concern is around inappropriate content, this should be managed through anti-spam and moderation techniques, potentially using the registration process above to allow you to identify and manage persistent offenders (where IP address isn't enough). Your moderation policy should be published so that commenters understand the basis on which they will be assessed. This is simply a matter of respect and setting the context of a discussion - similar approaches are used in face-to-face meetings. 
So in this case, I decline the publication of my comment and will not comment further on APO until your policy is adjusted to not require the publication of full names and is made easily accessible in your site along with your moderation guidelines.

Thanks for pointing this out. I had looked for dedicated 'Community guidelines' 'Comments policy' or 'Moderation policy' pages and looked at your summary articles, where I can still register or log-in to comment, but do not see the same message.
I now have looked at a full article and can see the text. It remains unclear on what basis you moderate.

I appreciate you believe that writers and commenters should have the same rights - although writers are often contributing for different reasons and have different agendas for expressing their views, some are even paid to do so, directly or indirectly (aka not necessarily by you). 
It will certainly be interesting to see how you decide to represent the writer when you receive an article from someone in a witness protection program or a whistleblower, and how you will treat comments.

Should you design websites for the '1%'?

A concern I’ve had for the last ten years is how websites are designed and approved by organisations (both in government and the commercial sector).

In a better-than-average world, when asked to develop a new website or improve an existing one, the web team goes out to discover what users think of the site.

This involves identifying the site’s key audiences and using surveys, focus groups, other research and past feedback to identify good and bad design and usability features. After this the team come up with concepts, tests them on audiences and refines.

 (In a average or worse world the web team isn’t given the time or resourcing to do all this research, so short-cuts the process with their ‘best guess’ design improvements based on feedback and experience. This is far too common but can still deliver improvements.)

When the web team reach final agreement on a few design alternatives, they go to senior management for approval, often with a detailed case explaining all the design decisions.

And this is where the process breaks down.
  • “Can you make the website more blue? I want it to be bluer.”
  • “I like (pick a random site visited in the last day). Can you redesign it so that our website looks just like that one.” 
  • “I don’t use search, I use menus, so can you move the search to the bottom right of the page” 
  • “I don’t believe anyone wants three columns in a webpage, please restructure to two columns.” 
  • “It’s too hard for me to find anything, can you simply list all the main site categories and pages in the homepage.” 
  • “We’d prefer to organise information by our divisions rather than by subject, I’m sure that would be much easier to understand” 
  • “We actually wanted the website to look just like the printed brochure” 
  • “I like the shirt I am wearing today, make the website the same colour”

Suddenly web teams have to reassess what they are attempting to deliver and who they are delivering for.

Their collective expertise and research is no longer relevant.

The audience of the site is no longer relevant.

They are designing for one person, or a small group of people – decision-makers who are often not the target audience and possible don’t even use the website.

This is a source of great frustration for web teams. They are no longer designing for the 99% of their audience, they are designing for the 1%.

Now what if this process was turned on its head...

Rather than having an executive or Minister approve a website, we instead released several near final designs for A/B testing on online audiences (as organisations like Google, Amazon and Microsoft do), a proven and effective technique, or took the final couple of design alternatives and put them online for the public to vote on and thereby approve.

Of course there would still need to be some level of senior executive involvement in defining the organisation’s overall requirements for the website. The site does have to meet the organisation's goals.

However the actual approval would come from the audience, the 99%, people using the website, the people you wish to communicate with, support, engage or influence.

Radical? Maybe.

Effective. Certainly.

IT can drive big productivity gains in government

With the rise in the efficiency dividend and increasingly tight budgets across government, I keep wondering whether there are places where government can make real savings and raise productivity other than simply by cutting costs.

The crunch is often that one must invest money to save money - a position common in business but often a struggle in government, where the focus is so often on grants and programs.

However, having spoken to a fair few frustrated people lately from a range of agencies, there appears to be a significant source of productivity gains - and thereby cost savings - right under the noses of many departments. Their IT systems.

Over the last year more and more of my friends and peers changing departments have cited IT as one of their reasons for wanting to make a move. They all want to be productive, however grappling with slow and aging computers and software or restrictive internet access policies appears to be rising as a concern and even becoming a question to agencies in interviews.

This doesn't surprise me - in fact I noticed when I originally joined the public service that, through no fault of departments, the IT equipment and software wasn't up to the same standard as I'd experienced in the private sector. Over time people adapt and learn to work within the constraints of the system, however what productivity could be unlocked if these constraints were relaxed?

Today I'm aware of agencies where reportedly close to 50% of staff have their own computing devices at their desks. Personal ultra-light laptops, tablets and smartphones have become one route to employee productivity, overcoming desktop IT restrictions.

However since a friend of mine left an agency late last year frustrated that they lost over an hour a day of productive time in struggling with their desktop computer and that they couldn't access the forums and blogs written and frequented by their stakeholders due to access limits, I thought it was worth doing a calculation of the productivity losses that could be attributed to IT constraints.

Let's say that an agency's low bandwidth or older desktop PCs and software cost 2 hours of productive time per employee each week. This may sound like a lot, but if a PC takes 10 minutes to start up each morning you're halfway there already.

For a moderate sized agency of 4,000 staff the lost productive time would be 8,000 hours per week - the equivalent of employing another 200 staff.

At an average wage, including onboarding costs, of $70,000 per year (about $35 per hour), this lost time equates to $280,000. Each week.

Per year the cost of the IT productivity loss would be $14,560,000. Every year. Or, if you prefer, a productivity loss of $3,640 per person per year. Every year.

For an agency experiencing this type of productivity loss there's a few ways to offset it:

1) Reduce wages across the board by $3,640. This would be deeply unpopular.
2) Find efficiencies in other areas (reducing expenses) equivalent to the lost productivity. This may be difficult to do every year.
3) Reduce expenditure on programs and activities affecting citizens. This is politically dangerous.
4) Invest in IT improvements.

So how much would agencies have to invest to reclaim that 2 hours per worker per week? It would vary quite widely as it depends on what is causing the IT productivity drain.

However it is possible to model how much an agency should be willing to invest into improving their IT. This, of course, assumes that agencies can convince their Minister, the Department of Finance and Treasury that they should invest in IT systems - not an easy sell.

Assuming that an IT cycle is around five years (from a top-end PC becoming a low-end PC and corresponding software and network impacts), an agency should spend less than the cumulative five years of productivity loss in order to emerge ahead.

On that basis, a Department should spend less than $18,200 per staff member (the $3,640 productivity loss multipled by five years). Given wage rises, let's round this up to a maximum of $20,000 per staff member.

Therefore a Department with 4,000 staff should spend at most $80 million to rejuvenate its IT and remove the productivity shrinkage. If it spends less than this it is realising a productivity increase.

That's a fair chunk of cash - and far more than most agencies of that size would ever need to spend on IT equipment and software.

In fact, if you bought every staff member a $3,000 PC plus the same amount for support, equipped each staff member with $2,000 of software and $2,000 worth of broadband (coming to $10,000 per staff member), you'd only have spent $40 million for a 4,000 person agency.

Of course with bulk purchases agencies can get much better prices than these. Also I didn't include staff, training and overheads. Hopefully it would balance out.

If it did, that would leave you with $40 million dollars in productivity savings - $8 million per year.

Of course all these figures are 'finger in the air' rough and some of the productivity benefits can be realised quickly and cheaply by simply adjusting internet policies and filters or giving staff who need the best equipment the equipment they need.

However the basic premise holds, that IT isn't just a cost for agencies, it is a valid and important source of productivity gain for agencies. If an agency can equip their staff with the right tools and connectivity for their jobs they will be able to be more productive.

And if an agency can do so at less than the cost of their staff not having the right IT tools then the agency, the government, and Australia, are all ahead.

Why aren't Aussies using open government data to create value?

It's a good New Years wish and highlights two questions that I have been pondering for a long time.

1. Why aren't people making more use of publicly release government data?
2. Does making government data publicly available have any value if people aren't using it to value add?

Let's take them in order...

1. Why aren't people making more use of publicly release government data?
In Australia the data.gov.au catalogue contains 844 datasets (and growing). NSW (data.nsw.gov.au) and Victoria's (data.vic.gov.au) catalogues are also quite large. 

By comparison, the US data.gov catalogue contains over 390,000 datasets, Canada's data.gc.ca over 265,000, the UK's data.gov.uk around 7,700,  Singapore's data.gov.sg about 5,000 datasets and New Zealand's data.govt.nz over 1,600 datasets.

Across these six countries (I am excluding the two states), that is in excess of 670,000 datasets released publicly. However if you search around there's not that many apps listed using the data. The US site lists around 1,150 and Australia's site lists 16 - however that's not many compared to the number of datasets.

As Victoria's data blog asks, what has happened to all the apps produced in government-sponsored competitions? Are they actually worth holding?

OK, let's work through a few possibilities. 

Firstly it could be that these datasets are being widely used, but people simply aren't telling the catalogues. Data may be embedded in websites and apps without any communication back to the central catalogue, or it may be downloaded and used in internal spreadsheets and intranets. In this case there's no actual issue, just a perceived one due to lack of evidence.

Secondly, to face facts, the majority of people probably are still not aware of these data catalogues - they haven't really been widely promoted and aren't of much interest to the popular media. Therefore there may be hundreds of thousands of people wishing to access certain government information but unaware that it is readily available.

Thirdly, those people aware of these datasets may be daunted by the number released, unable to find the data they specifically want to use or simply aren't interested.

Finally, perhaps simply releasing a dataset isn't enough. Few people are data experts or know what to do with a list of values. Could it be that we need simple and free analysis tools as well as raw data?


There's steps governments can take to address all of these possibilities.

If people aren't telling the government about their apps, why not establish light 'registration' processes to use them which capture information on why they are being used? Or if this is too invasive, offer people appropriate incentives to tell the central catalogue about their uses of the data.

Secondly, there may be a need to promote these data catalogues more actively - to build awareness via appropriate promotion.

Thirdly, perhaps we need to do more user-testing of our data catalogues to better understand if they meet the audience's needs. Combined with excellent mechanisms for suggesting and rating datasets, this could greatly inform the future development and success of these catalogues.

And finally, governments need to consider the next step. Provide the raw data, but also provide sites and tools that can analyse them. Sure governments are hoping that the public will create these, and maybe they will, however that doesn't mean that agencies can't do so as well. There's also pre-existing tools, such as Yahoo Pipes, IBM's Manyeyes and analytics tools from Google which could be pre-populated with the government datasets, ready for users to play with.

Alongside all these specific solutions, maybe governments need to start using some of the tools at their disposal to ask why people aren't using their data. Is it the wrong data? Presented in the wrong way? Too hard to use? Market research might help answer these questions.

2. Does making government data publicly available have any value if people aren't using it to value add?

Now to take the second question - does it really matter whether people are using open government data anyway?

Are there other goals that releasing data addresses, such as transparency and accountability, intra-government sharing and culture change?

If the mandate to release data leads to government culture change it may drive other benefits - improved collaboration, improved policy outcomes, cost-savings through code and knowledge sharing.

Of course it is harder to provide a direct quantitative link between releasing data, changing culture and the benefits above. However maybe this is what we need to learn how to measure, rather than simply the direct correlation between 844 datasets released, 16 apps created.

Should governments be using popular VOIP tools for customer enquiries?

In Australia about 10% of households don't have a landline phone any more.

In some other countries the figure is higher - and it is growing as people abandon the 'fixed to one location' phone for personal mobile phones.

When calling a government agency - even a 'free call' line - there's often additional charges for mobile phones, plus time-based charges that don't apply on landlines.

In other words, for 10% of households it has become more expensive to call government agencies, particularly if they get put on hold.

True, losing the landline is a choice, however there's a choice for government agencies as well which can cut the cost - using VOIP services.

VOIP stands for Voice Over IP. In essence it involves using the internet to make phone calls.

Many government agencies have already adopted VOIP or VOIP-like phone exchanges inside their workplaces. This means that while phone calls still arrive at an agency via a POTS (plain old telephone service) system, once they arrive at the agency's switch they are directed onto a digital network which is far more customisable, flexible and cost-effective.

This means that when agencies make internal calls between offices (often across the continent), their calls don't go via the POTS network - those wires we see hanging from the inappropriately named 'telegraph' poles. Instead they get sent via the internet or on dedicated digital cables at a much lower cost to the agency.

Citizens can also take advantage of VOIP - whether using dedicated services like Skype or Engin, or through ISPs who offer VOIP calls via landlines. This also helps them save significant money on long-distance calls.

However these agency VOIP systems and citizen VOIP systems rarely overlap. Many agencies can't call citizens via VOIP and while citizens might attempt to use VOIP to call agencies, few can take the call.

My question is why?

How difficult would it be for an agency to establish a Skype number, which would allow citizens to use their home Skype connection to call the agency for free?

How difficult would it be to establish agency VOIP numbers on major domestic VOIP services, which allowed free calls to the agency. TransACT, Canberra's fibre-optic network provider (now owned by Internode) has been offering free calls between its VOIP subscribers for years.

Sure there are likely to be a few technical issues to sort out. Resolving this one would re-establish a free call option for that 10% of Australian households without landlines. Surely that has significant value.

Given that it appears that even rural doctors, when receiving Commonwealth Government funds to implement costly VOIP services are often setting up a free Skype account instead, there's undoubtedly some appetite for being able to call the government via these VOIP tools.

Is inappropriate social media use really an issue for government?

With some of the concerns and processes I've witnessed in government it would be easy to draw the conclusion that hundreds or even thousands of public servants are using social media daily in ways that damage the reputations of their departments and the government.

Fortunately, a couple of articles I saw yesterday have given me a place to start to look at the realised level of risk of inappropriate social media use by trained and well-governed public servants.

The Australian reported Public servants' pay docked over Facebook comments and SmartCompany followed up with Bureaucrats disciplined over work-related comments on Facebook made on home computers.

Both articles referred to information from the Commonwealth Department of Human Services (DHS). Over the 2010-2011 year four DHS employees had been investigated and found to have made inappropriate use of social media (well, one case referred to private email use, but let's let that one go).

I was intrigued by these articles as, to my knowledge, they represent the first time that inappropriate social media use by public servants at a Commonwealth level has been reported in the media.

To quote the Smart Company article,

The Department of Human Services says there were four code of conduct cases involving the inappropriate use of social media in 2010-11 - three related to work-related comments posted on Facebook from the individuals’ private computers. 
The other case was about material sent from the employee’s private email account.
“The incidents all involved work-related misconduct that contravened their Australian Public Service obligations,” the department said.
 
According to The Australian, one worker had had their job classification cut, the second was given a 5% pay cut over 12 months, and the third was reprimanded.
The fourth employee no longer works for the department.
I am very glad to see that this inappropriate conduct was managed effectively using existing business policies in government - noting that the DHS has made great steps forward in the social media space, establishing a social media policy and working to ensure staff are aware of it and how it aligns with the APS Code of Conduct.

I am not quite sure what the staff concerned did, this wasn't explained, however as there's been no major media blow-outs from the actual incidents, I'm going to assume that the transgressions were relatively minor - bullying, inappropriate language about work colleagues or similar breach activities, rather than leaks of Cabinet-In-Confidence documents, naked photos of colleagues released online or similar major public indiscretions.

Given we now have a public incident at Commonwealth level, I decided to use it to do some evidence-based analysis on the actual risk of inappropriate use of social media to agencies.

Let's start from the top.

It has been reported that DHS had four employees go through a formal code of conduct investigation based on their personal social media activities in 2010-2010 (and again we're letting go that one of these four was actually related to email use - not social media).

Now I happened to have been able to find out from IT News that the DHS conducted 197 formal code of conduct investigations in 2010-11. These four social media-related investigations accounted for 2% of these investigations by the DHS in that year.

Broadening this out, DHS has about 37,000 employees, so the four employees who were investigated equals 0.0108% of their staff. Note that's not 1% of staff, that's one-hundredth of one percent.

In Australia around 59% of people use social media personally in some form (62% of internet users, with internet users being 95% of the population). Let's be conservative and estimate that only 40% of DHS staff use social media personally - well below the average for all Australians.

On this basis there are about 14,800 DHS staff members using social media personally. Of these, four were reported to be using it inappropriately and investigated. That's 0.027% of the staff at DHS using social media personally. Again, that's not 2.7%, it's 27 thousandths of one percent.

So  27 thousandths of one percent of DHS staff estimated to be using social media personally during 2010-11 were investigated for code of conduct breaches.

That's not many, but let's go deeper...

Nielsen has reported that Australians are the most prolific users of social media out of all the countries they measure. We spend, on average, 7 hours and 17 minutes using social media each month.

Let's assume, again, that DHS staff are below average for Australians, that those DHS staff using social media are only spending 5 hours using it each month. On this basis, with an estimated 14,800 DHS staff using social media, their personal use for 2010-2011 would be 888,000 hours (37,000 days or just over 101 year of continuous use).

In those 888,000 hours there were four reported code of conduct investigations - that's 0.00045% of the time spent online through the entire 2010-11 year, assuming they each were an hour in duration.

If you assume DHS staff are average Australians, the percentages shrink dramatically further.

To sum up, the information from the DHS suggests that the risk of social media misuse by public servants is extremely low.

There were no indications of significant impact due to the four incidents, therefore I assume that the consequences were minor.

So on the basis of an extremely low risk and minor consequences, the risk of social media to a government Department (such as DHS) is negligible - and easily mitigated through appropriate management procedures (a policy, guidance and education).

So for any agencies still hanging back from social media, consider the evidence, the mitigations you can put in place, the potential benefits of engagement AND the risks of not using social media (reduced capability to monitor key stakeholders/audience views, inability to engage citizens in the places they are gathering, no ability to counter incorrect information or perceptions and so on).

You might find that your current strategy of non-engagement is far more risky.

How should public servants report online volunteer work?

Last week the Department of Human Services changed its policy regarding staff who participated in volunteer activities - unpaid work undertaken on their own time.

The Department decided that, in order to protect against potential conflicts of interest, public servants had to report their volunteer activities to their Manager and seek approval to do it. Approval would last a year, after which time the employee would have to go back to their manager and ask again.

The story was covered lightly in a few news sources, including the Sydney Morning Herald in the article, Public servants told to seek approval to volunteer.

Putting aside the discussion over whether a public sector employer should exercise this level of oversight and control over the personal lives of their staff (a conversation for a different forum to my blog), I am concerned about how well this policy might work in the face of online volunteerism.

I haven't read the policy myself, however I wonder about the treatment of online volunteer activities, such as moderating an online forum or Facebook page for a volunteer group, building a website to support people in an emergency, curating Twitter conversations, managing an online chatline, curating pages in a wiki, correcting text in digitalized newspapers, adding records to genealogical databases, tagging photos for a museum, checking wavelengths to detect exoplanets, or establishing donation tools and encouraging friends to donate their own time and money.

These activities might be ongoing, or taken at extremely short notice - such as during an emergency. Often there may not be time to brief managers and seek approval. People would face the choice of either not volunteering (a net loss to the community) or volunteering their time and services and defying the policy.

I can personally think of five different volunteer activities I have undertaken online - just since returning from my honeymoon last month. Over a full year I might be involved in 30 or more separate online volunteer activities.

Real-world activities, such as manning a soup kitchen, painting a community centre or caring for old people may be easy to observe, quantify and classify as unpaid volunteer activity, however I am very unsure about how any agency policy might effectively cover the growing range of unpaid online volunteer activities in which people are now able to engage.

Are you allowing others to steal your agency's oxygen online?

A favored term amongst political operatives and advisors is 'oxygen,, the share of the public discussion a politician, government or issue manages to obtain.

Sometimes the goal is to have the largest possible share, starving other commentators and viewpoints. Other times the goal is to to minimise the share of oxygen a viewpoint or issue gets, shutting down or sidelining it.

There's two things you need to capture oxygen, or deny it to others - good 'lungs', access to the channels needed to 'breathe' it in or out, and a willingness to use your air wisely - to speak out where necessary, contributing to public discourse actively.

These characteristics function as effectively online as they do in offline media - admittedly in a messier and less constrained way. While the internet does provide infinite amounts of airtime for those who wish to present a viewpoint, whether, how soon and effectively an organisation presents its own viewpoint can have a great deal of influence in shaping the subsequent tone of the conversation.

This is well understood by lobby groups, companies and not-for-profits - who actively establish and build their online 'lungs' and are prepared to speak and help their constituents speak up on issues of importance to their agendas.

Politicians too have been reasonably active at establishing their own lungs and voice online - now essential tools for any political career.

However many government agencies still appear unwilling to take the first step, to claim their own lungs online, establishing channels and accounts that they can use to monitor and, where necessary and relevant, engage the communities that they seek to influence - or that influence them.

Agencies who are unwilling to claim their oxygen online will increasingly find themselves suffocated by other organisations and individuals who do. Where agencies can't influence debates, present the case on behalf of governments or end up at the receiving end of perceptions distributed and amplified online, they stop being effective agents of government and managers of change.

If your agency is still resisting building its online lungs and voice, remind your senior managers that their role is to support the government implement its policies on the behalf of the public, not to stand on the sidelines and be acted upon - suffocated - through lack of access to oxygen.

This week's social media score - Public: 3 Organisations: 0

This has been an insightful week for organisations using, or considering using, social media with three successive events demonstrating how far power has shifted to the public and illustrating how Australians companies are struggling to engage effectively online.

First up was Qantas with its poorly timed "Qantas luxury" promotion. Qantas launched the Twitter competition by inviting the public to tweet their idea of travel luxury using the hashtag #qantasluxury.

However Qantas appears to not have recognized that the tens of thousands of negative comments levied against the organisation since their shutdown represented a deep seated frustration and disillusionment with the company. Even though Qantas had hired four additional staff focused on monitoring social media the week before.

Within minutes of Qantas's tweet announcing the competition the public hijacked the hashtag and turned it against the company, using it to vent their concerns and frustrations at the airline.

This was picked up by traditional media and covered widely, turning a small ($1,500 in prizes) competition into what was called a national PR disaster for Qantas.

Next was Nissan, whose online competition, managed through their Facebook page, went pear-shaped when the winner of the competition turned out to be good friends with one of Nissan's staff running their social media presence.

While the competition was totally above board, with the winner selected objectively by finding the most car graphics on websites, unfortunately the winner's friendship with the Nissan staff member made it appear otherwise.

Nissan themselves were very upfront about it - indicating that while they congratulated the winner they'd have preferred if he hadn't won, but he'd done so fair and square without breaching any competition terms.

In this situation Nissan's approach did a lot to mute the concern, however it demonstrated the issue of friendship networks. If you're a staff member operating social media channels for an organisation it is highly likely you have many friends online. So what do you tell when a new company competition launches? You let your friends know online so they can spread the word and increase the competition's reach. Entirely above board, however risking a backfire if your friends can gain advantage by being first into a competition.

Third, and most significant, has been the social media backlash against the Kyle and Jackie O show following the comments of Kyle Sandilands regarding the deputy editor of news.com.au after her article about the reaction to Kyle and Jackie's TV special (which rated extremely poorly).

The backlash, much of it under the hashtag #vilekyle, has led to around a dozen companies deciding to withdraw their advertising from 2DayFM and sponsorship from the Kyle and Jackie O show - even the Federal government has now withdrawn all advertising from any show hosted by Kyle Sandilands.

Over 15,000 people have signed an online petition calling for advertisers to drop support for Sandilands and a number of people (myself included) have called for Southern Cross Austereo to let Sandilands go. Whether they will or not remains to be seen, however the loss of significant sponsors and advertisers will place significant pressure on the company to reconsider Sandiland's contract and on air presence.

All three examples above this week demonstrate different risks in social media.

Qantas failed to monitor and accurately assess the public view, selecting the wrong social media approach to attempt to rebuild its brand. Nissan made an easy misstep, selecting a competition mechanism that raised the risk of someone close to a staff member winning a prize, however by handling the situation in a proactive and robust way minimized the damage and emerged largely unscathed despite initial public concerns.

The Sandilands incident (which remains ongoing) demonstrates how public outrage can translate into the need for rapid organisational action, both through advertiser withdrawal and the attempts by Sandilands and Austereo to apologies for his behaviour (albeit fairly weak apologies that have not satisfied many online). In this case even though Sandiland's comments were made on radio, not on social media, the backlash occurred online and neither Kyle nor Jackie O, nor their employer Southern Cross Austereo, were prepared to engage with the public online response, whereas many of the sponsors and advertisers did, helping to minimize damage to their own brands.

None of these events impacted the government or public service - and in fact there's never been a significant social media disaster due to online engagement by public servants or agencies in Australia (I don't include media attacks on public servants such as by News Ltd on Greg Jericho) - however they all have lessons for government agencies to learn.

It is important to recognize that being absent or unresponsive online and in social media is no protection against public outrage (as the Sandilands incident shows), and failing to monitor online sentiment is a recipe for PR disaster (as Qantas demonstrated). However if organisations act with good faith, communicate and engage actively (as Nissan and several advertisers from the Sandilands issue did), they can minimize the impact of social media gaffes and build strong online relationships with their customers.

Pfft - who needs to understand social media to be a social media advisor

Over the last year I've observed a couple of good and bad trends in governments around Australia.

The first - the good trend - is towards the recognition that social media is a valid and significant channel for government communication and engagement. This has led to the creation of a new type of role, the 'social media advisor', separate to online communications functions (which primarily concern themselves with traditional website production and content management).

The creation of these social media roles recognises there is a difference in the skillsets needed to manage one or more static and internally owned websites, compared with curating and co-ordinating a range of fast-changing external and internal engagement channels.

However alongside this needed job specialisation is another disturbing trend which causes me significant concern.

A number of those being employed in these new social media advisor roles don't have the mix of skills required to hit the ground running. I've heard of people with little or no experience with professional use of social media being employed as social media advisors simply on the basis of their personal use of these channel and therefore presumed competence.

I don't blame the people who take on these jobs and then work hard to learn the skills they need, it is a great opportunity working in a leading edge field. However the approach raises issues for me as to whether those hiring social media advisors are as yet clear on the skills needed to perform the role - or are clear on what their organisations need to fulfil these roles most effectively.

While agencies are generally sincerely committed to the integration of social media into their engagement mix, there are few employment consultants who can help them quantify their needs, identify suitable candidates and assist them in hiring the most effective people for these jobs.

My concern is that agencies, despite the best of intentions, may end up taking more significant risks, may lose internal momentum or even face social media stumbles - as has been the case in the private sector when social media roles first began to appear.

So how do we as public servants help address potential skills gaps and the resulting risks?

I would recommend that agencies talk to each other, share their goals and discuss the skillsets they need for these roles, they should bring in appropriate interviewers to help screen applicants and begin developing a career path for social media practitioners - with roles for rookies and experienced people.

They should also directly and indirectly lobby employment agencies to upskill to understand their social media needs and build their ability to identify appropriately skilled people for social media roles.

Most of all, they should get their new social media staff across all the great work done in other agencies and in the private sector, across all the governance and advice now available and encourage them to network with their peers across government (including attending the various community events such as Gov 2.0 lunches and BarCamps).

Hopefully what I am seeing is simply part of the growth pains for social media as agencies integrate it into their DNA.

Traditional media insiders are the least qualified to comment on the future of traditional media

With the release of News Ltd's Future of journalism 'discussion' I've submitted a 'Your view' to the site which may, or may not, be published at some point in the future.

On the basis that traditional media is no longer the gatekeeper for participation in public debate I have posted my submission below.

I see a lot of the debate over traditional media relevancy and business models being very 'fiddling on the edges' stuff, attempting to use technical or legal barriers (such as copyright) to preserve an industrial era view of media which media consumers, now also media producers, are rejecting in droves.

Today any individual or organisation can create and maintain its own media platform capable of reaching 95% of Australians, and over 2 billion people worldwide.

The Internet, by merely existing, allows entrepreneurs and agile organisations to question all previous assumptions about the collection, collation, filtering, distribution and monetization of content. As a global playing field, the importance of geographic boundaries has been further diminished.

Being agile, efficient and effective is no longer sufficient. Organisations must be prepared to destroy and reconstruct themselves under entirely different models to remain competitive and relevant.

The jury is still very much out as to whether traditional newspapers, radio and television media organisations will be able to do this before they see a substantial amount of their profitability dry up.

My submission:

It is no surprise that people who work in traditional media, who have a financial and emotional stake in its future, are supportive of their organisation’s future (provided they are agile, efficient and effective).

I can see expert blacksmiths believing the same with the arrival of mass-produced cars and metalwork.

However what those beholden to traditional media cannot see is the viewpoint from the outside world.

Yes access to information is a requirement for liberal democracies. Yes quality news is a tool used to stabilize societies and promote understanding.

However there is no law of nature that states that profitability must be at the root of quality news coverage and reporting. Nor is there a causal link between professional journalism and professional news reporting – journalists, as humans, are as prone to reflecting their own biases as others and, even when trained to be objective, are at the mercy of sub-editors (where they still exist), editors and the overall political ambitions of for-profit media concerns.

Now I am not saying that government-run media (with no profit objective) is the answer. These systems bring their own control and bias issues, they still need cash and still have oversight from humans who may be influenced by political views.

Nor am I saying that for-profit, or even not-for-profit independent media outlets do not have a future. They do.

However the vast expansion in expressive capability that has been realized through the Internet has offered a second model to news gathering and reporting that will seriously challenge the biases of distribution systems with tacked on news collection and reporting facilities.

There is no reason to assume that industrial news services will continue to be the leading players in the media market – certainly the impact of the web on other industrial era centralised industries has been profound. When the means of production and distribution are diversified, some necessary changes and adaptation is required.

However those who have financial and emotional connection to the old models, while the most prolific commenters on new models, are not the gatekeepers to these new media forms, nor are they objective and impartial observers, able to assess the changes without bias.

I would challenge News Ltd and all other industrial-era news industry players to look outside themselves and their orbits (bloggers who are, in effect, news people) to the broader changes occurring in society.

We need to consider new models – perhaps the disaggregation of news collection and distribution, creating an open market for people to write news, have it submitted to, paid for and distributed by strong distribution channels, or for citizens (who are now all journalists, so we can drop the ‘citizen journalist’ tag) to be paid based on views, likes and reputation when submitting their work to an open news distribution platform.

News is no longer the news, access to distribution is the news and there is a pressing need to experiment with new approaches to opening up news distribution rather than locking it down into professional guild-like channels.

Social media is now normal - so why do government agencies persist in treating it as an edge case?

As this article in Fast Company illustrates, social media is now normal, an integrated set of tools for ongoing human interaction.

We've known for several years that Australians are enormous users of social media, with Nielsen research indicating that the average Australian Internet user (and 95% of us are users based on Sensis figures) spends upwards of 7 hours per month actively using one of a range of online social networks - and this doesn't include the full range of online participation possible via forums, blogs and comments.

We've also known for several years that the community's number one preferred channel for engaging with government is via the Internet. AGIMO's research in this area has seen a steady (and predictable) upwards trend in the desire for greater online contact over the last 4-5 years.

So why do government agencies, by and large, still treat social media engagement as a fringe case, with access to these channels often restricted to a few people in the communications area and senior executives often still wary or debating how to monitor or support online contact (while enthusiastically supporting their phone-based contact centres)?

It has been interesting to watch agencies attempt to shoehorn social media and online engagement into the traditional models they are used to - one-to-one communication, with the timing and extent carefully controlled by the agency itself (and look how positively the community has regarded this form of engagement with government over the last ten years). Clearly control is an issue, as is budget and the exact context and content of messages.

However the world has moved on and agencies have to recognize and adapt, not merely tweak the corners or treat social media engagement as an edge case, for use by small groups under tightly controlled 'laboratory' conditions.

It is evident overseas how other western governments are beginning to accept these channels as core - with, perhaps surprisingly, the US armed forces serving as a good object example of how every soldier, sailor, pilot and support crew member is now regarded as a public engagement officer.

By taking the step to recognize this, then putting appropriate policies in place, the US armed forces have done an excellent job of managing the landscape changes, steps that Australian governments have, for the most part, been very slow to accept.

Today every government agency, at every level of government, needs to start by accepting that their staff, for the most part, are active online participants in their personal lives. They need to acknowledge that online channels are increasingly the source of public views and policy ideas from the community and must be accessible for staff to mine for intelligence, use to identify interesting and influential people and viewpoints and to engage actively in "robust policy conversations" (to quote APSC guidance on the topic).

Agencies need to recognize that social media and online channels are integral to their public reputation and the reputation of the Ministers and governments they serve. A view, complaint or compliment placed in a social network is equally valid to one made directly to an agency via their 'controlled' communications channels - and may be significantly more influential (or damaging) due to its public reach.

Certainly there are risks in online engagement - as there are in all communications to and with the outside world. However failure to engage online also bears risks, often much greater, of being seen to be irrelevant and ineffective, reducing the credibility of agencies and the Ministers they are required to serve. Failure to engage actively online can damage recruitment, procurement, policy development and program or service delivery outcomes in measurable and unmeasurable ways.

So agencies are really reaching a crunch point for their reputation and relevancy. Do they choose to continue to treat social media as an 'edge' activity, carefully quarantined from their everyday business, and risk becoming edge organisations?

Or do they choose to state a commitment to the use of social media and other online channels as a core aspect of their interactions with the outside world, and with their staff, then move to implement these commitments (taking the precautions necessary to make the change a pragmatic and well managed process rather than a headlong rush to catchup and survive).

This decision (integrate or quarantine) should be on the agenda at the highest levels of all government agencies in Australia today as it will soon begin to shape career prospects and even the long-term effectiveness of public organisations.
