Is government paying enough attention to privacy in its mobile apps?

Australian internet usage has just reached a tipping point, with more Aussies accessing the internet via their smartphones and tablets than via laptops and desktop computers.

This has been reflected in web usage statistics, with several agencies I talk to reporting that they now receive more of their website traffic from mobile devices than from desktop and laptop computers - particularly when excluding their own staff from the statistics.

There have also now been over 500 mobile apps designed, commissioned or reused by Australian government agencies and councils to deliver information, access services and report issues, including 69 apps from Federal agencies80 from Victorian government agencies22 from Queensland government agencies and many from local councils around the country.

There's even a few notable games, such as the ABS's Run That Town and Victoria's MetroTrains Dumb Ways to Die.

As a result there's an increasing need for agencies to pay attention to how they design mobile apps to ensure they meet appropriate accessibility and privacy standards.

The latter part of this, privacy, was the subject of a recent study and guide from the Office of the Australian Information Commissioner (OAIC) - Mobile privacy: A better practice guide for mobile app developers.

The guide reported that privacy was a key consideration for citizens, with a 2013 study by the OAIC finding that 62 per cent of Australians opt not to use smartphone apps because of concerns about the way personal information would be used.

The guide also mentioned a similar study in the US by the Pew Research Centre in 2013 that found that 51 per cent of teenage app users had avoided certain apps over privacy concerns, and over a quarter had uninstalled an app because it was collecting personal information they did not wish to share.

Now that's all fine when Australian governments are designing apps properly.

However the OAIC took part in an international 'sweep' on mobile app privacy back in May. As part of this the OAIC examined 53 popular free iOS apps, with a focus on apps produced by or on behalf of Australian businesses AND Australian Government agencies.

The OAIC found that a significant number of these mobile apps did not meet Australian privacy law requirements.

‘Of particular concern was that almost 70% of the apps we looked at failed to provide the user with a privacy policy or terms and conditions that addressed privacy prior to the app being downloaded’, Mr Pilgrim said.

The OAIC also found that almost 25% of the apps examined did not appear to have privacy communications tailored for a small screen.

Only 15% of the Australian-developed apps the OAIC examined provided a clear explanation of how they would collect, use and disclose personal information, with the most ‘privacy friendly’ apps offering brief, easy to understand explanations of what the app would and would not collect and use based on a user granting permission.

I'm sure the OAIC has privately fed back information to agencies on how their apps failed to meet Australian privacy and actions are underway to rectify this.

Other agencies and councils that have developed, are developing or have partnered with commercial mobile apps also need to be aware of the risks they are taking on if they don't adequately meet Australian privacy law.

Under the updated law that came into effect earlier this year, penalties for government agencies and corporations range up to a million dollars - making the omission of a privacy statement or use of user data without clear permission quite an expensive proposition.

Hopefully agencies are aware of the OAIC's report and are ensuring that user privacy is taken into account within their mobile apps.

If not, I hope we see some high profile examples to ensure that other agencies change their behaviour.

Useful for communications and policy people in government, it provides insights into how Australians are using their mobile phone to search the internet over weekends based on Google's statistical data.

The state of the internet - great overall view from Business Insider

This is a long slide presentation, but well worth reviewing in its entirety, that looks at the state of the internet globally today, the state of traditional media impacted by online and how social media and mobile companies are performing.

However below is a taste of what it offers:
US newspaper ad revenue

  • The commercial internet is now 20 years old and has 2 billion active users, leaving 2/3 of the world left to go.
  • In the US 'new media' stocks are valued at three times the value of 'old media', however this includes Apple, which significantly outrates all other players.
  • Digital advertising in the US is making huge gains and now accounts for 20% of ad spend. 
  • Looking at ad revenue, TV remains slightly ahead of digital (42% to 38%), however over the last six years radio has declined (11% to 7%) and print media has been smashed (20% to 9%).
  • US newspaper ad revenues are in freefall (see chart), with no recovery in sight - and TV shows signs of being next as digital video is growing, with PayTV subscriptions in decline.
  • Online portals are in decline as Google, Facebook and others grow, with US citizens now spending more time on social media than in portal sites.
  • Now 1/7 of the world uses Facebook and it dominates social media, however is unlikely to ever earn more than Google. Currently Google still accounts for 80.6% of referrals to commercial sites, while Facebook only accounts for 0.5%
  • Ecommerce is growing rapidly in total spend and share of retail, with mobile just beginning to be important.
  • Global smartphone phone sales overtook PCs last year and are expected to soon dwarf them, with tablets expected to match PC sales by 2016. China now drives about 25% of smartphone sales.
  • US use of mobile apps vs mobile web
  • By 2015, about 80% of internet connections are expected to be mobile, up from 55% in 2010 and none in 2005.Mobile internet users are doing everything that desktop users did online, plus more - such as in-store buying decisions - and mobile usage is soaring.
  • However mobile ads are likely to remain a small part of the equation due to small screens and is growing slower than internet or TV advertising did.
  • Mobile app purchase and use is also growing fast, with people in the US spending more time spent using mobile apps than browsing the web.
  • However we're not in a new tech bubble - the current rate of growth is sustainable.

Jake MacMullin is an independent iOS & mobile specialist. He creates iPhone and iPad apps for clients and provides training and mentoring to organisations seeking to develop in-house expertise. He developed the ABC's iview app for iPhone and iPad, now used by millions of people.

Jake is developing an iPad app to allow people to explore the National Library's digital collection of sheet music. After discovering the dataset on data.gov.au Jake developed a proof-of-concept app and realised it might be something the National Library would be interested in. In this presentation Jake will describe how he's now working with the National Library to turn this proof-of-concept in to an actual product.


Gian Wild is the Founder and Director of AccessibilityOz (www.accessibilityoz.com.au), a consultancy that supports local, state and federal Government agencies in the accessibility area.

She has worked in the accessibility industry since 1998, working on the first AAA accessible web site in Australia (Disability Information Victoria) and ran the accessibility consultancy PurpleTop from 2000 to 2005, building the accessibility tool, PurpleCop.

Gian was a Member of the W3C Web Content Accessibility Guidelines Working Group from May 2000 to August 2006, involved in writing the WCAG 2.0 specification. How should governments treat mobile apps in an age of open data?

I had a very interesting conversation the other day regarding the challenge of government mobile apps in the age of open data.

The example used was the EmergencyAUS app, which has been developed by Gridstone Pty Ltd.

As an app created by a commercial entity, EmergencyAUS aggregates emergency information released by a variety of state and federal agencies and presents it through a single interface.

The public can also take photos of emergencies and share them through the app. Best of all the app is free to use

Alongside this, Australian governments have also released mobile apps related to disasters and
DisasterWatch app
emergencies. Federally there is Disasterwatch, released by the Attorney-General's Department, which also aggregates emergency information from a variety of state and federal agencies.

At state level there's several emergency apps now available, but particularly notable is the Victorian Country Fire Association's CFA FireReady app.

This is available across all major mobile platforms and while it focuses on Victorian fire emergencies (including backburning), it also allows the public to take photos of emergencies and share them through the app. These photos can even be used by the CFA to help inform their staff regarding developing issues.

Essentially the commercial app and government apps are competing. They all aggregate information from openly released emergency and disaster data and all have a similar aim - to help inform Australians of critical events occurring near them or near their families and friends.

Generally governments in Australia take the position that they do not compete in providing services where commercial entities are prepared to do so. They essentially try to minimise where they compete with private enterprise.

So this example raises some clear issues. As government releases more data in reusable formats (open data), there are likely to be more commercial entities who use this data to create mobile apps or other services.

So should governments stop making apps for this data, and leave the field to commercial entities?
Should governments restrict themselves to apps for data that doesn't have commercial value?
Should governments continue to compete against private firms in creating apps?

To answer these questions I think it is vital for government to begin to think about mobile apps (and websites for that matter) as strategic assets and infrastructure rather than costs or PR tools.

Mobile apps as infrastructure

Government built the telephone network in Australia because it was not commercially viable for a private player to invest in this type of infrastructure. We're now repeating this process with the NBN. We did the same with roads, electricity networks, water networks, the Commonwealth Bank, Qantas and other core infrastructure.

However past a certain point it became viable - even desirable - to sell some of this infrastructure to private concerns, with appropriate legal safeguards in place (such as foreign ownership in Qantas and Telstra's universal service obligation).

To develop some new infrastructure governments began looking at public private partnerships - such as toll roads and utilities such as ActewAGL (the ACT's electricity provider).

These have either taken the form of co-investment in development, and co-ownership in some fashion, or the form of complete private ownership, with the government simply providing incentives, support or ideas to the private sector.

Finally there's infrastructure that government has been totally hands-off during development - such as for mobile networks and for virtual infrastructure including search engines.

Mirroring these to mobile apps (or websites), there's five categories for government to consider:

  • Critical - apps which governments consider core to its ongoing business and therefore both creates and maintains, retaining ownership on an indefinite basis (though commercial entities may create their own versions).
    ie: Emergency management apps, train/tram/bus timetable apps
  • Very important - apps which governments believe must be provided and will make, however are not critical for them to own on an ongoing basis, and therefore may sell to private concerns (with appropriate distribution and maintenance conditions and perhaps a 'resumption' clause if the private concern ceases development)
    ie: Traffic or toilet map apps.
  • Important - apps which governments prefer are developed, but are only prepared to partially invest in - via partial funding or other support or a partnership with private entities.
    ie: Crime statistic/locations, parliamentary information or library/gallery works apps.
  • Interesting - apps that governments find interesting, but not worth investing in. In this case they may release the ideas and data for the apps and leave up to private enterprise to develop - or not.
    ie: Sports field locator or health information apps.
  • Uninteresting - apps which government doesn't care (from a public benefit perspective) whether they are created or not and leave entirely to the private sector.
    ie: most apps you'll find in app stores

Based on this model government agencies need to think about the criticality of a particular app to their core business and act accordingly, treating the apps as an infrastructure investment.

Here's examples of my thinking.

Critical apps
Emergency and disaster apps can be considered critical public safety tools, provided by governments to ensure citizens are informed and supported in times of crisis.

As a core function of government, while private sector organisations may also develop them, agencies would still develop and maintain good quality apps to ensure public safety and information concerns are met.

While commercial entities may develop similar apps, this is not a reason for government to cease maintaining its own, as the government must ensure that a service is provided to the community and commercial entities may stop maintaining - or even withdraw from sale - their apps at any time, leaving a gap that the government's apps will continue to fill.

Very important apps
Traffic apps, while very important for managing traffic congestion and supporting productivity, are not core to the responsibilities of government agencies, but offer significant public value.

Therefore governments would develop these apps, but potentially may sell them to private concerns to maintain and profit from, with provisos that they deliver a certain quality of information and, should the private company decide to stop maintaining the app, the code and app go back to the agency (like an exploration lease for minerals).

The sale of these apps should be considered a cost-recovery exercise as well as pricing the value of the service to the community, ensuring that the public receive some return for the value transferred from public to private hands.

Important apps
Parliamentary information apps, such as ones providing Hansard feeds and information on proposed laws and parliamentary schedules are useful and important to government, however are not essential, or very important to government. Hence it makes sense for government to contribute to the development of these apps - financially or through support - however government shouldn't invest in their creation.

Co-investment might be done through grants or matching funds - such as if a private entity ran a Pozible or Kickstarter fund raising activity and an agency agreed to match up to $X dollars raised.
Support might include access to key individuals, research or data which would support the creation of these apps, or promotion of them through Ministers and agency media contacts and networks (potentially with a level of endorsement).

Interesting apps
Interesting apps, such as one providing the location of all sports fields in a city, might be suggested by a council or agency as an idea, based on data they've released or an identified community need. A paper prototype or business case prepared, but rejected, within the agency may even be released to flesh out and provide context and direction for the app. However agencies and councils would not deem these apps important enough to co-invest in or support, leaving it up to the private sector whether to take on and own the idea or not.

Charging for mobile apps

Another consideration for governments is whether they should charge for apps they create and manage.

I have mixed views on this. There are definitely services that government provides as 'user-pays'. Why should people who don't use the app share in paying for its development and maintenance?

Charging for an app can also provide some funding for its maintenance and improvement over time - very useful where government agencies provision for app development, but have a time limit on funding for it to be maintained and improved, updated to reflect changes in mobile operating systems or even released on new platforms as they emerge.

However in many of these cases the mobile app may not be core to government service provision and potentially could be provided by the commercial sector rather than the public. Perhaps it should be sold off, or left to private hands rather than maintained by government.

If there's a mobile app that your agency is considering charging users to buy or use, perhaps, instead, it is a candidate for sale to a commercial entity to run and maintain, with the sales price being the value of the app.

Or if it is core for government agencies to provide as part of their service mix, should it really be charged for?

In summary


When having a discussion in your agency regarding whether you should make a mobile app, or leave it to the private sector to do - or are thinking about charging users a fee to buy or use your app - it is useful to consider the five categories above and into which your mobile app fits.

If the app is core to your agency's operations it should probably be developed and managed under your agency's watchful eye. If it isn't core, you should think about how important it is and use this to frame your decision on whether to build it yourself, support a private entity to do so or simply give the idea away.

The right way to release a mobile app - Human Services' new student app

I'm pleased to say that with all the apps now being developed by Australian governments, the Department of Human Services' new 'Express Plus Students' App, has managed to address almost all the criticisms I've had previously regarding government mobile apps.

What were these criticisms? And which did the Department fail to address? Read on...

Have a clear purpose

The first criticism I have about government mobile Apps is that sometimes they seem to be created without much thought about whether they actually are needed at all.

It is important to resist any urges to create a mobile App simply because you want to make one (as a shiny toy, for experience or credibility), or a senior manager wants to look good to their peers or Minister.

There are aspects of government business which, frankly, the community just isn't interested about. Apps, particularly in government, need a reason - a good reason - to exist, as well as an audience interested and ready to download and use them.

Don't create an App when you need a mobile site

One of the most costly mistakes governments (or anyone else) can make is in developing a mobile App when a mobile site would have met your needs and be more cost-effective.

If you're mainly providing a wrapper around website content and functionality, or providing textual information with a few images and buttons, it is usually faster and cheaper to build a mobile site than a mobile App.

This is because, well, building websites is simply cheaper, and while a mobile App needs to be recoded for every operating system and screen size, a mobile site will work across all internet-capable mobile devices without the coding overheads.

It is far easier to update as mobile site to suit emerging devices - by creating device specific style sheets, which are automatically applied when someone using a particular device visits.


This saves the money that would otherwise be spent in developing versions of your App for different devices and keeping them all up-to-date.


Mobile sites (should if built well) allow you to update the content easily, quickly and cheaply without potentially requiring development time and a user download. Though note that with clever App design this can also be achieved through having a mobile App that presents content drawn from a website or even a text file online.

The worst case - and I have seen it in practice - is when content is hard coded into an app, then there's a need to update it urgently. Frankly it's not easy to push an App through the iStore in less than two weeks, and this is after development. Apps are bad news for urgent updates.

Where your content is mostly words, mobile download speeds aren't generally an issue. It is when you get to video content and sophisticated functionality, or where your users are likely to operate beyond cost-effective 3G or wi-fi range (such as boat owners, remote communities and foreign travellers) that you may wish to consider a mobile App approach actively.

Design to standards including accessibility

When designing apps it seems that many basic usability and accessibility features can get forgotten, with many apps designed to operate in non-standard and non-intuitive ways. There are standards for a reason and standards-based apps will stand a better chance of feeling easy for regular app users to adopt (just like most Windows and Mac programs follow standards).

This means using the design paradigms for iOS, and Google's design principles for Android.

It also means tapping into the accessibility features built into iOS, and Android.

Use inbuilt controls

Using the inbuilt features and controls in mobile operating systems is also important. For example rather than building a map feature, use the one provided on the device.

I have seen Apps where the developer has built all kinds of nifty features that already existed in the operating system. This is sloppy, expensive and rarely results in a better experience.

Built in a reporting system

While you can find out how many App downloads have occurred from most App stores, tracking actual use of mobile Apps requires a reporting system hooked into the code itself.

This is fairly easy to do today, with Google Analytics supporting App reporting, and a number of custom reporting packages available from other organisations that are simply embedded in your App's code.

Having this reporting information is about more than accountability to the Minister, it is about understanding where, when, how and why people are using your mobile App, and helps you build an understanding of your audience so you can keep improving the App - and build new ones - that are even better.

Too many government apps are released without a reporting system, and it's very hard to reverse-engineer one in after release. People who previously downloaded an App can get mighty sensitive about the information you are suddenly collecting plus you miss the initial burst of activity that helps you identify issues and strengths.

Have an official agency account at App stores

This is one of my biggest frustrations, as seeing an official government App listed in an App store as having been created by 'Silly Mobile App Company' instantly reduces the credibility, trust and the ability to actually find the App by searching on the agency's name.

Also when an agency is making several Apps, often each is with a different Mobile App developer due to tender processes or skills. They then get listed under the name of the developer in the App store, which then cannot list your Apps together in a single place ('see other apps from this organisation'), reducing your agency's ability to cross-promote.

Plus, what happens if you make an App with a company, then have a falling out? It can be tricky, even impossible, to get the App out of the developer's account and move it to a new account on App stores.

It seems a no-brainer to me that agencies should register accounts on the main App stores before they start creating mobile Apps. This allows them to register their Apps under their own name, rather than that of developers and to use their reputation to build interest and trust.

Link to your Apps

Due to the wonders of modern technology it is possible to link from your media release and website to your App, as well as to link from your Apps to your other Apps.

Something that agencies still don't appear to do well is to link their mobile Apps together, with an in-App method of downloading other Apps from the same agency, or even government.

Also media releases still lack basic details such as screenshots of Apps or links to them in the App stores. I know it might come as a surprise to some people, but journalists understand how to use hyperlinks, as does the community - and both groups love pictures as much, if not more, than they love words.

Most media releases are read online, not on fax machines - so links can allow someone to get straight to the mobile App without messing around with a search in an App store.

With many releases now read on mobile devices, it makes sense to allow people to click to download the App straight away. It is inconsiderate to force someone to search when they can click.


And that final point is my only criticism of Human Services' 'Express Plus Students' App.

Go to their media release, which has been widely tweeted, and there is no link to the App in the iStore. Hopefully this is an oversight they will fix. It should not take long!

Note that I can't tell if Human Services' App has a reporting system built in either, but I'll give them the benefit of the doubt!

National Library catalogue goes mobile and also launches mobile strategy

The National Library of Australia has taken a major step forward in the adoption of mobile internet in announcing the launch of its mobile strategy and mobile apps for both iOS and Android providing access to their complete catalogue.

In particular the Library's mobile strategy (released under a Creative Commons license) is the most visionary and far-reaching I have seen in Australia, setting out to,
  • improve access to the Library's collection and services for audiences, wherever they are, whether on-site or anywhere else in the world,
  • equip staff to champion and drive the development of mobile services to improve access and productivity,
  • adopt an evidence-based approach to service development and delivery,
  • modernise the Library brand to reflect relevance, accessibility and innovation,
  • create opportunities for learning, and
  • facilitate connections, conversation and overall engagement with national collection material.
Through a series of tactics including,
  • establishing and expanding the infrastructure and back-end systems required to support mobile initiatives, products and services,
  • adopting standards and best practices for interoperable mobile content and cross-platform data management,
  • seeking out and engaging new technologies to achieve marketing and communications goals, and,
  • building, consolidating and sharing expertise.

ACBI Broadband Apps Day 2012 in Sydney

I've just been let know that the Australian Centre for Broadband Innovation (ACBI) is hosting a Broadband Apps Day at Australian Technology Park in Sydney on Friday 27 April.

As their summary about the event states, Apps - simple, useful applications that run on smart phones and tablets - are becoming increasingly popular, but where are the apps for next generation broadband in Australia?

Australian developers have produced many globally successful apps, such as Fruit Ninja and Flight Control. These have helped create an export market for many smaller companies such as Half Brick, Firemint and Traction Games.

  ACBI are holding this seminar to create a bridge between the technology sector, developers and the users of future broadband apps and, through this, help the public gain greater understanding of the potential value of broadband.

My University - a great site (except for mobile users)

I like the MyUniversity website - it's clean, useful and mostly simple.

However, when using it the other day I found one extremely major flaw. It's not mobile friendly.

I recently reported that 47% of internet connections in Australia were now via mobile devices. This was based on an ABS report from the December quarter of 2011.

In other words, if your website isn't usable on a mobile device you are potentially only servicing 53% of the market.

On that basis there's a strong requirement for all organisations, including government agencies, to develop their sites to function effectively on mobile platforms.
At this point it's worth talking about how and why I had issues.

My son is at a point where he's beginning to think about life after school and wants to know the options he has available, so I went on an exploratory trip into MyUniversity to see what was available in his areas of interest before taking him through it.

So I first went to the course search tool, to look for appropriate courses and entered in the topic he was interested in (it looks like below).

I got to the provider search tool and tried to use it - clicking on the box only works if, on a mobile device, you click precisely on the small '0 items' text in the middle. However this wasn't the main issue (though te size of the clickable area is a secondary issue, and why are universities called 'items'?)

When I clicked on the text the list of options, as below appeared.

I then selected QLD universities and a tick appeared (as below) - all good so far...

However this is where the trouble started. I selected 'Done' and the selection box disappeared.

The main window, however, still showed '0 items' (as below). But had't I just selected an item? Very confusing for users.

I checked several times by reclicking '0 items' and each time the selection box told me that yes I had chosen QLD universities.

So I decided OK, this is bad, but I will trust the system has remembered my choice despite not providing any cue to tell me this.

(BTW I had to ignore the text cue under the box 'Hold the CTRL key to select multiple items' as this doesn't apply on mobile devices)

So next was the task of transferring my selection to the right-hand box (an entirely meaningless step) before a search could be performed.

So I clicked on the 'Add' button.

And nothing changed....

Both the left-hand and right-hand boxes continued stating '0 items'.

I clicked it several times, just in case I had done it wrong (a usual user reaction when they receive no indication that their action has been received and acted on).

Then I did click on the (too small) '0 items' text in the right-hand box and the following selection box appeared.

So my selection DID get transferred.

I then selected 'QLD universities' AGAIN in this selection window. The second time I had to select it (as below).

Then I clicked 'Done' and found myself back at the initial screen - with '0 items' in both the left-hand and right-hand boxes (as below).

Sigh.

So I then chanced fate and clicked search - and the course selector worked as intended - finding me QLD universities with the selected course.

However let's recap the issues:

  1. Selection areas too small
  2. Lack of visual cues for user actions
  3. Need to repeat actions which could be performed once to achieve the same objective
  4. Poor labelling of fields
  5. Generally clumsy interface poorly designed for mobile use
  6. No consideration of the differences in how web browsers may treat fields across versions and platforms
  7. Clearly no cross-platform user testing

All-in-all, a very poor interface for mobile users.

Just in case I was unique in having this issue, I put my iPad in front of five other smart, university-educated adults and two teenagers considering university and asked them to complete a task to find a set of courses for a particular topic across universities in two states.

None of them were able to complete the task in under ten minutes using the MyUniversity interface, and only one (of the adults - the teens lost interest and went to Google) stayed with it and finally managed to get the search results they wanted - after receiving eight error messages (because they hadn't clicked in the right-hand box and selected the universities they wanted a second time).

Usability is important. A multi-million dollar project can fail if there isn't sufficient attention paid to the user interface.


Of course there may be an argument that a particular site has low usage by mobile users and therefore development dollars should be invested elsewhere. This sounds perfectly legitimate.

However this perspective raises some serious questions:
  1. Are the agency's figures correct? Many mobile browsers report as standard web browsers, so it's not always clear when a web browser is in use on a mobile device.
  2. Is the mobile usage low because the site's audience don't use mobile devices, or because the site is unusable on mobile platforms? Perhaps the poor mobile design is why mobile users shun it - which then reflects in low mobile statistics and an argument by the organisation to not support mobile, ad infinitum....
  3. Isn't it irrelevant whether mobile usage is low? Government agencies are required to provide services accessible to all citizens, not just ones who happen to use desktop and laptop computers. Surely it's not that hard or expensive, in most cases, to ensure your interface is usable on mobile devices - millions of other website do it with little or no investment using inbuilt features in modern content management systems. An argument that you use an old CMS is not easily supportable, particularly when new systems cost very little to purchase or implement (depending on the level of customisation).
  4. Even if it's too expensive or difficult to justify building an interface which is both desktop and mobile compatible in the first place, aren't there accessibility requirements which websites (particularly government sites) must meet? If a website isn't mobile compatible it may also not be accessible on a desktop computer to users with some forms of accessibility needs.

I hope that the agency responsible for My University does consider what it can do to become more mobile friendly. It's not really a hard fit, just change one step in a process and the problem would be resolved.

Then their site would be useful to 100% of Australian internet users, not to only 53% of them.

Australia goes mobile - 47% of net connections via mobile devices

It's long been reported that the majority of internet connections in Japan are via mobile devices - since 2006 in fact.

It now seems Australia is on the verge of following the same path, with the ABS reporting that as at 31 December 2011, 47% of internet connections in Australia were via mobile devices.

The report, (8153.0 - Internet Activity, Australia, Dec 2011), has some other interesting findings as well...
  • The number of internet connections grew by 11.0% in the year to 31 December, and by 6.3% since the end of June 2011.
  • Mobile wireless grew fastest, with a 14.7% increase since the end of June 2011.
  • The number of dial-up connections continued to decline, to 475,000 - still a substantial number, but representing only 4% of the total 11,596,000 internet connections in Australia. Of those 379,000 (3.2%) were households, the rest businesses. 
  • The number of dial-up connections declined 17.9% (from 579,000 to 475,000) since June 2011.
    Note the ABS state the decline was 16.7% - I don't know why our calculated figures differ.
  • More Australians remain on connection speeds less than 8Mbps (55%), however a good proportion are on 8-24Mbps (34.3%). Only 0.3% are on connections greater than 100Mbps.
  • The total data downloaded was 345,518 Terabytes (or 345,518,000 Gigiabytes) for the three months ending 31 December 2011. This was an increase of 26% since June 2011 (remember the number of connections only grew by 6.3% so we're all downloading more). 
  • The average downloaded per connection was 29.8 Gigabytes (Gb) for the three months so, on average, we download 10Gb per month.
  • However dial-up users only downloaded, on average, 67 Megabytes (Mb) of data per month, while broadband users downloaded an average of 10.3 Gb of data - showing a massive difference in usage.
  • There were 91 ISPs in Australia with more than 1,000 subscribers - remaining a competitively very robust market.

There is a clear paradigm shift for users when upgrading to dial-up to broadband, with usage increasing by over 15,000%.

This representing a change from email and basic web browsing to the use of the internet as a multi-media interactive entertainment, engagement and service delivery environment.

It will be interesting to see the the paradigm shift in usage from users on fixed internet connections to mobile. I believe this is even greater as the services relevant to mobile users are very different to those relevant to static users.

Perhaps we can take another lead from Japan on this, based on the use of mobile internet during and following their recent tsumani.

Or learn from these five cities benefiting from mobile apps.

Mobile internet trends - an online game changer

Mary Meeker, managing director for Morgan Stanley's global technology research unit recently gave an excellent presentation on mobile internet trends.

It highlights the incredible growth of tablets and apps, the rise of Android, the new uses that smartphones are being put to (only 32% of time is spent on phone calls) and the relative effectiveness of mobile and internet advertising compared to traditional media (internet matches television and mobile exceeds it).

Business.gov.au launches social media section and iPhone app

Business.gov.au has introduced a social media section to its website.

While this type of approach has become quite widespread overseas, providing a central hub to access all of an agency's social media engagement tools, business.gov.au is one of the first Australian government websites to provide this type of hub.

At the same time business.gov.au has released its first iPhone application. Aimed primarily at business people, the app allows someone to look up ABNs and a variety of information about business from the website.

I've personally found the application a very convenient tool for looking up ABNs while on the go, being much faster and easier than using a website to do it.

iPhones dominate Australian mobile internet access

Tiphereth Gloria has posted on Digital Tip a very interesting post regarding how iPhones dominate mobile internet access in Australia.

Quoting June 2010 figures, her post iPhones dominate Australian mobile internet says that iPhones account for 93% of mobile access, with Android, Blackberries, Symbian and other operating systems combined only accounting for 7% of the market.

Overseas iPhones account for 60% of mobile internet access - still a huge share, but significantly less than the Australian experience.

Of course these figures were provided by Apple - I've not seen independent statistics - but they are still striking.

If your agency websites are not customised for access via iPhones you're potentially less accessible to a large proportion of the mobile internet market.

The street as a platform, what's government's role?

An extremely thought-provoking post about The street as platform written by Dan Hill in February 2008 has been brought to my attention by Darren Sharp.

The post explores the virtual life of a city street, all the digital data exchanging hands between systems, infrastructure, vehicles and people in the street unseen to human eyes.

While condensed into a single street, the post is based entirely on current technologies and practices. It could easily represent a real street in any major city anywhere in the world today.

The question for me is what is government's role in building the infrastructure, managing and effectively using the data collected?

Streets are generally infrastructure created and maintained by governments and the systems that 'power' a street are often installed and managed by public concerns (roads and pavements, water, sewage, electricity and telecommunications) or at least guided by government planning processes (the nature of the dwellings and commercial services provided on the street). So there's clearly a significant role for government in the virtual aspects of streets as well.

There has been some work done internationally on what precisely is the role of government (some articles and publications listed at the Victorian Government's eGovernment Resource Centre, but have we done enough here in Australia?

Given we have a national broadband network planned, and are already in the process of preparing for pilot roll outs, ensuring that this enables, rather than limits the vision of our digital streets in a managed and well-thought out manner is clearly moving its way up the priority list.

The growing mobile internet landscape - but where's government?

2009 has been called the year of mobile internet - and with good reason.

The iPhone has become the fastest adopted consumer electronics product in history. Google's Android has become a serious mobile platform and smartphones of every shade have continued to multiple exponentially.

The mobile internet has been growing faster than any digital platform in history, as the below chart from Morgan Stanley as reported in TechCrunch's article, How The iPhone Is Blowing Everyone Else Away (In Charts), demonstrates.



So how is Australia's government getting involved in the mobile revolution?

We have seen the first smartphone games - from the Department of Defense and VicRoads.

We've also seen applications that mashup government data such as FoodWatch NSW using the NSW Food Authority database and the National Toilet Map.

However to my knowledge no state or federal government services have - as yet - been delivered on a native smartphone platform.

I wonder when we'll see the first. I don't expect they are far away.

By the way, while Australian governments haven't developed many applications, efforts are now underway to classify the thousands that already exist, as reported in the ITnews article, Classification board seeks to censor iPhone apps.

How can we do better? Mobile web is just like desktop web from 1998 - Nielsen

Jakob Nielsen, often considered one of the world's leading thinkers on usability, has discussed the mobile web in his latest Alertbox monthly update, equalling the state of mobile websites today as similar to the state of the desktop internet in 1998.

I tend to agree that for many organisations this is the case, with Nielsen's comments all hitting close to the mark - abysmal success rates in users achieving their goals, pages requiring too long to download and featuring too much bloat, code crashes and excessive scrolling.

I've blogged previously about the need for government to begin more seriously considering and positioning for the importance of mobile sites. The growth of larger screen (and touchscreen) smartphones has finally turned mobile devices into an acceptable platform for web browsing.

A major point Nielsen raised was that many mobile sites are still being designed like desktop sites, just as in 1998 when websites were being designed like print brochures (ala brochureware).

This is a trend I've discussed previously - each new medium is first defined in terms of the paradigm of the last.

For instance, when television was introduced, programs were first structured like radio shows, and further back when movies were introduced they were structured like stage shows. The initial radio programs often consisted of an announcer reading the local newspaper on air.

It takes some time for society to begin to understand the true value of a medium and look on it as a new and distinct form, rather than as an extension of an older form.

This causes me to reflect on what the mobile medium will eventually become. Defining it in terms of a 'mobile internet' may be too limiting, too caught in the desktop internet paradigm.

Mobile devices have their own characteristics, strengths and weaknesses. For a government organisation - or any organisation to use these to best advantage, they must look at the specifics of the platform, not simply port their website to mobile (as they ported their publications to online).

Some of the obvious strengths of mobile include;
geo-location - it knows where you are
interaction time - people interact with mobile devices 24/7, whereas desktops require a conscious action
voice integration - voice communications can be embedded easily into the platform
photo and video capture - people can take photos and video anywhere, all the time

Some of the obvious disadvantages include;
Small screen size - makes displaying complex information more difficult
Short interactions - people make many more interactions with mobile devices, but most are only a few minutes in duration. Try concentrating on a mobile screen for an hour
reception quality - can vary enormously, making some online-only applications less usable
small keyboards - makes sustained typing more difficult
Many different platforms - there's less uniformity of screen size and internet capability (including cost of access) than on desktops, where there are a few dominant players

When developing a mobile site taking these factors into consideration will help your organisation develop more than a simple mobile port of your website, but a custom experience that helps people complete the different types of tasks they wish to complete on a mobile device.

So when you get your senior management across the line on having a mobile version of your website, ensure you also take them on the journey to understand that a simple reformat of existing content, navigation and functionality probably will not deliver the best result for your customers and stakeholders.

There's an opportunity to step beyond the desktop paradigm and deliver a mobile experience with real value. I challenge you to take it!

It's time for government to consider the mobile internet

What do the Apple iPhone, Nokia N97, T-Mobile G1, Samsung Omnia, Sony Ericsson XPERIA X1, Blackberry Storm and Palm Pre have in common?

     

Yes they are all sleek, carefully-designed handheld gadgets with a focus on usability.

Yes they're also all 3G smartphones - meaning they provide mobile access to email, web and video as well as voice - most supporting free wi-fi as well as mobile telephone networks. 

They are also all relatively new - either released in the last two years, or in the process of release now (with Sony Ericsson investing in a very innovative campaign).

The Independent likes most of them too (Just how smart are smartphones).

However none of them can load a mobile friendly version of most Australian government websites.

Across Australia.gov.au, ATO, Centrelink, Business.gov.au and more - most government departments simply haven't invested in creating a mobile version of their site. 

After a good look around, the most prominent government website I could find with a full mobile version was Multimedia Victoria - try it out on a mobile device.


Is mobile internet actually important?
I'll admit that for a very long time I was a mobile internet skeptic.

I was involved in developing a mobile platforms around the turn of the century, finding at the time we were too far ahead of the market (despite being showcased at several Olympics and winning international mobile awards).

I watched the WAP fiasco from the sidelines - predicting correctly that Australians would not be interested in taking up a service that provided slow and basic access to selected web content at a relatively high cost.

However since the release of the iPhone and others began scrambling to catch up with Apple inthe mobile phone market, I've become more optimistic about the future of the mobile internet.

It is still early days - only 7-16% of mobile phones in Australia were smartphones in October 2008 (depending on whether you believe Telesyte or Gartner). That's between 1.5 and 3 million  phones.

However with improving designs, usability and battery life and falling phone and data costs, Telesyte predicts that 30% of new phones sold in Australia in 2009 will be smartphones, as reported in The Courier-Mail article, Australia braces for the smartphone revolution.

For a country that buys 9 million mobile phones each year (and has more mobile phones than people), that means that another 3 million Australians will be using smartphones by the end of 2009. That's a total of around 6 million smartphone users - or 29% of the market.

Following the same trend, by 2012 the majority of Australians will be using smartphones with full internet connectivity.

Or maybe even sooner if you believe the more bullish figures from Gartner, as reported in the SMH article, Mobile Revolution: It's the year of the Smartphone.


What does this mean for government?
It's clearly still early days for the mobile internet market, however most major commercial news and portal sites already have a mobile version.

Why so? Not because they see a mass market ready to go. 

It's because they want to be prepared for the mass market when it arrives (in 12-24 months), having already established their position and gained the experience to avoid expensive mistakes.

It's also because most content management systems make it relatively easy to offer a mobile version. It's simply a matter of developing a few additional templates, tagging content and using simple scripts to detect they type of user device and serving up the right template and content. If you're more dedicated (or have deeper pockets), content and navigation can be custom-developed for mobile access.

Mobile versions of websites can also be created on-the-fly using services such as Mofuse (see my mobile blog here)

Now I'm not saying that now is the time to throw millions investing in a mobile version of your site. Just as mass market isn't there yet, neither is critical mass for most government departments.

However it's a great time to begin cheap experiments with the medium. Such as finding out how your website looks on mobile devices (ask friends with smartphones), and dipping in a toe by mobile-enabling part of your site - such as media releases.

You can also monitor smartphone use of your website via most website reporting systems - just in case your agency does have a large consistent group of mobile internet users that need special consideration.

This type of experimentation is good preparation for the day in the not-too-distant future when your Minister is asked, or asks, why your department isn't mobile ready.

It will ensure that at least you'll have an intelligent answer, the experience to back it up and the knowledge to implement a full mobile solution when needed.

What governments could learn from Mumbai - citizens now control the flow of information

Like many other Australians I have a direct link to the recent attacks in Mumbai.

One of my family's friends was trapped in the Taj Mahal hotel. She managed to avoid being taken hostage - or worse. Her husband was out of the hotel at the time and found shelter elsewhere.

Fortunately both of them remain safe. My thoughts go out to all who lost their lives, were injured or who lost loved ones in the attacks.

During the siege it was difficult to get accurate and timely information about what was occurring from Australia's traditional mainstream media. This was repeated in many other countries around the world. Events unfolded too fast for television crews or print reporters to get onto the scene or file stories. When they did they were not able to access people at the heart of the crisis, their access was controlled by Indian authorities.

Due to this many people around the world turned to the online channel for information, finding a wealth of eye-witness reports, videos, photos and maps, with many citizens self-organising to support those in Mumbai and the people who care for them.

Commentators have called it the first crisis where the internet completely dominated other media channels.

Where were governments? They were left waiting for official updates, providing limited information in pre-packaged messages via traditional media, while citizens took control online.

If the communications experience of Mumbai can be learnt from, I believe it teaches governments that they must become more nimble and open to use of public online channels, or lose control, influence and relevance.

Mumbai is a wake-up call - in many ways.

People used many online channels to self-organise and share current information and personal accounts as events unfolded. This included sites such as blogs, Youtube, NowPublic, Wikipedia, Flickr, Google Maps, Google docs (a complete list of dead and wounded) and Twitter.

This frequently involved live updates from people in Mumbai directly experiencing the events, or repeating local news reports that did not get picked up outside India.

There was so much information that, on Twitter alone, CNN Online reported that at peak there were an estimated 80 messages (or tweets) sent to Twitter via SMS every five seconds providing eyewitness accounts and updates.

Traditional mainstream media relied heavily on citizen journalism to understand what was occurring, contacting Indian bloggers, using on-the-scene photos from Flickr and amateur video published on the web. Several traditional media players were able to tap directly into citizen journalism, such as the BBC and CNN.

However most mainstream media played catch-up, particularly in Australia where online commentators quite vocally criticised the slow reactions and poor coverage by local outlets.

It appears that even the terrorists involved in the attacks made use of the internet, using Blackberries to monitor world public opinion during the attacks.

With all this online activity, how were most governments communicating to the community?

Via traditional mainstream media outlets.

This highlights to me the disconnect rapidly emerging between how citizens choose to communicate and how comfortable and skilled governments are in using new media channels.

More and more citizens are seeking timely, relevant, plain english and personalised information. Whereas governments remain focused on traditional methods to assure accuracy and message management.

By the time a government assesses events, writes appropriate messages, gets approvals and distributes their views via traditional media channels (hoping they get a 15 second grab), the public has moved on, relying on personal, on-the-spot accounts.

Traditionally this approach has served government well. It maintains their appearance of authority, dignity and accuracy, preventing disturbing rumours or information from spreading in an uncontrolled way.

However the world has changed. Many eyewitnesses can publish their personal accounts directly without going through 'official' channels.

Using traditional approaches governments can appear slow to respond or even painfully out of date, particularly where events progress rapidly.

Similarly in organising a response and support for people, while governments do an invaluable job behind the scenes (organising counseling and transport), publicly the self-organising online citizen groups are more nimble and responsive.

The perceived slow response from governments can reduce the trust and faith of citizens. Over time this leads more people to seek more responsive channels and, though receiving timely eyewitness accounts, reduces citizen satisfaction with the language and messages of government. Governments become less relevant.

People who relied on traditional media or official reports to stay informed during the Mumbai seige probably find it hard to believe the impact the online channel had on global communications.

Fortunately no-one has to rely on my opinion.

The failure of traditional media has become a topic of much debate, by the media itself, such as in Wall Street Journal's Live Mint and Yahoo News, as well as by well-known bloggers including David Henderson (Emmy award winning former CBS news correspondent) and Laurel Papworth (one of Australia's top experts on social media).

To finish with a quote from Laurel's post (link above),

As someone who doesn't have Cable TV I can - hand on heart - swear that I learnt nothing about #Mumbai from Australian MSM [Mainstream Media].

I relied totally on Twitter. Not because I wanted to, but because TV wouldn't interrupt Kerri Anne Kennerly or children's morning TV with real news.

Twitter filtered to me websites, and tidbits I couldn't get elsewhere. ALL news was broken to me by Twitter and the links they sent.

In amongst retweeting MSM were the REAL stories. Someone hearing the bombing while lying bed. Someone else driving past a hotel as it was attacked. A guy worried about his friend. I realised this: who on earth ever said that social commentary is not News? O.o

For me, MSM doesn't make the news, they simply report OUR stories. Just another filter. After people-in-crisis are interviewed on CNN India (I watched online, thanks to link sent by Twitter) they tell a friend, who puts it on Facebook or Twitter or MySpace. More links to real stories.

Australian Media is dead. It failed to meet my needs (I channel hopped from 9:30am until about 4pm hoping for new News) and by the time the 6 O'clock News came on, MSM was simply retweeting what I had already seen and heard through Twitter links.
