Using social media in emergency and disaster management

I’m currently in Singapore, having just finished running a two-day masterclass for Singaporean public servants on how to use social media in emergency management.

It is a very interesting topic and one I don’t think is high enough on the radar in Australia or many other countries, although there’s now plenty of case studies on the topic.

I’m not going to share the full two day master class (it is both too long and too complex to go through) – particularly as it includes several in-depth exercises where teams create their social media infrastructure for an emergency and then test it in a custom simulation exercise.

However I thought it worth sharing a few of my thoughts on the topic.

Firstly, in my view, not using social media for emergency management invites disaster.

Whether emergency service personnel and management ‘like’ or ‘dislike’ Facebook, Twitter or other social media and online channels is now irrelevant. Citizens, media organisations and other groups increasingly rely on them to share information, tactics and to organise outside of any central control by an agency and regardless of their wishes.

A clear example of this was reported in the Crisis Comms blog, which has a great example of a police department reaching out to media and the public to help them by checking surveillance footage, looking for a suspected murderer.

The media and public were so willing to help that the SB District Attorney then attempted to rein in the situation with a tweet ‘The sheriff has asked all members of the press to stop tweeting immediately. It is hindering officer safety. #Dorner’

As the Crisis Comms blog points out, and I agree, it is ludicrous to ask people to stop engaging, particularly after they were specifically invited to help. This misrepresents the authority and influence held by official bodies in our new connected world.

In other emergencies where official bodies have chosen to not engage via social media channels, the gap has been filled by the public, such as in the Mumbai terrorist attacks. There’s simply no way for emergency services to prevent this – and nor should they.

For example after the London riots, some members of parliament suggested closing down the internet to prevent rioters from spreading information.

This was in apparently unawareness that rioters were actually using Blackberry’s encrypted message service which wasn’t connected to the internet, and overlooked how valuable the internet was in allowing authorities to elicit the public’s help in identifying rioters (via a Flickr group), helping London residents to inform police where riots were underway and to help other residents stay clear or in the cleanup efforts afterwards, where social media was used as a primary way to organize citizens to clean-up different parts of the city.

Social media also allowed London Police to monitor the relative intensity of riots and allocate their officers more effectively – essentially giving them more than six million additional pairs of eyes in Greater London, without the inefficiency of manning phone lines or sending police out as ‘scouts’ (with all the risks this would entail).

So how can social media help around emergencies and disasters?

I believe social media can help in all stages – from helping to inform citizens of what they should do in case of a particular emergency, letting them know when one is emerging/impending (such as a bushfire or flood), sourcing intelligence and communicating information during emergencies to help minimise casualties and direct resources where they are needed and, in the recovery, to marshal the right resources and supplies to the right places via volunteer citizen labor and donations.

Social media, in helping people share their experiences during a disaster, can also help with psychological recovery, something strongly reported in the aftermath of the Christchurch earthquake, where its been reported that social media has replaced churches and community centres (many of which were destroyed) as the place where people support one another and share experiences.

To conclude, social media is now part of the fabric of society, normalized into how many people communicate and share information.

It needs to similarly be normalized into emergency and disaster management plans and activities, used productively and effectively to aid professional emergency workers in their roles and to inform and engage citizens as appropriate in specific situations.

Emergency authorities who are still stand-offish about social media, because their management and staff don’t use these channels themselves, or because they have particular concerns or fears, need to bring in the appropriate talent to help them normalize social media in their own operations, otherwise they may be placing lives at risk.

Darren Cutrupi



Darren Cutrupi has been the Manager, Media and Community Information at the ACT Emergency Services Agency for the past nine-and-a-half years.

In that time he has taken the ESA from having no real system to provide the community with alerts, updates and warnings to now be an industry leader in the provision of timely and accurate public notifications of emergency incidents.

This includes the ESA website, social media accounts, an internal process the ESA calls THE SPOT (The Single Point Of Truth) and an internally designed app to take care of all the technical side of publishing and distribution information to a range of sources, platforms and people in real time.

Before joining the ESA, Darren spent fifteen years working in commercial radio in NSW, ACT, QLD and TAS, initially as an announcer then as a journalist at stations including 2UE, 2HD, 2CC, 2CA, 104.7 and MIX 106.3. Darren reported from the scene of the Old Canberra Hospital Implosion and won a radio industry award (RAWARD) for his work as the local journalist at 2XL Cooma during the Thredbo Landslide.

Darren has built several websites using WordPress and is also a massive Manly-Warringah Sea Eagles fan.

Ben Fowkes


Ben Fowkes leads the consultancy team at Delib UK, a digital democracy company based in the UK, helping governments, the NHS, the police and local authorities to take part in meaningful citizen consultation and engagement online. He has worked extensively with Scottish, UK, Canadian and Australian Governments, as well as private sector clients such as National Grid.

Ben speaks regularly to bodies in the UK about online engagement, most recently presenting to the UK police foundation at their third annual conference on connecting the police with the public.

Ben will be speaking about the Gov 2.0 situation in the UK. He will unfortunately not be able to speak about the UK GovCamp as it was delayed due to snow.

Does Tourism Australia have the world's biggest social media team?

Tourism Australia has released a fascinating study of their success in using social media to raise awareness of Australia as a travel destination, including a guide to how other organisations can use similar approaches to build engagement online, espousing principles such as:
  • Create platforms that your fans can build on 
  • Make your advocates the heroes 
  • Surf waves (both big and small)
  • Make stories social, and to
  • Test and learn
The study contains some great insights. 95% of content in their social media platforms is contributed by fans, the See Australia Facebook page's 4.1 million friends have 457 million friends and Tourism Australia tries to act as Yoda, rather than Luke Skywalker (see the study below for an explanation).

How to build a smart and innovative government agency - abandon 19th century organisational principles

NetFlix has released its 'manifesto' detailing how they operate and why, a document that Facebook's COO has described as "the most important document to ever come out of Silicon Valley" and that has attracted well over three million views on Slideshare.

It is the best document I've ever seen on building a smart and innovative organisation and has many lessons for government agencies, as well as for businesses, on how to set organisational goals, develop policy and select and manage staff - which I hope senior government leaders take on-board.

I equate this to the organisational equivalent of the NBN, compared to 1960s fax machines.

Organisations that learn from Netflix's approach will be well-placed to address the challenges of modern society, being far more productive, effective and attractive to staff.

Whereas organisations that persist in applying a 19th Century organisational model designed for managing itinerant and illiterate workers undertaking repetitive manual tasks to 21st Century highly-education staff undertaking knowledge-focused outcomes will struggle to compete for talent and survival.

Victorian government releases its Digital Innovation Review

Late last year I completed a piece of work with the Victorian government reviewing and benchmarking their digital innovation performance by agency, compared to other governments in Australia and around the world.

For the purposes of the report, digital innovation was defined as:
Involves the use of digital channels, tools and relevant methodologies to improve the operation of organisations and the delivery of services.
Within government this includes the use of social media and Government 2.0 approaches and channels, as well as broader use of online tools to improve agency management, policy development and service delivery.
The report reviews how Victorian citizens and the Victorian government have adopted digital channels, surveyed Victorian public servants on their online and digital innovation activity and included a series of in-depth best practice case studies of digital innovation by Victorian agencies.

It also provides suggestions for fostering digital innovation within government and improve the consistency and cost-effectiveness of services to citizens and capabilities across agencies.

Solving the problems of cities via crowdsourcing - LLGA Cities pilot the future program

As cities are become more complex, so are their strategic challenges and the need to find innovative solutions to best serve their citizens.

With governments tightening their budgets at the same time, the challenges of modern cities are beginning to slip beyond the ability of city councils, or even national governments, to solve alone.

As a result many are now looking beyond their bureaucrats for support and solutions, using crowd sourcing to drive innovation and broaden their policy and service options.

A key example of this is the LLGA's Cities Pilot the Future program, now entering its fourth year.

The premise is simple. Cities publish details of a strategic challenge they need help solving and the public, social enterprises, research centres, not-for-profit and for-profit organisations are invited to contribute their solutions. Jurors shortlist and select winning solutions, which are then implemented.

Over the past three years 42 global cities from Europe, North, Central and South America, Africa and Asia have taken part in the annual programs - in fact the only populated continent not to have taken part in the program is Australia.

The last three programs received in more than 1,197 entries, leading to over 30 pilot programs, affecting 285 million citizens across 38 cities.

The 2013 program, which opened last week for entries, features an enormous range of different strategic challenges from 21 cities including:

  • Aalborg, Denmark: Traffic congestion early-warning system
  • Barcelona, Spain: Regenerate neighbourhoods using vacant space
  • Boston, USA: Rethinking road castings
  • Christchurch, NZ: Transformational lighting system
  • Eindhoven, The Netherlands: Data exchange on public facilities and activities
  • Fukuka, Japan: Smart international conference destination
  • Lagos, Nigeria: Networked standalone content hotspots
  • Lavasa, India: Social uplift and empowerment
  • London, UK: Energy and greenhouse gas measurement
  • Mexico City, Mexico: Digital tools for better, healthier ageing
  • Oulu, Finland: Encourage visitor engagement through technology
  • Paris, France: Making outside seating more resilient
  • Rio De Janeiro, Brazil: Accessible healthcare in intelligent cities
  • Rosario, Argentina: Network of green homes
  • San Francisco, USA: Storm response coordination tool
  • Sant Cugat, Spain: Smart Cityscape - maximising existing resources
  • Sheffield, UK: Capturing and distributing industrial heat
  • Tacoma, USA: Sustainable return on investment tool
  • Terrassa, Spain: Connecting people to progress
  • York, UK: Reducing health inequality in York

I think the list above, together with the diverse range of strategic issues cities identified in past years, demonstrates the potential range of challenges that crowdsourcing can be used to help cities solve.

Given the global range of participating cities in the LLGA program, my question is - where are the Aussies? 

Is it that our governments have single-handedly solved every strategic challenge in our cities?
(I don't believe this is true)

Or is it that Australian governments are dropping behind the rest of the world in adopting innovative approaches to solving challenges - afraid of involving citizens more broadly in finding solutions?
(I hope this isn't true!)

Is social media blurring the non-partisan status of appointed public servants?

A separation that is widely understood within governments, but often less well understood in the rest of the community, is the separation between politics and public service.

Elected public servants, politicians, ascribe to specific political ideologies and policy positions which form the basis of how people select which politicians and parties to support and cast their votes for.

Unelected public servants, the appointed public service, strive to remain politically unaligned and non-partisan, neutral advisors and implementers of the ideological and political wishes of elected politicians.

This system is designed to balance the instability of democracy with the continuity, stability and certainty of continued governance and public service delivery, allowing appointed public servants to continue on an ongoing basis while elected politicians of various political stripes come and go.

Shifting the balance to largely political - where the majority of the public service is replaced at each change of government - would make governance unstable, with nations unable to rely on the continuity of contracts, laws, support or services they need to conduct their lives and businesses.

Whereas shifting the balance to largely apolitical - where elections are rare or of figurehead positions only - would remove the democratic option for nations to change their minds as to how they prefer to be governed, effectively dictatorships in all but name.

Therefore preserving the separation between politicians and public servants is a primary consideration of Australia's system of governance - as it is in most democratic states - while a delicate balance needs to be maintained where public services willingly and proactively carry out the will of the elected (political) government, however unelected career public servants retain the independence to provide frank and fearless non-partisan advice in their professional lives and the ability to participate as full citizens (with their own political views) in their private lives.

Australia has legislation, codes and policies to maintain this separation, which have largely worked well over the last century, although I - and most current or former public servants - have seen cases where the lines can get quite blurry between serving the government of the day and 'signing on' to the government's political position and cases where individuals have let their personal views overwhelm their professional need to remain non-partisan.

Social media is adding complexity to this mix, providing channels for government agencies and appointed public servants to have a louder and more direct public voice whereas previously government communications was limited to traditional media channels - radio, television and newsprint - where comments could be tightly filtered through communications teams, media specialists and Ministerial offices.

Today's media landscape allows every government agency and appointed public servant to be a participant, informer or influencer, in public debate. They can establish their own communications channels at little or no cost and distribute messages with, potentially, little or no central oversight (or as many approval processes as they like, but at the cost of speed and relevancy).

While for the most part agencies and public servants have been guarded and cautious in the use of these new channels - ensuring they have sound guidance and principles in place to preserve their non-partisan position - a few channels have become more blurry, presented as government channels but presenting political views.

These channels - and their proliferation as precedents are established - could easily confuse the lines between partisan and non-partisan, politicians and the professional appointed public service. This risks politicising the public service, confusing the public and damaging democracy.

Let me offer a few examples.

Firstly, in the Australian Government's list of official government social media accounts, Australia.gov.au (managed and administered by AGIMO in the Department of Finance and Administration) lists the Twitter account of Julia Gillard (@JuliaGillard), Australia's Prime Minister, alongside the accounts of departments, agencies and government programs.

Unlike all of the other accounts listed by Australia.gov.au, Julia Gillard's account is operated by a politician (Julia Gillard herself) and her Ministerial staff - who are largely political appointments with strong links to the Australian Labor Party.

While Julia Gillard fills an official government role, that of Prime Minister, she is a politician, elected to this public office by her party, who happens to hold enough votes in the House of Representatives to be able to form government.

While her Twitter account (@JuliaGillard) does include apolitical tweets about the Australian Government, it is also used for her personal and party political purposes and cannot be considered apolitical or part of the professional and apolitical machinery of government.

Her account regularly tweets messages that slip into politically partisan territory, such as:

It is perfectly legitimate for our Prime Minister to have this account and to use it as she sees fit. However, on the basis of tweets such as those above, her account shouldn't be included in a list of official government Twitter accounts where it could be confused as the standard approach for all government departments and create a perception that the Australian Public Service is partisan towards the Labor party, rather than a non-partisan body that advises and implements the Australian Government's (who happens to be the Labor party) dictates.


A second example is from QLD, the @QLDStateBudget twitter account, owned and managed by the QLD Department of Treasury and Trade (see it linked from the bottom right of their page).

This account, which has provided good news and updates regarding the QLD government budget in a largely non-partisan way, has also (disconcertedly), published tweets like:

Which is a very political tweet indeed.

This account, as a purported departmental account, shouldn't stray into this type of political commentary and is clearly being influenced by a Ministerial office.

While this Twitter account hasn't been tweeted from for over 80 days, and may no longer be active, the tweets remain public and therefore the perception remains plausible.

Perception is reality
In both examples above the lines between elected and appointed public servants are blurred - which can create confusion and a perception that Australia's professional public service is no longer operating in a non-partisan and independent fashion.

While I don't believe this is the case, as for many things in government perceptions are reality. In a situation where the public and the media are often already confused about the separation between elected and appointed public servants, it is critical for agencies and governments to ensure that the separation remains distinct and clear in perception, as well as reality.

If social media makes this harder, due to the ease of posting publicly and the difficulty in removing material from the public domain, then it becomes even more necessary for senior public servants and politicians to understand social mediums, be aware of the risks, sponsor the creation of appropriate guidance and training for their staff and apply appropriate discretion at all times to minimise and resist any tendency to blur the lines.

How Asia is taking the Gov 2.0 lead and Australia needs to look north for inspiration

Over the last few days in Singapore I've had the opportunity to have some very interesting discussions with government and academic representatives about the state of egovernance and Government 2.0 across Asia - perspectives we all too rarely hear in Australia.

This is a major shame for government officials in Australia, who are not exposed as regularly to the fantastic insights and practices from countries that are, in some areas, leading Australia in their online engagement.

For example, South Korea has been rated first in egovernment globally since 2010 by the UN in their bi-annual E-government survey. In the latest 2012 result, Australia is ranked 12th, third in Asia-Pacific behind South Korea (1st) and then Singapore (10th) but ahead of New Zealand (13th) and Japan (18th).

I was fortunately enough to speak with a representative of the Ministry in South Korea responsible for their egovernment program and it is clear why they have achieved that position.

With support from their President down, a mandated government CIO role, long-term development strategy over more than ten years focusing on both supply (IT infrastructure) and demand (usability and access), the commitment of 1% of the government's budget to the provision of e-services and infrastructure and a unified whole of government change program to educate and support public servants, South Korea has hit the mark on the right way to implement a major change in national institutions.

Other countries in Asia are also being dynamic and adapting to their increasingly vocal online audiences.

Malaysia, where around 60% of the population have internet access, has over 12 million Facebook users and roughly 1.6 million active Twitter users - similar to Australia's 11.5 million and 2 million respectively. With a promise made in 1998 by the government to keep the internet censor-free, Malaysian government Ministers and Departments are making broader use of blogs for civil engagement than their counterparts in Australia.

Brunei, a small developed Asian nation that some Australians may not even be aware of (as it has only 400,000 people and a land area roughly twice that of the ACT), collaborated with South Korea to recently launch an E-Government Innovation Centre (eG InC.) designed to help the government achieve the Brunei 2035 target to establish a knowledge-based economy. The eG InC. was recognised in the 2012 Futuregov awards, winning the citizen engagement award.

I also learnt this trip about Singapore's appointment of a Chief of Government Communications, a new role created from 1 July 2012 designed to support co-ordination, information and resource sharing across the communications teams within Singaporean national government departments.

The Singaporean government created this role after the ruling party received the lowest vote in their history and recognised that government communication was an area that could be improved to better serve citizen needs.

Some might note similarities to the situation in Australia, if not in the governance solution.

One of the initiatives launched since this appointment has been a national conversation with Singaporeans regarding their issues and expectations towards 2030, involving a year long process to engage the entire nation in identifying major concerns and trends which the government can influence.

These are only some of the stories I've heard over the last few days, but are representative of the steps forward being taken in Asia to adopt digital and web 2.0 technologies to improve governance and drive future productivity and national wellbeing.

While Australia has many notable achievements in the Government 2.0 area, and I was able to share a number of them with people from across the region on this trip, there is much for Australian governments to learn from the approaches being taken in nations to our near north, as well as from those far to our west such as in Europe and the Americas.

With the release of the Australian Government's Australia in the Asian Century white paper - which was favourably commented on by many I've met this trip - it is time for public servants to look north for innovations and inspirations, as well as west.

Australia's e-tax service hits 20 million lodgments over 13 years - an egovernment case study

Most people under the age of 35 probably don't remember a world without e-tax, a system developed by the Australian Tax Office to make it simpler and faster for Australians to complete their tax returns.

Before e-tax was introduced in 1999 Australian taxpayers all had to do their tax by hand, or get an accountant involved even for the simplest tax returns.

I still remember labouring over the complex and long (130+ pages) pre-eTax tax packs, like this 1995 Tax pack (PDF), a scanned version that has been archived in the ATO website. Even looking at this old tax pack makes me feel jumpy and tense - although these packs attempted to make tax easy, they were still daunting to complete.

While early e-tax software was a little rough around the edges and wasn't available for platforms other than Windows (a point of contention for Apple fans), it immediately made tax time much less of a burden.

The software has developed a great deal since 1999, become much easier to use and added useful functions such as autofilling employer group certificate information if you have an internet connection. e-tax now caters for a much broader group of taxpayers than when it was first created.

Sure e-tax still isn't available for Apple or Linux, but having a product for 85% of the market is far, far better, in my view, than not having one at all. As an Apple user myself, I have no problem with using a secondary PC to do my tax if it saves me time and effort overall (though an Apple version would be a nice-to-have, as would, now, a tablet version).

Last week I noticed an announcement that e-tax had just reached 20 million lodgments (as at 31 October this year). So I asked the ATO for some information about e-tax over the years - who is using it and where they live.

The information I received provided an interesting glimpse into the history of e-tax.

In 1999, the year e-tax first launched, the tool was used by only 27,146 people to lodge their tax. By 2011, the latest available full year of data this had grown by 74 times to 2,600,228 people.

The service has grown every year, at an average rate of 43% over its 12 year life. This year looks to be no different, as e-tax lodgments only took four weeks to reach a million, compared to five weeks in 2011.

With over 2.5 million e-tax lodgments by the end of October 2012, and as the ATO doesn't 'close the books' until May 2013, e-tax is extremely likely to reach twelfth consecutive years of growth in absolute lodgement terms.

However while this is impressive, e-tax growth has slowed substantially over the last four years, to a rate of around 5% per year.

This is barely larger than the overall growth in tax returns, which suggests that e-tax has reached a plateau in usage. This isn't a bad thing overall - e-tax has been very successful and isn't in decline, however it has reached a point where the ATO might wish to consider expanding or redesigning e-tax to encourage a new group of tax payers to leap on board, or at minimum adopt a new marketing approach to encourage more people to trial the service for 2013.

It was also interesting to look at the demographics for e-tax, which the ATO was able to supply for 2011 (and I hope earlier years will become available as well, to show how the demographics have changed).

Gender was very balanced, largely reflecting Australia's population, with 48.9% of lodgements being by males and 51.1% by females.

However the average e-tax user was young and earned far less than the average weekly wage. In fact almost two-thirds (65%) of e-tax users were younger than 40 years old, with only 12% being aged 55 or older and half (51%) had an income of $21,600 or less, with only 11% earning $63,001 or more in the 2011 financial year. (see tables below).

This might reflect the digital enthusiasm of younger people, where pre e-tax generations may not be as familiar or comfortable using an e-tax system. It may also reflect the more complex tax situations of older and better paid Australians, which may require the aid of accountants.

Hopefully e-tax users are 'ageing', just as internet users are. If this is this case, which would need a number of years of e-tax demographics to detect, then it is likely that people who take up e-tax are sticking with it, meaning that the older and better paid groups will become more highly represented over time.

The location of lodgers was also interesting, particularly when compared to Australia's population. In absolute numbers, more Queenslanders than Victorians use e-tax, despite Victoria's 20% larger population, and more ACT residents than Tasmanians, despite Tasmania having 50% more people than the ACT.

Comparing e-tax usage against state populations at June 2011, proportionately the leader was the ACT with 21.1% of residents using e-tax. Next was Western Australia with 12.9% of residents followed by Queensland with 12.6%.

The lowest adopters of e-tax by population were the Northern Territory at 9.4%, Victoria at 9.9% and New South Wales at 10.2%. There may be substantial room for growth in e-tax use in these states, although the ATO might find targeted, rather than national, campaigns would best encourage take-up.

Conclusions


Overall my view is that e-tax has been an extremely successful initiative by the Australian government, encouraging millions of Australians to adopt a digital channel to engage with government.

The e-tax system itself, while necessarily complex (as is the tax system), has been refined to be usable and a far more pleasant experience than the prior paper-based tax packs.

However, like many innovative services and products, e-tax is now reaching a plateau, with little growth in annual usage over the last few years.

Assuming that e-tax saves the government money in chasing people to complete their annual tax chore, and therefore the ATO wants to keep growing e-tax use, it is time for the ATO to review the service to understand who isn't using it and why.

From this knowledge the ATO can make decisions on how to improve and promote e-tax, giving it a new kick in usage and, hopefully, both make tax time faster and easier for citizens and bring in tax dollars faster for government.

The ATO has taken a few steps to promote e-tax already, through media releases, the ATO Facebook page (though the e-tax Facebook page appears to have been deleted) and the video below.

These are a good start, however if with these communications e-tax still only has a marginal increase in usage this year, clearly more will need to be done to boost e-tax to the next level.

Jake MacMullin is an independent iOS & mobile specialist. He creates iPhone and iPad apps for clients and provides training and mentoring to organisations seeking to develop in-house expertise. He developed the ABC's iview app for iPhone and iPad, now used by millions of people.

Jake is developing an iPad app to allow people to explore the National Library's digital collection of sheet music. After discovering the dataset on data.gov.au Jake developed a proof-of-concept app and realised it might be something the National Library would be interested in. In this presentation Jake will describe how he's now working with the National Library to turn this proof-of-concept in to an actual product.


Gian Wild is the Founder and Director of AccessibilityOz (www.accessibilityoz.com.au), a consultancy that supports local, state and federal Government agencies in the accessibility area.

She has worked in the accessibility industry since 1998, working on the first AAA accessible web site in Australia (Disability Information Victoria) and ran the accessibility consultancy PurpleTop from 2000 to 2005, building the accessibility tool, PurpleCop.

Gian was a Member of the W3C Web Content Accessibility Guidelines Working Group from May 2000 to August 2006, involved in writing the WCAG 2.0 specification. She is also a highly regarded presenter and trainer on accessibility and has twice been the Accessibility Judge for FullCodePress (www.fullcodepress.com) and is the Accessibility Judge for the Australian Web Awards (www.webawards.com.au).

Integrating LinkedIn into your agency's social media activity

Facebook, Twitter and YouTube have become the staple platforms for commercial and public sector social media engagement in Australia - driven by the level of activity on those sites by Australians.

However LinkedIn, while used personally by many in business and government roles (around 16% of online Australians - over three million people), has lagged behind in its official use, particularly by government agencies.

LinkedIn, it is fair to say, is a curious beast in social media terms. Rather than being a place where people gather socially to chat and build friendships, it is a business networking site for discussing work-related issues and sharing useful resources.

Conversations on LinkedIn are frequently quite detailed, involve case studies and examples, tend to be more fact-based and involve less emotion and opinion than is seen on social networks such as Facebook and Twitter.

While lurking is possible, LinkedIn's real value is in the meeting of professional minds on complex issues, making it far less 'fun' to use, but far more valuable to power users.

I have used LinkedIn for professional purposes for years, building a large network of people I wish to maintain contact with, using it for finding staff, researching organisations and locating particular expertise. I contribute less frequently to groups in LinkedIn, but find several are sources of great knowledge on specific topics.

For agencies the case for LinkedIn use is different to the case for other online tools as LinkedIn is less effective as a communications platform, but can be quite valuable as a recruitment, contact management and stakeholder management tool or as a source of knowledge and expertise across many professional topics.

I believe this difference in purpose has held its use back in government as LinkedIn is less often used by communication teams and more often used by engagement and HR teams - who have been slower to adopt online channels in their every day work.

However, with over three million users, LinkedIn is now becoming important for locating and assessing staff and stakeholders and needs consideration within agency recruitment and engagement strategies. Through an organisation's LinkedIn profile agencies are able to tell potential staff what they do and offer, provide access to careers and information on their key goals and services or products.

By having an organisation page, individuals working at an agency can also link themselves to it - which provides the organisation with a view of which of their current staff are active on LinkedIn and also provides a way to keep an eye on alumni for prospective hiring back or approaching for expertise and knowledge of past events.

Of course, with organisations across Australia, or internationally, sometimes having the same name, registering your organisation with LinkedIn is also important to 'own' it before someone else registers it (if they haven't already). I recall having an interesting experience back at the Child Support Agency where staff in Australia were being accidentally associated with the UK's Child Support Agency before I could establish the Australian listing in LinkedIn.

For certain agencies (IP Australia, Austrade and the Department of Industry, Innovation, Science, Research and Tertiary Education, for example), LinkedIn also offers opportunities to build business connections and lead or participate in appropriate topic groups in far more cost-effective ways that traditional 'round table' engagements.

So who is using LinkedIn right now in government and how?

Unfortunately the use of LinkedIn by agency isn't yet tracked by government social media lists, nationally, in Victoria, NSWQLD or WA.

However, some agencies have begun using it, such as the Department of Prime Minister and Cabinet, FAHCSIA and the Department of Education, Employment, and Workplace Relations which have provided a profile, but no jobs or 'products'.

The Department of Health and Ageing has gone slightly further, listing key campaigns and the Brisbane City Council uses LinkedIn to advertise jobs.

However the government agency most effectively using LinkedIn in Australia that I've come across is  Queensland Health, which has customised its landing page to offer news and updates, lists jobs and provides plenty of supporting information on joining the organisation.

This last example shows what is possible with LinkedIn to attract quality recruits and draw back experienced alumni.

Groups, which are not linked to organisational profiles, also provide ways to connect and engage stakeholders. The most notable one I'm aware of in Australian Government is AusGoal, used to discuss the open access and licensing framework being put in place for commonwealth and state governments and share relevant information from around the world.

It is possible that there are many other government groups on LinkedIn, hidden behind passwords and only accessible to a selected few, as well as the many unofficial government groups publicly listed which government staff already belong to (such as the Online Communicators Forum).

In either case these organisational profiles and groups may offer benefits to agencies beyond the use of social networks for broad public engagement. The real challenge within agencies is to rethink the management and purpose of social media - from communication and engagement with large communities, to also include the use of social networks, such as LinkedIn, in more narrow, focused and specific interactions beyond the communications sphere.

Remembering to say thank you to citizens

Every day thousands of citizens donate their time and energy online to help government agencies across Australia.

They respond to feedback surveys on websites, provide submissions to consultations, share agency updates on Twitter and Facebook, participate in government-run online groups, provide tips and case studies to help government campaigns help others, create blog posts, websites and pages supporting government activities and even develop apps that add value to government data.

Much of this is done out of passion and interest in supporting the community, not for direct financial or personal benefit.

So wouldn't it be nice for agencies to sometimes say 'thank you' to the citizens that support public servants to do their jobs serving the government of the day and community?

I know several institutions that have learnt the art of saying 'thanks'.

There's appreciation of the efforts of teams in government operated hackathons, the Victorian State Library has invited its largest online supporters to 'meet the team' events at the Library to recognise their selfless activities and the National Library has recognised the largest contributors to Trove in several ways.

However there's many agencies who still forget the simple art of saying thank you to people outside their own walls.

Whether it is physical get-togethers, certificates or letters signed by the Minister or Secretary, a personal email from the online team, public recognition online in a Facebook group or some other method, saying thank you is one of the most important, and human, gestures that can be made to create a positive lasting relationship.

My wife and I will always treasure this simple thank you from the WSPCA last year.

So think about it. When was the last time your agency thanked citizens for giving up their valuable time  to help your agency? What can you do more of to recognise their support, and encourage more of it in the future?

National Audit Office invites the public to contribute to departmental audits

In what I believe is a global first, Australia's National Audit Office (ANAO) has launched a pilot program inviting members of the public to contribute to selected audits in progress, aimed at promoting closer citizen engagement in the audit process.

The system allows the public to provide contributions related to the efficient and effective implementation of government programs, policies, projects or activities—including whether the intended benefits are achieved.

Contributions can be provided via an online form, mail or in a document (MS Word or PDF) and will be kept confidential except for defined purposes (a legal requirement under sections 36 and 37 of the Auditor-General Act 1997).

This confidentiality may allow public servants - who often know a lot about how programs operate in practice - to contribute in ways that protect them from retribution in the office.

The pilot program will run until early 2013 and the ability to contribute is limited to certain audits (at least for now). However this is a great start and a huge step forward for one of our most important institutions.

Update: 77% of Australian federal parliamentarians are now on social media

I've updated my listing of Australian federal parliamentarians on Twitter, Facebook, YouTube and other social networks, and have found that 77% of them now have a social media presence - up from 72% in June 2012.

What I'd like to talk about today are some of the interesting breakdowns in the figures.

There's a substantial divide between Senators and members of the House of Representatives, with MPs far more likely to use social media channels than Senators - particularly Facebook, where there is a 30% difference (39.47% of Senators compared to 69.33% of Reps).

This makes sense, given that MPs represent an electorate and have significant needs to connect with their constituents, whereas Senators, who represent states, generally do not campaign in a similar way.

Unlike the broader Australian population, Twitter is the network of choice for parliamentarians - perhaps because it requires substantially less curation and moderation than Facebook.

Liberal and Labor members are both reasonably likely to use social media, with the Liberals ahead of Labor on 79.57% compared to 73.53%.

The Greens are the highest users of social media, with 100% of their federal parliamentarians using some form of social network. This offers their party opportunities to amplify their messages in ways difficult for smaller parties to do using traditional media.

The Nationals, in contrast, only have 69.23% of their parliamentarians using social media. While this may reflect the demographic composition of their electorates, which are more remote and statistically less likely to use online channels, in my view they are missing opportunities to connect to constituents who are online and allow more time to travel to remote constituents who are not.

75% of the independents (including the DLP and Katter's party) are using social media (with Tony Windsor the lone hold-out). Again, much the same reasons as for the Nationals may apply, and my views are the same.

Asides from the party and house differences, there's a small, but statistically significant male/female divide, with female parliamentarians more likely to be socially engaged online than males. Given that statistically more women use Facebook and Twitter in Australia than men, this is reflective of the general population.

Even more notable is the age breakdown. The older the parliamentarian, the much less likely they are to use social networks.

This becomes telling when considering that older parliamentarians are far more likely to hold Ministerial or other senior posts, and therefore be decision-makers regarding which channels they are comfortable for their departments to use.


There's clearly some way to go before all parliamentarians are using social networks to connect with constituents.  However there is definitely light at the end of the tunnel, with almost 80% of parliamentarians now using social networks.

I expect that by this time next year, around the time of the next federal election this will jump at least another 10%, and by the end of 2014 all Australian federal parliamentarians will be using social networks, in some way, to engage their constituents.

Deloittes Australia social media report offers guidance for internal comms

Deloittes Australia has released its Social Media Report 2012, providing much more than a glimpse into how social media is empowering their staff to connect, collaborate and solve problems, sharing wisdom, knowledge and ideas to deliver better customer outcomes.

If your executive and internal communications area are still resistant to the use of social media within the firewall, this report provides some compelling, statistically-supported evidence and examples of how social media can transform the inner landscape of an organisation, making it more responsive, innovative and effective.

Roaming from recruitment through gamification to scone making (an example of complex problem definition and solution via internal collaboration), the report is one of the most accessible and readable I've found in communicating how social media tools can make a difference to an organisation - private or public sector.

They've also done a great job of distilling an internal social media policy down to three words: Empower and trust.

Australia's first 3rd Generation open data site - from the ACT

The ACT government today announced the soft-launch of their new open data site,  dataACT, through their equally new  Government Information Office blog.

In my view this is now the best government open data site in Australia.

What makes it the best?
  • Data is available in a range of common reusable formats - from JSON and RDF through RSS and XML - as well as CSV and XLS for spreadsheet users.
  • Visualisation tools are built into the site, so data is not only useful to data scientists and programmers, but to the broader public who can chart and map it without having to leave the site.
  • The built-in embed tool allows people to take the data and rapidly include it in their own site without any programming knowledge.
  • Users can reorder the columns and filter the information in the site - again without having to export it first, and
  • discussions are built into every dataset by default.
It follows a 'generational' path for open data I've been talking about for awhile.

Most open data sites start as random collections of whatever data that agencies feel they can release as a 'quick win', to meet a government openness directive. They then progressing through more structured sites with rigour and organisation, but still only data, through to data and visualisation sites which support broader usage by the general community and finally into what I term 'data community sites', which become collaborative efforts with citizens.

In my view dataACT has skipped straight to a 3rd Generation data site at a time when other governments across Australia are struggling with 1st or 2nd Generation sites.

Well done ACT!

Now who will be the first government in Australia to get to a 4th Generation site!

Read on for my view of the generations of open data sites:

1st Generation: Data index

  • Contains or links to 'random' datasets, being those that agencies can release publicly quickly. 
  • Data is released in whatever format the data was held in (PDF, CSV, etc) and is not reformatted to web standards (JSON, RDF, etc).
  • Some datasets are released under custom or restrictive licenses.
  • Limited or no ability to discuss or rate datasets
  • Ability to 'request datasets', but with no response process or common workflow

2nd Generation:  Structured data index

  • Some thought regarding selective datasets, but largely 'random'
  • More standardisation of data formats to be reusable online
  • More standardisation of data licenses to permit consistent reuse
  • Tagging and commenting supported (as in a blog for the site), with limited interaction by site management
  • Workflows introduced for dataset requests, with agencies required to respond as to when they will release, or why they will not release, data
  • Ability to list websites, services and mobile apps created using data

3rd Generation: Standardised data index

  • Standardisation of data formats with at least manual conversion of data between common standard formats 
  • Standardisation of data licenses to permit consistent reuse
  • Tagging and commenting supported, with active interaction by site management
  • Data request workflows largely automated and integrated with FOI processes
  • Ability to filter, sort and visualise data within the site to broaden usage to non-technical citizens
  • Ability to embed data and visualisations from site in other sites

  • Data request workflows fully automated and integrated with FOI processes with transparent workflows in the site showing what stage the data release is up to - (data requested, communicated to agency, considered by agency, approved for release, being cleaned/formatted, legal clearances checked, released/refused release)
  • Support for data correction and conversion by the public
  • Support for upload of citizen and private enterprise datasets
  • Ability to filter, sort and visualise data, including mashing up discrete datasets within the site to broaden usage to non-technical citizens
  • Ability to request data visualisations as a data request
  • Supports collaboration between hackers to co-develop websites, services and mobile apps using data
  • Integrates the capability to run hack events - potentially on a more frequent basis (form/enter teams/submit hack proposals/submit hacks/public and internal voting/Winner promotion)

    5th Generation: Integrated data platform

    • A common platform for all national, state and local data, with the capabilities for each jurisdiction to make use of all Generation 4 features.
    • Integrated mapping environment for all levels of government, enabled with all available open data.

      What the Facebook ruling from the Advertising Standards Board (that comments are ads) means for agencies

      There's been a lot of commentary this week in the media around the decision by the Australian Advertising Board (ASB) to rule that the comments of fans published on an brand's Facebook page are actually advertisements and must comply with industry self-regulation and consumer protection laws.

      In face the ruling states that Facebook, and other social media tools, are advertising platforms - which may come as a surprise to long-term users of these services.

      The ASB ruling is available as a PDF here. It involved Smirnoff Vodka and stated that content (comments and photos specifically) appearing on the company’s brand Facebook page constituted advertising, regardless of whether the company or members of the public posted it.

      That's right - the ASB ruling states that all user comments in social media may be advertising.

      The basis for this ruling was a recent legal decision:
      The view that brands are responsible for consumer created content on their social media  pages has been supported by a recent decision of an Australian Federal Court (Australian  Competition and Consumer Commission v Allergy Pathway Pty Ltd (No 2) [2011] FCA 74)1  that a health company was responsible for Facebook and Twitter comments by fans on its  account in defiance of a court order that the company not make misleading claims about its  allergy treatments  The Federal Court concluded that Allergy Pathway was responsible for third-party comments where it knew of them and made a  decision not to remove them from its Facebook page 
      Therefore as Smirnoff had the technical capability to moderate user comments on its Facebook page, it had an obligation to do so. If it did not moderate user comments which made untrue claims about the company or its brands (as well as sexist, racist or otherwise unlawful statements) it was guilty of false advertising.

      The apparent consequence of the ruling, for organisations who participate in the ASB's self-regulation scheme, is that they are now required to moderate all comments by individuals on their brand and corporate Facebook pages, other social networks, blogs, wikis, forums and social media channels in which they have the technical ability to do so.

      This requirement may even potentially extend to platforms outside their direct control but where they can identify and request untrue (or otherwise uncompliant) comments about their company or brand to be removed - such as on Facebook pages or forums moderated by people outside the organisation (such as members of the public).

      Some facts

      The Australian Advertising Board is the directing group over the Advertising Standards Bureau body appointed to oversee the self-regulation of advertising in Australia by the members of the Australian Association of National Advertisers (AANA).

      It is a body independent of government and independent of advertisers. It is not underpinned by any government legislation or policy and it is a voluntary organisation which participating associations, corporations, advertising agencies and other bodies agree to abide by.

      Decisions by the Board are neither legally binding nor, necessarily, reflective of government policy.

      Where a participating advertiser does not abide by an ASB ruling (which is apparently very rare), the ASB can "liaise with industry and media bodies such as FreeTV, and the Outdoor Media Association which will either negotiate with the advertiser directly for the removal of the advertisement or in specific cases, take action to remove the advertisement."

      The ASB may also refer advertisers to an appropriate government body and recommend a course of action.

      However the ASB and its secretariat - the Advertising Standards Bureau - has no direct enforcement power, nor any ability to force other parties (such as industry bodies or government agencies) to take action.

      Putting the ruling in perspective

      This ruling needs to be considered seriously by ASB participants - corporations and advertising agencies in particular.

      They need to have a long hard look at whether they can afford to maintain social media channels with the risk that anyone in the community who comments in a channels they can technically control - including, potentially, their competitors - can cause them a world of pain by posting untrue things about them.

      I'm not sure if governments participate directly in the self-regulation scheme, however it would be bad form for agencies to ignore direct rulings against their advertising by the ASB.

      Is it 'right'?

      This is my opinion, but the ASB's position doesn't stand up to scrutiny in a technical, practical or fair sense.

      It is based on 20th Century thinking whereby organisations control the channels, and therefore the conversations, with audiences.

      In reality this control has slipped almost totally out of the hands of organisations due to the internet and particularly due to social media. Organisations can (and should) control their direct statements, however they can't control the statements of other entities and individuals, beyond having some influence and oversight based on Australia's legal framework around defamation, slander and copyright.

      Redefining individual comments as 'advertising' is highly problematic and is a disservice to the already weak freedom of speech provisions in Australia.

      If I say on my blog that the Honda Jazz is the best car ever made, it is reasonable to assume that this is my opinion, not an advertisement. If I made the same statement on Honda's company Facebook page this remains my opinion - I am simply directing it at the people who made the car, in tribute to them.

      Of course there is an exception if Honda has given me money, privileges, or a Honda Jazz - in which case my comments are advertising and need to be treated as such. (Note that Honda has not given me anything and I've never driven a Honda Jazz, nor wanted to)

      Of course this is just about a car - a product. How about if I say on a government Facebook page that, for example, "I think the Fair Work Act is the best workplace relations bill in the world". Would this have to be moderated and removed as, despite it being a potentially heartfelt personal opinion, it is considered advertising (aka - has no facts to back it up)?

      Isn't 'opinion' by definition a personal view which may, or may not, be supported by facts?

      Apparently not. It's advertising. Hmmm...


      Let's take practicality. On a Facebook page with 15,000 fans, 1% being active any week, that's 150 posts to moderate. Assuming it takes 3 minutes on average to assess each, it will take 450 minutes, or 7.5 hours, solid work to moderate all content.

      That's possible with a single part-time, trained, moderation officer.

      Now let's consider the Tourism Australia Facebook page. It has 3,375,675 fans. If 1% are active in any week, that's over 37,500 posts to moderate. Based on 3 minutes per post, it takes 112,500 minutes, 1,875 hours, or 250 person-days (based on a 7.5 hr work day) to moderate. Each week.

      On that basis, Tourism Australia would require at least 50 people (plus extras to cover for leave) to moderate the page to get rid of user 'advertisement' comments which are not evidentially statements of fact, such as these real comments on the page right now:
      • "A very blessed country. It has almost all the best things in life. I love Australia"
      • "Australia the land of grace and tranquility"
      • "Best country in the world"
      • "better hurry to this Whitsunday resort before it too is closed like so many of the others"

      What have others said?

      Generally industry bodies have come out cautiously and indicated that companies need to digest the ruling and consider its implications.

      Those experienced in social media have been less cautious and mostly said the idea won't work (though a minority have said it just reinforces what brands already had to do).

      One of the concerns I faced when working in government, and that I know many other people faced as well, was the currency of the web browser(s) available for use by staff.

      Some agencies still used Microsoft Internet Explorer 6, a ten year old browser that isn't supported by many major websites and online services and that even Microsoft admits is insecure and out-of-date. It is now used by only 0.8% of Australian web users.

      Others prohibit access to Firefox or Chrome - which, according to some reports, together now hold a larger share of web browsing by Australians than Internet Explorer, and are also considered by many to be more standards compliant.

      In fact Chrome v21 (at 21.1%) is reportedly the most used web browser by version in Australia, followed by Internet Explorer 9 (19.6%) and Firefox 11 (16%).

      Why is the selection of browser so important?

      There's a few reasons that spring to my mind.

      Because the browser selected can limit the ability of staff at agencies to use the internet productively. To source information, monitor conversations online, use modern web services and even access advanced intranet features.

      Because it costs more to develop for older, standards non-compliant web browsers - with Internet Explorer 6 compliance often adding 20% to the cost and development time of web sites and intranets.

      Because it constrains testing of websites. While some web teams have special dispensation to access every browser for test purposes, in other agencies staff are forced to rely on their personal devices, or simply can't test for modern browsers.

      Because there is an imperative on government to not use software more than two versions old - a particular issue for agencies still using Internet Explorer 6 when the current version is 9.


      I can understand agencies who are 'trapped in the past'. There's often more important priorities for IT and management - critical systems that need to be managed, budget and resourcing concerns. However if you could improve the productivity and happiness of all your staff with a simple software upgrade which also improves your security, well...

      There's also sometimes technical issues. While web browsers are free, upgrading an entire department isn't. There are dependencies - particularly with SAP, which stubbornly only supported Internet Explorer 6 until recent versions. It costs money to upgrade SAP and to manage this and a browser upgrade across thousands of computers, including any communication and training support required. Agencies, with other priorities, may put off this work as long as they can.

      All this aside - how are Australian Government agencies actually doing in terms of how modern their web browsers are. Are the majority still stuck on Internet Explorer 6 or a similar old and insecure web browser?

      As part of my FOI request on social media in March, I asked agencies which web browsers they used, as it impacts on which social media tools they can use.

      The exact question was:
      Which web browsers are currently mandated and/or supported for use by your agency's staff when using agency supplied IT equipment as specified below?
      (Please tick applicable web browsers or supply by email a copy of the documentation on your Standard Operating Environment detailing this information)

      While some agencies may regard this as confidential, please note the web browser type and version can, in most cases, be detected by any website visited by your staff.

      Aside from two agencies who told me that this was "commercial-in-confidence" information they would not release, most agencies were very willing to provide this information.

      I've aggregated the results in the chart below based on the 65 legitimate survey responses I received (the easiest information to analyse). Other (non-survey) responses haven't been included due to the analyse time required.

      Looking at this response, many agencies supported multiple web browsers - generally Internet Explorer and one other.

      Few remained on Internet Explorer 6 or 7, and most sat one version behind the most recent released web browsers - such as on Internet Explorer 8.

      I did make one error. I forgot to include Blackberry's browser as an option for mobile phones. This is used as standard across all Blackberry mobile devices, so can be considered a standard.

      So overall, how did Australia Government agencies do?

      Very well in my view - and better than I had anticipated.

      While a few agencies (including some very large ones) still lag back on Internet Explorer 6 or 7, most are using acceptably modern web browsers, even providing a choice in many cases - which helps compensate for some of the minor niggles in some browser versions.

      Apps and hacks for social good (info-philanthropy)

      It is nice to begin to see volunteering in more than simply physical ways beginning to be valued and rewarded in Australia.

      I've just learnt about App Aid, a 48 hour event being held in Australia in September this year, from Pro Bono Australia).

      Ten teams of seven (4 app developers and 3 charity representatives) will compete to create apps that make a positive difference to the community. $30,000 in charitable funds is up for grabs as prizes.

      The event is being organised and sponsored by the Vodafone Foundation, the charitable wing of Vodafone Australia (who have quite a bit of experience with social media).

      Like the Random Hacks of Kindness held last year in Melbourne as part of a global series of events, App Aid represents a new style of involvement in social issues.

      Unfortunately, this type of 'giving back' isn't well recognised or supported in Australia as yet.

      While the US has a number of foundations committed to 'information philanthropy' and 'hacking for good', Australia has a big legislative gap in this space.

      I've looked in detail into setting up charitable foundations for information philanthropy and it's very hard to do here (Kudos to Open Australia who did indeed set up a foundation for their activities).

      In fact the only recommendation by the Gov 2.0 Taskforce that was not taken up by the then Australian Government was about Info-Philanthropy. It was deferred, and subsequently has been ignored by other government reviews.

      The lack of interest in this area has even been portrayed in the media as opposition to this type of philanthropy (Federal Government opposes info-philanthrophy) - though I suspect it would be more accurate to say that info-philanthropy hasn't reached a sufficient awareness threshold for governments to consider acting.

      In the absence of support by government, I hope we do see more info-philanthropy from the private sector in Australia.

      We don't just need to feed the hungry and house the homeless but to use technology to do these things and support other charitable and philanthropic activities in an increasingly efficient and effective manner.

      Technology, coupled with information, has transformed how industries and governments operate. Ignoring the potential impact on the philanthropic and charitable sector is not only unwise, it is potentially extremely costly.
