How much would you pay for government transparency?

After a fanfare opening around two years ago, the US government's proposed budget cuts may force data.gov and seven other Gov 2.0 and data sharing websites to close down or dramatically curtail their activities.

When first launched data.gov was the first national website for providing centralised access to government data in reusable formats.

The website was lauded globally for its role in supporting the US government to become more transparent, and allow citizens to analyse and repurpose public data.

However in March the first rumblings appeared. Apparently the site's visitor levels had plateaued, and Congressional budget cuts threatened the ongoing survival of the website as well as a range of others including USASpending.gov, Apps.gov/now, IT Dashboard and paymentaccuracy.gov (as well as a number of internal government sites including Performance.gov and FedSpace) dedicated to making government policies, processes and information more accessible to citizens.

When I first read about the closures in ReadWriteWeb's article, Data.gov & 7 Other Sites to Shut Down After Budgets Cut on 31 March, my first thought was that this was a clever April Fools prank designed to wind up open government advocates.

This was followed by the GovFresh post on 1 April, Congress weighs deep cuts to funding for federal open government data platforms and assorted coverage across a range of government IT and news websites.

However over the last week it has become clear that this is a legitimate issue, due to budget cuts the US Congress is proposing.

In response the Sunlight Foundation has launched a campaign to Save the data and a range of influential open government advocates have weighed in, such as Tom Steinberg, the founder of the MySociety charity in the UK who is now working in the UK Cabinet Office to support the UK Government's open data initiatives.

Apparently the collective cost of all the websites is around US$32 million (just over a dollar a year per US citizen) - representing 0.09% of the US budget and only 7.7% of the US government's Freedom of Information Act costs. Some commentators have pointed out that other methods of releasing government data are far more expensive and less inclusive or effective.

With parts of the Government 2.0 program (particularly the IT Dashboard and TechStat process) credited with saving the US Government billions in IT costs, the cuts of US transparency initiatives may cost the US enormously.

The proposed cuts raise several very important questions.

How much are nations - and citizens - prepared to pay for government transparency?
And how much transparency are we prepared to trade off for short-term tax saving?

How should the value of transparency be measured?
By the number of people accessing government data, or by the flow-through impact on harder to measure government cost savings and economic benefits?

How can transparency become embedded in government for the long-term?
Particularly when it may be elements of the political or administrative system who wish to constrain transparency for various legitimate, or otherwise, reasons.


It will be a fascinating, and perhaps deeply troubling, process to see how the US answers these questions - and how Australia answers them as well.

The age of microblogging has arrived - in China

Listening to the US's National Public Radio (NPR) last week, I caught a story about how Chinese citizens are now using micro-blogging services (similar to Twitter) to communicate about missing or stolen children and, in some cases to locate them.

According to The Guardian article, Chinese parents turn to microblogging in hunt for missing children, China has over 80 million micro-blog users (though very few Twitter users due to blocking).

By posting messages and pictures of missing children, and by putting photos of child beggars online, there's been at least half a dozen cases where children have been located and reunited with their parents.

In particular a Chinese professor created a microblog called "Street Photos to Rescue Child Beggars" in t.sina.com.cn. The microblog, which was only registered on 25 January this year, has already gained more than 200,000 followers, many being Chinese police officers. Thousands of photos of child beggars have been posted to the micro-blog by Chinese citizens (the criteria is that photos must show the face of the child and the location and time the photo was taken).

Of course the success of the micro-blog medium in China needs to be weighed with continuing government efforts to restrict debate on certain topics - as recently illustrated in this article in The Age, China micro-blogging sites censor 'Egypt'

Getting creative with visualisations in Government sites and documents

Government is the master of the written word. Across Australian governments we probably produce billions of them each year, carefully organised into documents designed to impart knowledge and influence decisions.

If you were to consider a medium-size agency producing, let's estimate, twenty 100 page reports each year, fifty 2-page media releases and 200 4-page minutes, with 200 words per page, that's 580,000 words already - not to mention emails, websites, internal documents, procurements, recruitment processes, forms presentations and all the draft versions produced.

Many of these words are important and necessary - however some might be better communicated graphically. Do we use visualisations as much as we could to represent choices and data?

I have rarely seen information presented in a visually exciting and impactful way in government documents or website.

Why? It can't be due to accessibility - it is simple to display the same information in text or tabular form and to provide alt text.

This is where the web can provide support.

I'm a big fan of infographics and the Information is beautiful and Cool Infographics blogs are two of my favourite sites. They provides some stunning examples of how information can be presented pictorially to convey meaning.

They can be as simple as this comparison of the amount of time US citizens spend each year sitting in front of the idiot box television passively watching, versus the estimated amount of time it took to create all of Wikipedia - over 1 billion english words alone (begging the question, what would happen if we could redirect all that wasted energy).


Or as complex as this explanation of the Left vs Right US political world (click to view it larger).

Thanks to the growth of Web 2.0, there are now an array of online services and tools designed to assist you visualise data in creative and useful ways.

These can help agencies revitalise their data, see it in new ways and generate new realisations and understandings.

It is even possible, with open data approaches, to integrate data from other agencies with your own information and present it in visually effective ways, updating it live.

To help you get started, here's a set of online services that can be used to generate interesting visualisations. Most are free.

Online tools

Creately
Particularly useful for flow diagrams, Creately is a highly collaborative and flexible tool, allowing the creation of very professional infographics solo or in a collaborative way. The tool is also useful for project planning and other visually focused activities.

Gapminder
As used by Hans Rosling in brilliant TED talks, GapMinder provides the ability to automate time series to look at data changes over time. You can choose from existing data or add your own to create brilliant mash-ups.

Google Public Data
Google Public Data is more of a simple charting tool that you can use to display your information as bar, line and pie charts, however it also allows you to add bubbles over Google Maps and provide time series data, where you can map one or two variables and manually jump around in time, or hit a play button to watch changes unfold step by step.

Hohli Charts
A simple, yet elegant tool for creating simple charts, scatter plots, radar charts and venn diagrams based on Google's charting tools, Hohli makes it very easy to make distinctive graphs.

Many Eyes
This is a beta service provided by IBM,  but don't let that scare you - the tool works fines. Many Eyes lets you upload your own data or use data in the site to generate a wide range of visualisations including a good range of world maps, word clouds bubble charts, scattergrams and treemaps. There's a good chance you'll find some of your publicly released data already visualised here.

New York Times Viz Lab
This can be used to visualise New York Times data using an embedded version of IBM's ManyEyes technology. You can also look through visualisations created by others. While not a separate service, it should make you consider whether you could integrate a visualisation tool into your own website to allow your own visitors to visualise your data and create their own views.

Statplanet
Visualise the planet using existing data, or create your own charts, scatter plots and world maps by adding your own. StatPlanet's flash-based mapping tool is used by a number of public sector organisations at a global scale to plot development data across the world.

TagCrowd
A functional word mapping tool, TagCrowd isn't as versatile as Wordle (below), however is very good for some uses, such as creating an even block of text, mapping frequency by size - such as for the backdrop of a document cover.

Wordle
If you need word maps, Wordle creates the most elegant and flexible ones on the web. Use it to look at your documents or speeches in a visual form (you might be surprised at which words occur most frequently) and tweak settings such as font, direction and colours. It can also be useful for mapping open answers in survey data to visually represent the top concerns.

No one ever got fired for buying Microsoft...

It used to be said that no-one ever got fired for buying IBM products.

More recently much the same sentiment has been expressed about Microsoft.

However that perception now appears to be under challenge.

ReadWriteWeb reports in its article Google Sues US Government Agency Over Using Microsoft Only that,

Google has filed a lawsuit against the U.S. Department of the Interior for requiring that messaging technologies must be part of the Microsoft Business Productivity Online Suite in order to be considered for procurement.

Apparently the case has some merit (the article goes on to say). While the Department had justified a Microsoft preference due to 'enhanced security', Google Apps were recently the first cloud service certified by the US Federal government's Federal Information Security Management Act certification.

This case, if successful, might see other software makers challenging US government requirements for vendor-specific solutions. Internationally it could even, over time, help open source and cloud application developers gain greater consideration in government procurement processes.

In the noise of #Groggate, don't forget those silenced

I've been tracking the discussion on the outing of Greg Jericho as author of the Grog's Gamut blog by The Australian journalist James Massola.

In the last seven days there have been over 100 posts, articles and interviews and nearly 2,000 tweets on the topic - discussing freedom of speech, anonymity, media power and public interest.

Few have mentioned one of the first claims made by The Australian;

"The prolific blogger shows a strong preference for the ALP, despite the Public Service code of conduct stating that "the APS is apolitical, performing its functions in an impartial and professional manner"."
Grog disputed this in Spartacus no more, his final post last Monday before falling silent.

Whether Grog's voice remains silent is up to him and his employer - his Department and behind that the Australian Public Service. It is not up to the media or bloggers.

Across the world many talented public servants operate blogs. There are firm roots in other western democracies such as Britain, Canada, the US and even New Zealand.


Groggate is a challenge not only to broad freedom of speech in Australia - potentially silencing anyone who believes their employers may have concerns over their words - but also challenges the public service to reconsider what Australian public servants may and may not do.

There are hundreds of thousands of intelligent and educated professionals who choose to work for Commonwealth, State and local governments across Australia. They serve the governments of the day diligently, as mature adults most are fully capable of separating their work performance from their personal views (and they all vote).

How many of these intelligent and potentially influential voices will now choose to remain silent rather than face the scrutiny - both public and internal - that Grog is facing?

If Grog continues writing, it will be at the permission of his employer, potentially under greater internal and external scrutiny.

If he stops writing - due to personal reasons or the level of controversy - a thousand other public servants may not develop the courage to start.


How much public sector experience and diversity has been lost to our public debates due to Grog's outing?

We'll never know.

LobbyLens seeking funding - open government outside the public sector

I believe that one of the major shortcomings in Australia is the lack of financial support outside the public sector for open government initiatives.

The UK has the Hansard Society, the US has the Sunlight Foundation - but what does Australia have?

Granted there is the embryonic OpenAustralia Foundation, a registered charity devoted to open government. However overall it appears to me that Australia doesn't provide the level of financial support that we see for organisations with similar transparency goals in other mature democracies.

LobbyLens, one of the applications developed for the Gov 2.0 Taskforce's Mashup Australia Competition last year, is seeking $148,000 in funding to turn it into a full-blown, maintained service supporting open government in Australia.

In Club Troppo, the post Life for LobbyLens? says that Margaret Simons, freelance journalist, board member of Crikey and driving force behind the Swinburne University Public Interest Journalism Foundation has taken on revamping LobbyLens and making it publicly available through the Public Interest Journalism Foundation.

LobbyLens, which was built in less than 24 hours during Govhack in 2009, uses 12 separate publicly available databases to provide a picture of the connections between lobbyists, ministers, departments and successful tenderers. It offers a unique view on the lobbying of Australian government that is useful for both journalists and interested citizens.

The tool is also of interest to public servants who need to understand the connections between organisations for their decision-making processes.

When traditional media exposes public service bloggers

On Monday, 27 September 2010, Grog, of the Grog's Gamut blog, was outed by James Massola of The Australian as Greg Jericho, a federal public servant who happens to blog on matters of politics.

Massola, in his article Controversial political blogger unmasked as a federal public servant, has questioned Grog's right to challenge journalistic views, veiled under the question of whether, as a public servant, he was entitled to blog about politics.

Grog addressed this question through his own blog in a post, Spartacus no more, where he outlined the APSC's guidance, which states:

It is quite acceptable for APS employees to participate in political activities as part of normal community affairs.

APS employees may become members of or hold office in any political party.

APS employees, whether or not they are members of political parties, are expected to separate their personal views on policy issues from the performance of their official duties. This is an important part of professionalism and impartiality as an APS employee.

Where an APS employee is involved in publicly promoting party or other views on certain issues, and where their duties are directly concerned with advising on or directing the implementation or administration of government policy on those issues, there is potential for conflicts of interest.

Grog went on to say that he's never commented on anything other than publicly available material and did not comment on matters related to his specific duties.

I have never written anything which I have gleaned through work. All information I use comes from the media or press releases or public reports. This is pretty clear from anyone who regularly reads this blog – you never find “breaking” or “inside” news here – you find opinion and analysis.

The only thing that I find noteworthy about this 'expose' is that it demonstrates the fallacy of the argument that keeping your personal and professional identities separate online is an effective mechanism for resolving unwarranted perceptions of inappropriate online engagement.

While it is nice to believe that you can post online under a pseudonym and remain anonymous, this is rarely sustainable in the long-run. When someone is 'exposed' as using a pseudonym it becomes newsworthy simply due to the sensation.

I wish all the best to Grog - Greg Jericho.

And in the interests of the continued growth of Gov 2.0 in Australia, I hope he will have the clear support of his managers.

        Are social media professionals unfairly constrained by organisations?

        When organisations hire accountants they are allowed to use specialist financial software to do their jobs.

        When organisations hire customer service representatives they are given training and scripts and are then allowed to speak to customers on the phone - monitored for performance reasons but free to communicate in appropriate ways without approval of every word.

        When organisations hire graphic designers, project managers, multimedia producers and programmers they are given access to appropriate software and computer systems.

        So why is it that, when hiring social media professionals, organisations don't give them access to their 'tools of the trade'?

        In many organisations it is not possible to access social media channels - such as Facebook or Twitter - due to old-style internal IT access policies. Tools to monitor social media channels are also often blocked, making it difficult to track what customers and clients are saying about an organisation, identify opportunities or head-off potential issues.

        In many cases organisations scrutinise all social media interactions at senior levels (down to 140 character tweets). These approval processes can add significant time and effort to online responses, making it difficult to interact at the pace required for social media. Imagine if telephone conversations or live conference presentations were treated the same way.

        Also often those employed to implement social media systems and manage these channels are not provided with training and support - certainly not to the level of a phone customer service representative - despite being in the position of interacting with the public every day.

        Even when organisations are serious about adopting social media, their policies, processes and procedures may not be designed to allow social media to work for them. This can lead to mixed messages (as when customers are invited to fan an organisation's Facebook page - which staff are not allowed to access during work hours). This can even lead to social media engagement becoming a liability, where its use is so constrained that it casts the organisation in a worse light.

        These issues are occurring in private as well as public sectors organisations - perhaps some corporations have not realised that restricting access to social media can seriously damage your business.

        Progress is also very uneven and often driven by senior personalities. Organisations and agencies with clear Gov 2.0 Action Plans are driving ahead, whereas others are still considering whether twitter is a legitimate business communications channel - either from a lack of knowledge, lack of leadership or lack of interest.

        How can social media professionals ensure that our organisations give us access to the tools we need to support the goals of our organisations?

        How do we break down the barriers to using social media when we cannot demonstrate successes due to these same barriers?

        How do we convince senior management that social media professionals are skilled and trustworthy employees who should be treated with the same respect as other trained professionals?

        And how do social media professionals juggle the need to be educators, innovators, strategists, change managers, implementers, communications specialists and leaders at the same time?

        Innovation's Social Media in Government Seminar - presentations and videos

        Last month I gave a presentation to around 100 people at the Department of Innovation regarding the use of social media in Australian government, alongside Todd Wright of Threesides.

        With permission Innovation have published the presentations and video over at their Innovation Blog to share the seminar with others across the public service.

        I'd love to see other Departments sharing material of this kind (on a variety of topics) on a regular basis, where there's no confidentiality or commercial concerns. It reduces duplication of effort, spreads knowledge and can lead to money savings for the government.

        New Zealand government moves to encourage use of Creative Commons licensing for public sector data

        New Zealand's government has just launched a Creative Commons-based approach for the standardisation of the licensing of government copyright works for re-use.

        Named the New Zealand Government Open Access and Licensing framework (NZGOAL), the approach outlines the licensing government agencies should use when releasing copyright works and non-copyright material for re-use by third parties (preferablt 'no restriction').

        The licensing approach does not apply for content containing personal or in-confidence information and various restrictions may be applied to content by using one of the variant Creative Commons licenses, though the government has specified that most public sector information should be released without restriction.

        The launch announcement states that re-use of government material by individuals and organisations may have significant creative and economic benefit for New Zealand, a position that has been reflected by the UK, US and other governments.

        While use of the licensing approach is not mandatory, the NZGoal document states that hoped that the NZ government hopes that agencies will embrace NZGOAL; license more of their copyright works on open terms; and open up access to more of their non-copyright material that may be of interest to the public, bearing in mind the potential benefits of doing so for both the public and agencies alike.

        The Australian Government is also beginning to release material under Creative Commons licensing, with the Australian Bureau of Statistics, Geosciences Australia and the Department of Finance and Deregulation leading the way.

        However at this stage no whole-of-government framework exists to provide guidance on how and when to release material in this fashion at federal level - although the Government Information Licensing Framework (GILF) is in place in Queensland.

        Google launches Student Voice mock Australian election for high school students

        Google has launched the Student Voice initiative, whereby 15-17 year old Australian students will be able to vote online in a mock election reflecting the current Federal election.

        The goal is to help these students learn more about elections and also provide a perspective on how Australia's future voters (who will be eligible to vote in the following Federal election) may vote.

        The launch has been supported by videos by Julia Gillard and Bob Brown.

        I applaud Google for launching and managing this initiative, however it distresses me that no Australian organisation has tried to make something like this a reality. It is a shame that we are relying on a foreign-owned company to broaden Australian democracy, while Australian companies, institutions and other organisations sit on the sidelines and do nothing to support democracy in this country.

        Also interesting is that this approach involves online voting. Today's high school students are already likely to expect to be able to vote online in real elections and the Student Voice initiative could further reinforce this expectation.

        Perhaps, over time, this type of initiative will be a trigger that encourages Australian governments to support online voting (with appropriate security in place).

        Certainly this initiative could help Google position itself as a potential provider of online voting facilities in the future. I would also expect to see them rolling out similar Student Voices in other jurisdictions over time, after using Australia as a guinea pig.

        Australian Government makes Open Government Declaration

        In one of his final acts before retirement, Minister Lindsay Tanner has released the Open Government Declaration - one of the recommendations of the Gov 2.0 Taskforce's Final Report.

        Released at the AGIMO blog, the Declaration states that the Australian Government is:

        committed to open government based on a culture of engagement, built on better access to and use of government held information, and sustained by the innovative use of technology.

        Three key principles were outlined,
        • Informing: strengthening citizen’s rights of access to information, establishing a pro-disclosure culture across Australian Government agencies including through online innovation, and making government information more accessible and usable;
        • Engaging: collaborating with citizens on policy and service delivery to enhance the processes of government and improve the outcomes sought; and
        • Participating: making government more consultative and participative.

        I'm very pleased to see this step, albeit released by a senior cabinet Minister rather than the Prime Minister.

        However I am disappointed that Minister Tanner is leaving politics and will not be able to lead the ongoing implementation of the Open Government agenda.

        With Minister Faulkner, who spearheaded the recent Freedom of Information reforms, also stepping down from a Ministerial role, there is a great deal of interest in understanding who will be advocating for and leading the Gov 2.0 agenda in the Australian Government.

        While Senator Kate Lundy is a leader in the Gov 2.0 space, she does not currently hold a Ministerial position and it is unclear whether she would in a future Labor government.

        If the Liberals win the upcoming election it is very unclear who would take the lead on Government 2.0

        Significant cultural change is required across the public sector to embed Government 2.0 in standard practice and to carry out many of the other recommended reforms in the Australian Public Service.

        Given it is very early days as yet, senior political leadership is required to drive the necessary reforms.

        My question is who, after this Federal election, will provide the political leadership and support for these reforms (particularly those related to Gov 2.0)?

        Or will they be placed on the backburner ahead of more immediate political issues, leaving the Australian Public Service progressively unable to deliver community services or factual, frank and fearless advice to its government masters?

        Gov 2.0 advocate named one of the top 100 most creative people by Fast Company

        It is rare to see government officials named in the ranks of the most creative or most innovative people.

        However in Fast Company's The 100 most creative people in business 2010, Beth Noveck, the Deputy CTO White House Office of Science and Technology Policy, has been named as the 35th most creative person.

        I've never met Beth, but have exchanged emails, and I would like to congratulate her for being the only public servant represented out of 100 amazingly creative people.

        I hope that as Government 2.0 becomes normal practice we see many more public servants represented in these types of lists - not just in the US but also in Australia.

        Making Public Sector data happen - just do it

        A concern I often hear raised in the public sector is that they can't release public data yet because it may not be 100% perfectly accurate, or it needs to be accessible to 100% of the population, or it needs approvals from all the involved areas first.

        The UK has taken a clear step to solving all of these issues in one fell swoop.

        It has mandated that all 434 local councils in the country release details of all of their financial transactions over 500 pounds publicly, in machine-readable format and it is OK if they don't get it 100% correct the first time (data can be updated later).

        The Guardian's article, Local government data: how to make it really open details how pressure from Downing Street - directly from the UK Prime Minister - is shortly going to result in a flood of public sector data from councils.

        This is an excellent approach to opening the floodgates. Once they are open, and data starts streaming out, councils and agencies will work hard to ensure that the data released is as accurate and timely as possible.

        Where data isn't completely accurate, as has been the experience of agencies in Australia releasing geospatial datasets, there's a plethora of organisations and individuals happy to point out inaccuracies which can then be corrected - improving the overall data quality and improving government's capability to make good decisions.

        So will we see an Open Data Declaration in Australia from our Prime Minister, which mandates that government agencies and councils just get their data out there?

        While Australia has a Westminister system, there are major differences between our system and that of the UK government.

        Within our Federation, with States and Territories holding many of the powers, this type of cross-government declaration can't simply come from Canberra, it requires the support of the States.

        That can make it much harder for Australia to rapidly and holistically move in the same direction (as the UK is doing). In certain regards we are more like the US where a patchwork of states are moving in roughly the same open data direction, at different speeds and with different levels of expertise and resourcing.

        The news that YouTube was giving away free branded channels to government departments was not widely discussed, however my blog post on the topic has been of ongoing interest to government agencies around the world.

        GovFresh celebrates Gov 2.0 Heroes Day every year on 15 June.

        Gov 2.0 Heroes Day celebrates, in the words of GovFresh,

        ...citizens inside and outside government who go above and beyond the call of duty and creatively leverage technology to build a more open, transparent and collaborative democracy.

        The 'usual suspects' of social media are being used to share information and support communications, including a Facebook page, Twitter account and YouTube - which already features a range of video interviews.

        There's also an interview with Luke Fretwell, founder of GovFresh, about the day.

        App My State a major Victorian Gov 2.0 success

        Victoria's App My State competition has now closed to entries, and has already been an enormous success for the Gov 2.0 efforts in that state.

        The competition attracted 171 entries, 75 applications and 96 ideas, over 12 weeks.

        Judging has now commenced - with the public able to vote for the 'popular choice' award and other awards now being considered by judges, with winners announced on 7 June.

        The Premier has personally tweeted his thanks, showing a level of high-level engagement with the competition,

        Regardless who wins the competition, the event has already proven to be a highly cost-effective method to gather useful ideas and generate meaningful approaches to using public sector data.

        Is this a once-off success? The evidence argues otherwise.

        NSW is in the process of holding a similar competition with a similar level of prizes. While the competition didn't include an ideas category (EDIT 24/5/10: the competition did include an ideas category, which received 64 submissions) and occurred during a changeover in Premiers and with significantly less online promotional support, it still attracted 55 app entries over a 14 week period.

        App competitions in the UK and US have also generated significant returns for governments - in particular the first Apps for Democracy competition in Washington D.C. estimated that the value of the apps produced was over US$2.2 million, for less than US$100,000 in prize value.

        There is even a set of guidelines on how to run an apps competition to support agencies and states produced by Apps for Democracy.

        Emergency management with Gov 2.0

        The internet has proven itself time and time again to be one of the fastest platforms of disseminating information during emergencies.

        The latest example has been in the Deepwater Horizon oil spill in the Gulf of Mexico.

        One of the largest spills off the US coast in history (though far from being the largest in the world), the spill is now threatening the marine life and economic survival of sea-based industries in four US states.

        To inform people about the unfolding emergency and share news as it happens, a group of companies involved with the spill and US government agencies has been operating a website and social media presence.

        According to the article Oil Spill Social Media in Read Write Web, the group includes British Petroleum, who own the oil; Transocean, who own the rig; the U.S. Coast Guard, the National Atmospheric and Oceanic Administration, the U.S. Department of Homeland Security and the U.S. Department of the Interior.

        The social media presence includes a Facebook page for conversations, Twitter for announcements, Flickr for images and YouTube for videos - all linked off the main site, Deep Water Horizon Response.

        This type of presence can be put together very quickly when an emergency occurs. There is no cost to any of the social media tools, and they can be in place within minutes.

        The approach works very well at informing the public in a more reliable and factual way than, sometimes, traditional media allows.

        Provided organisations are attuned and prepared to provide information rapidly, without onerous approval processes, second guessing or political concerns, social media can be a very powerful emergency management tool in the public sector's arsenal.

        Why does government struggle with innovation?

        The Public Sector Innovation Network email list (run by the Department of Innovation - you can subscribe from their website) sends out some very interesting articles about innovation every week.

        This week one in particular caught my eye, a piece entitled The Biggest Obstacle to Innovation that looks at inertia and how this may have greater impact in a public sector context than in other situations.

        The article's author, Tim Kastelle, argues that government has many disincentives to overcome inertia. With no profit motive, no threat of organisational failure (an agency going 'out of business' - rather than the threat of a front-page news item) and where there is often a deeply entrenched non-innovative culture, there's simply no pressure for government to innovate.

        I often wonder how it would be different if departments were established on the basis of profit - with the government paying multiple departments to provide services and the departments competing to offer the same services at the best possible price.

        This has some equivalents - governments frequently pay commercial providers to deliver services on their behalf based on value and service levels and in many jurisdictions pays not-for-profits on a similar basis.

        Of course it could lead to duplication of effort and greater instability both in employment and departmental survival - but aren't these key factors driving innovation?

        A stable, monopolistic environment doesn't tend to lead to innovative behaviour and tends to increase its bias to inertia over time - actively preventing innovation to maintain the status quo. We've seen that again and again both in the commercial and public sectors. Civilisations have failed due to their institutions being unable to respond rapidly to environmental and social change.

        Perhaps a hybrid model is feasible - having departments with core responsibilities and then having 'fringe' services bid on competitively by departments for management rights. Whoever gets the rights would be responsible for delivering that service and would be 'paid' for delivery in a way that allows the department to take excess funds and funnel them back into core activities - and appropriate compensation for staff (personal gain - whether monetary or through social credit - is a key factor in innovation).

        This hybrid model already exists in Australia in some ways. Often a lead agency is appointed as the manager and budget holder for cross-government initiatives. However there's unlikely to be a competitive bidding process whereby departments compete to demonstrate they can deliver the best value.

        If innovation is becoming a core attribute required by government organisations, merely to keep up with the rate of change in society and the development of new ways to deliver services and fulfil public needs, perhaps we need to rewrite some of the rulebook, sacrificing part of our desire for stability in return for greater change.

        Maybe this won't be such a large sacrifice anyway. Government departments often restructure due to internal or external pressures and already need to react to our fast-changing world. Stability is becoming more and more of an illusion and constant change more a reality. The need for public servants to be biased towards action, as Tim discusses, is becoming greater and greater.

        Constant change has negatives and can be very uncomfortable for individuals used to stable environments, but if we can harness it to drive innovation in our policy development, service delivery and in how we organise and operate the instrumentality of government it may also uncover some major benefits.
